8  20.

L'Allemagne  mettra  à  la  disposition  du  Gonvernement
  du  Basein  de  la  Sarre  tous  les  documents
  officiels  et  archives  en  possession  de
PAllemagne,  d’un  Etat  allemand  ou  d'une  autorité
locale,  qui  se  rapportent  au  territoire  du  Bassin
de  la  Sarre  ou  aux  droits  de  ses  habitants.

521.

I1  appartiendra  à  la  Commission  de  Gouvernoment
  d’assurer,  par  tels  moyens  et  dans  telles
conditions  qdu’elle  jugera  convenables,  la  protection
  à  T’strunger  des  intérsts  des  habitants  du
ctorritoire  du  Bassin  de  la  Sarre.

522.

La  Commission  de  Gouvernement  aura  le  plein
usufruit  des  propriétes  autres  due  les  mines  et
appartenant,  tant  au  titre  du  domaine  public
qu'au  titre  du  domaine  privé,  au  Gouvernement

de  l'empire  allemand  ou  au  Gouvernement  de  tout

Liat  allemand  sur  le  territoire  du  Bassin  de  la  Surre
En  ce  qui  concerne  les  chemins  de  fer,  undo

équitablo  répartition  du  matériel  roulant  sera

faite  par  une  Commission  mixte,  ou  seront  roprésontés
  la  Commission  de  Gouvernement  du  territoire
  du  Bassin  de  la  Sarre  et  les  chemins  de  fer
allemandes.

Les  personnes,  les  marchandises,  les  bateaux,
les  wagons,  les  vehicules  et  les  transports
Postaux  sortant  du  Bassin  de  la  Sarre  ou  y
entrant  bénéficieront  de  tous  les  droits  et  avantages
  relatifs  au  transit  et  au  transport  tels  qdu’ils
Sont  spécifiés  dans  les  dispositions  de  la  Partie
XII  (Ports,  Voies  d’eau  et  Voies  ferrées)  du
Drésent  Traité.

Les  lois  et  règlements  en  vigueur  sur  je  territoire
  du  Bassin  de  la  Sarre  au  11  novembre  1918
(„réserve  faite  des  dispositions  édictées  en  vue  de
T’etat  do  gucrre)  continueront  à  y  etre  applicables.

20.

Germany  will  place  at  the  disposal  of  the
Governing  Commission  all  official  documents  and
archives  under  the  control  of  Germany,  of  any
German  State,  or  of  any  local  authority,  which
relate  to  the  territory  of  the  Saar  Basin  or  to
the  rights  of  the  inbabitants  thercof.

21.

It  will  be  the  dut  of  the  Governing  Commission
  to  ensure,  by  such  means  and  under  such
conditions  as  it  may  deem  suitable,  the  protection
abroad  of  the  interests  of  the  inhabitants  of  the
territory  of  the  Saar  Basin.

22.

The  Governing  Commission  shall  have  the  full
right  of  user  of  all  property,  other  than  mines,
belonging,  either  in  public  or  in  private  domain,
to  the  Government  of  the  German  Empire,  or  the

Government  of  any  German  State,  in  the  territory

  of  the  Saar  Basin.

As  regards  the  railways  an  eauitable
apportionment  of  rolling  stock  shall  be  made  by
a  mixed  Commission  on  which  the  Government  ol
the  territory  of  the  Saar  Basin  and  the  German
railways  will  be  represented.

Persons,  goods,  vessels,  carriages,  wagons
and  mailes  coming  from  or  going  to  the  Saar  Basin
shall  enioy  all  the  rights  and  privileges  relating
to  transit  and  transport  which  are  specified  in

the  provision  of  Part  XII  (Ports,  Waterways

and  Railways)  of  the  present  Treaty.

23.

The  laws  and  regulations  in  force  on
November  11,  1918,  in  the  territory  of  tlio
Saar  Basin  (except  those  enacted  in  consequenco
of  the  state  of  war)  shall  continue  to  apply.
