solution.

Lo  Conseil  peut,  dans  tous  les  cas  prévus  au
présent  article,  porter  le  différend  devant  As--semblée.
  L'’Assemblée  devra  de  meme  Stre  saisie
du  différend  à  la  requste  de  Pune  des  Parties;
cetto  requste  devra  stre  présontée  dans  les  quatorze
  jours  à  dater  du  moment  on  le  différend  est
porté  devant  le  Conseil.  çl

Dans  toute  affaire  soumise  à  I’Assemblée,  les
dispositions  du  présent  article  et  de  Darticle  12
relatives  à  Eaction  et  aux  pouvoirs  du  Conseil,
S'appliquent  également  à  Daction  et  aux  pouvoirs
de  I’Assemblee.  II  est  entendu  qu’un  rapport  kait
par  I'’Assembltee  avec  Tapprobation  des  Représentants
  des  Membres  de  la  Société  représentés  au
Conseil  et  d'unc  majorité  des  autres  Membres  de
In  Socictéc,  à  L’exclusion,  dans  chaque  cas.  des
Représentants  des  Parties,  a  le  meme  effet  qu'un
rapport  du  Conseil  adcpté  à  PTunanimité  de  ses
membros  autres  quc  les  Roprésentants  des  Parties.


Artiele  16.

Si  un  Membre  de  lá  Soeciété  recourt  à  la
guerre,  contrairement  aux  engagements  pris  aux
articles  12,  13  ou  15,  il  est  ipso  facto  considéré
comme  ayant  commis  un  acte  de  guerre  contre
tous  les  autres  Membres  de  la  Société.  Ceuxci
sengagent  à  rompre  immédiatement  avec  lui
toutes  relations  commereciales  ou  financières,  à
interdire  tous  rapports  entre  leurs  nationaux  et
ceux  de  IEtat  en  rupture  de  pacte  et  à  faire
cesser  toutes  communications  financières,  commerciales
  ou  personnelles  entre  les  nationaux  de
cet  Etat  et  ceux  de  tout  autre  Etat,  Membre  ou
non  de  la  Société.

En  co  cas.  lo  Conseil  a  le  devoir  de  recommander

is  solely  within  the  domestic  jurisdiction  ef  that
party,  the  Council  shall  so  report,  and  shall
make  no  recommendation  as  to  its  settlement.

The  Council  may  in  any  case  under  this

Article  refer  the  dispute  to  the  Assembly.  Tho

dispute  shall  be  so  referred  at  the  request  of
either  party  to  the  dispute,  provided  that  such
request  be  made  within  fourteen  days  after  the
submission  of  the  dispute  to  the  Council.

In  any  case  referred  to  the  Assembly,  all  tho
Provisions  of  this  Article  and  of  Article  12
relating  to  the  action  and  powers  of  the  Council
shall  apply  to  the  action  and  powers  of  tho
Assembly,  provided  that  a  report  made  by  tho
Assembly,  if  concurred  in  by  the  Representatives
of  those  Members  of  the  League  represented  on
the  Council  and  of  a  majority  of  the  other
Members  of  the  League,  exclusive  in  cach  case  of
the  Representatives  of  the  parties  io  the  dispute,
shall  have  the  same  force  as  a  report  by  the
Council  concurred  in  by  all  the  membors  thereof

other  than  the  Representatives  of  one  or  more

#of  the  parties  to  the  dispute.

Arkicke  16.

Should  any  Member  of  the-  Leagne  resort  to
war  in  disregard  of  its  covonants  under  Articles
2,  13  or  15,  it  shall  ipso  facto  be  deemed  to  havo
committed  an  act  of  war  against  all  other
Members  of  the  League,  which  hereby  undertake
immediately  to  subject  it  to  the  severance  of  all
trade  or  fnancial  relations,  the  prohibition  of
all  intercourse  between  their  nationale  and  the
nationals  of  the  Ccovenant-breaking  Stato,  and  tho
Prevention  of  all  financial,  commercial  or  personal
  intercourse  between  the  nationals  of  tho
covonant-breaking  State  and  tho  nationals  of  any
other  State,  whether  a  Member  of  the  Leaguo
or  not.  .

It  shall  be  the  duty  of  the  Council  in  such
Ccase  to  recommend  to  tho  several  Governments
