La  contribution  des  mines  ot  de  leurs  dopenances,
  taut  au  budget  local  du  territoire  du
Tiassin  de  la  Sarre  qu’aux  taxes  communales,  sera
lixée  en  tenunt  un  juste  compte  de  la  valeur  pronortionnellc
  dos  mines  par  rapport  à  Pensemble  de
la  richesse  imposable  du  Bassin.

L'Etat  français  pourra  toujours  fonder  et
cntrotenir,  romme  dépendances  des  mines,  des
Gcoles  primaires  ou  teclmiques  à  Tusage  du  personnel
  et  des  enfants  de  ce  personnel  et  y  faire
donner  Penscignement  en  langue  française,  con-Tormément
  à  des  programmes  et  par  des  maftres
de  son  choix.  6

Il  pourra  de  möme  fonder  et  entretenir  tous
höpitauxk,  dispensaires,  maisons  et  jardins
ouvriers  et  autres  Guvres  d'assistance  et  de  soldarité.

Toutefois,  quel  que  soit  le  montant  de  la  production
  des  mines,  le  Gouvernement  français
aengago  à  ce  due  les  demandes  de  la  consommation
  locale,  industrielle  et  domestique,  soient
toujours  satislaites  dans  la  proportion,  qui
existait  au  cours  de  Pexercice  1913,  entre  la  consommalion
  locale  et  la  production  totale  du
Bassin  de  la  Sarre.

CHAPTTRE  II.
GOUVERNMENT  DU  TERRITOIRE  DU  BASSIN  DE  LA
SARRE.

Le  Gouvernement  du  territoire  du  Bassin  de
la  Surre  sers  confié  à  une  Commission  représentant
  la  Société  des  Nations.  Cette  Commission
nura  son  siège  duns  le  territoire  du  Bassin  de  1a
Sarre.

The  amonnt  contributed  by  the  mines  and
thoir  accessorios  and  gubsidiaries,  either  to  tho
local  budget  of  the  territory  of  the  Saar  Basiu
or  to  the  communal  funds,  shall  be  kixod  with
duc  regard  to  the  ratio  of  the  value  ol  the  minces
to  ihe  totlal  takable  wealth  of  the  Basin.

14.

The  French  State  shall  always  have  the  rigli
of  establishing  and  maintaining,  as  incidental  to
the  mines,  primary  or  technical  schools  kor  its
employees  and  their  children,  and  of  causing
instruction  therein  to  be  given  in  tlic  French
language,  in  accordance  with  such  curriculum
and  by  such  teachers  as  it  may  select.

It  shall  also  have  the  right  to  establish  and
maintain  hospitals,  dispensaries,  workmen'
houses  and  gardens  and  other  charitable  and
social  institutions.

15.

The  French  State  shall  enjoy  complete  libertr
with  respect  to  the  distribution,  despatch  and
sale  prices  of  the  products  of  the  mines  and  their
eaccessories  and  subsidiaries.

Nevertheless,  whatever  may  be  the  total

.  Droduct  of  the  mines,  the  French  Government

undertakes  that  the  requirements  of  local  consumption
  for  industrial  and  domestic  purposes
shall  always  be  satisfied  in  the  proportion  existing
in  1913  between  the  amount  consumed  locally  and
the  total  output  of  the  Saar  Basin.

CHAPTER  IHI.

GoVERHMENT  OF  THE  TERRITORTY  OF  THE

SaAR  BASIN.
16.

The  Government  of  the  territory  of  the  Saar
Basin  shall  be  entrusted  to  a  Commission  represcnhting
  the  League  of  Nations.  This  Commissiou
shall  eit  in  the  territory  of  the  Saar  Basin.
