Arkiels  11.

II  est  expressément  déclaré  que  toute  guerre

demande  de  tout  Membre  de  la  Société.

Il  est,  en  outre,  déclaré  due  tout  Men###re  de
In  Société  a  le  droit,  à  titre  amical,  d'appeler
T’attention  de  1’Assemblüe  ou  du  Conseil  sur  toute
circonstance  de  nature  à  affecter  les  rolations
internationales  ct  qui  maonaco  par  suite  do
troubler  la  paix  ou  la  bonne  entente  entre  nacions,
  dont  la  paix  dépend.

Arkicke  12.

Tous  les  Membres  de  la  Société  conviennent
quc,  S’il  s'él###  entro  eux  un  différend  susceptible
d’entralner  une  rupturc,  ils  le  soumettront  soit  à
la  procédure  de  Tarbitrage,  soit  à  I’examen  du
Conseil.  IIs  conviennent  encore  qu'en  aucun  cas
ils  ne  doivent  recourir  à  la  guerre  avant  Pexpiration
  d'un  délai  de  trois  mois  après  la  sentonce
des  arbitres  ou  le  rapport  du  Conseil.

Dans  tous  les  cas  prévus  par  cet  articlo,  la
sentence  des  arbitres  doit  ötre  rendue  dans  un
dlelai  raisonnable  et  le  rapport  du  Conseil  doit
#ötre  établi  dans  los  six  mois  à  dater  du  jour  où
il  aura  étô  saisi  du  différend.

Article  13.
Les  Membres  de  la  Société  conviennent  duo

  ne  peut  se  régler  de  facon  satislaisante  par

In  case  of  any  such  aggression  or  in  cuse  of  any
threat  or  danger  of  such  aggression  the  Couneil
shall  advise  upon  the  means  by  which  this  obligation
  shall  be  fulfilled.

Article  11.

Any  war  or  threat  of  war,  whether  immediatel)
eaffecting  any  of  the  Members  of  the  League  or
not,  is  hereby  declared  a  matter  of  concern  to  tho
whole  League,  and  the  League  shall  tako  any)
action  that  may  be  deemed  wise  and  effectual  to
safeguard  the  peace  of  nations.  In  case  any  such
emergency  should  arise  the  Secretary  General
shall  on  the  request  of  any  Member  of  the  Leaguo
forthwith  summon  a  meeting  of  the  Couneil.

It  is  also  declared  to  be  the  friendly  right  of
each  Member  of  the  Leaguc  to  bring  to  the
zattention  of  tho  Assembly  or  of  tbe  Council  any
circumstance  whatever  affecting  international
relations  which  threatens  to  disturb  international
peacs  or  the  good  understanding  between  nations
upon  which  peace  depends.

Arkicle  12.

The  Members  of  the  Leaguo  agree  that  it
there  should  arise  between  them  any  dispute
likely  to  lead  to  a  rupture,  they  will  submit  the
matter  either  to  arbitration  or  to  inquiry  by  tho
Council,  and  they  agree  in  no  case  to  rosort  to
war  until  three  months  after  the  award  by  the
arbitrators  or  the  report  by  the  Council.  6“

In  any  case  under  this  Article  the  award  os
the  arbitrators  shall  be  made  within  a  reasonablo
time,  and  tho  report  of  the  Council  shall  be  mado
within  six  months  akter  the  submission  of  tho
dispute.

The  Members  of  the  League  agree  that
whenever  any  dispute  shall  arise  between  them
which  they  recognise  to  be  suitable  for  submission
  to  arbitration  and  which  cannot  be  satis-
