La  Commission  de  Gouvernement  prévue  au
Paragraphe  16  sera  composée  de  cind  membres,
nommés  par  le  Conseil  de  la  Société  des  Nations
ct  comprendra  un  membre  français,  un  membre
non  français,  originaire  et  habitant  du  territoire
du  Bassin  de  la  Sarre,  et  trois  membres  res-Sortissant
  à  trois  pays  autres  que  la  France  et
DTAllemagne.

Les  membres  de  la  Commission  de  Gouvernement
  seront  nommés  pour  un  an  et  leur  mandat
sera  renouvelable.  IIs  pourront  stre  révoqués  par
lo  Conseil  de  la  Société  des  Nations,  qui  pourvoira
  à  leur  remplacement.

Les  membres  de  la  Commission  de  Gouvernement
  auront  droit  à  un  traitement,  qui  sera  flré
Par  le  Conseil  de  la  Société  des  Nations  et  payé
sur  les  revenus  du  territoire.

8  18.

Le  Président  de  la  Commission  de  Gouvernement
  sera  désigné  par  le  Conseil  de  la  Sociésté
des  Nations,  parmi  les  membres  de  la  Commis--sion
  et  pour  une  durée  d'un  an;  ses  pouvoirs
seront  renouvelables.

e  Président  remplira  les  fonctions  d’agent
"#xécutif  de  la  Commission.

La  Commission  de  Gouvernement  aura,  sur  le
territoire  du  Bassin  de  la  Sarre,  tous  les  pouvoirs
de  gouvernement  appartenant  antérieurement  à
I’Empire  allemand,  à  la  Prusse  et  à  la  Bavière,  7
compris  celui  de  nommer  et  révoquer  les
fonctionnaires  et  de  créer  tels  organes  administratis
  et  représentatifs  duelle  estimera
nécossaires.

Elle  aura  pleins  pouvoirs  pour  administrer  et
exploiter  les  chemins  de  fer,  les  canaux  et  les
différents  services  publics.

Ses  décisions  seront  prises  à  la  mejorité  des
voix.

17.

The  Governing  Commission  provided  for  hy
paragraph  16  shall  consist  of  fre  members  chosen
by  the  Council  of  the  League  of  Nations,  and  will
include  one  citizen  of  France,  one  native  inhabitant
  of  the  Saar  Basin,  not  a  citizen  of  France,
and  three  members  belonging  to  three  countries
other  than  France  or  Germany.

The  members  of  the  Governing  Commission
shall  be  appointed  for  one  year  and  may  be  reappointed.
  They  can  be  removed  by  the  Couneil
of  the  League  of  Nations,  which  will  provide  for
their  replacement.

The  members  of  the  Governing  Commission
will  be  entitled  to  a  salary  which  will  be  fixed  by
the  Council  of  the  League  of  Nations,  and  charged
on  the  local  revenues.

18.

The  Chairman  of  the  Governing  Commission
ehall  be  appointed  for  one  year  from  among  tho
members  of  the  Commission  by  the  Council  of  tho
League  of  Nations  and  may  be  re-appointed.

The  Chairman  will  act  as  the  executive  of  the.
Commission.

19.

Within  the  territory  of  the  Saar  Basin  the
Governing  Commission  shall  have  all  the  powers
of  government  hitherto  belonging  to  the  German
Empire,  Prussia,  or  Bavaria,  including  the
sappointment  and  dismissal  of  officials,  and  the
creation  of  such  administrative  and  representative
bodies  as  it  may  deem  necessary.

It  shall  have  full  powers  to  administer  and
operate  the  railways,  canals  and  the  different
public  services.

Its  decisions  shall  be  taken  by  a  majoriiy.
