blée,  le  Conseil  peut  désigner  d'autres  Membres
  de  la  Société  dont  la  représentation  sera
déösormais  permanente  au  Conseil.  II  peut,  avec
la  meme  approbation,  augmenter  le  nombre  des
Membres  de  la  Société  qui  seront  choisis  par
TAssemblée  pour  ötre  représentés  au  Conseil.

Le  Conseil  se  réunit  quand  les  circonstances  le
demandent,  et  au  moins  une  fois  par  an,  au  siège
de  la  Société  ou  en  tel  autre  lieu  qui  pourra  ẽtre
désigné.

Le  Conseil  connaft  de  toute  question  rentrant

dans  la  spheèere  d’activité  de  la  Socisté  ou  alleec-.

tant  la  paix  du  monde.

Tout  Membre  de  la  Société  qui  n'’est  pas  représenté
  au  Conseil  est  invité  à  7  envopyer  siéger
un  Représentant  lorsqu’'une  question  qdui  Tintéresse
  particulibdroment  est  portée  devant  le
Conseil.

Chaque  Membre  de  la  Soeciété  représenté  au
Conseil  ne  dispose  que  d'’'une  voix  et  n’a  qu’un
Représentant.

Article  5.

Sauf  disposition  expressément  contraire  du
Présent  Pacte  ou  des  clauses  du  présent  Traité,
les  décisions  de  I’Assemblée  ou  du  Conseil  sont
prises  à  Punanimité  des  Membres  de  la  Sociéta
représentés  à  la  réunion.

Toutes  questions  de  procédure  qui  se  posent
aux  réunions  de  I-Assemblée  ou  du  Conseil,  7
compris  la  désignation  des  Commissions  chargées
d’enquster  sur  des  points  particuliers,  sont  réglées
  par  I’Assemblée  ou  par  le  Conseil  et  décidées
  à  la  majorité  des  Membres  de  la  Société
représentés  à  la  réunion.

La  première  réunion  de  I’Assemblée  et  la  première
  réunion  du  Conseil  auront  lieu  sur  la  convocation
  du  Président  des  Etats-Unis  d’Amérique.

With  the  approval  of  the  majority  of  tho
Assembly,  the  Council  may  name  additional
Members  of  the  League  whose  Representatives
shall  always  be  members  ol  the  Council;  tho
Council  with  like  approval  may  increase  tho
number  of  dlembers  of  the  Lenguco  to  be  selected  by
the  Assembly  dor  representation  on  the  Council.

The  Council  shall  meet  from  time  to  time  as
occasion  may  require,  and  at  least  once  a  Fear,
at  the  Seat  of  the  League,  or  at  such  other  placo
as  may  be  decided  upon.

The  Council  may  deal  at  its  meetings  with
any  matter  within  the  sphere  of  action  of  the
League  or  affecting  the  peace  of  the  world.

Any  Member  of  the  League  not  represented
on  the  Counecil  shall  be  invited  to  send  a  Representative
  to  sit  as  a  member  at  any  meeting  of
the  Council  during  the  consideration  of  matters
specially  alfecting  the  interests  of  that  Member
of  the  League.

At  meetings  of  tbe  Council,  each  Member  of
the  League  represented  on  the  Council  shall  havo
one  vote,  and  may  have  not  more  than  one  Representative.

Artiele  5.

Except  where  otherwise  expressly  provided
in  this  Covenant  or  by  the  terms  of  the  present
Treaty,  decisions  at  any  meeting  of  the  Assembly
or  of  the  Council  shall  require  the  agreement  of
all  the  Members  of  the  League  represented  at  the
meeting.

All  mattere  of  procedure  at  meetings  of  the
Assembly  or  of  the  Council,  including  the
appointment  of  Committees  to  investigate  particular
  matters,  shall  be  regulatech  by  the
Aessembly  or  by  the  Council  and  may  be  decided
by  a  msejority  of  tbe  Members  of  the  League
represented  at  the  meeting.

The  first  meeting  of  the  Assembly  and  the
first  meeting  of  the  Conneil  shall  be  summoned
by  the  President  of  the  United  States  of  Amorica.
