Si,  pour  dos  motifs  d'ordro  genéral  ou  pour
mottre  cos  lois  et  reglements  en  accord  avec  les
stipulations  du  présent  Traité,  il  était  nécessaire
d’y  apporter  des  modilßcations,  celles-ci  seraient
décidées  et  ellectuées  par  la  Commission  de  Gouvornement,
  après  avis  des  représentants  élus  des
habitants  pris  dans  telle  forme  due  la  Commission
décidera.

Aucune  modification  ne  pourra  etre  apportée
au  régime  Ilégal  d’exploitation,  prévu  au  paragraphe
  12,  sans  consultation  préalable  de  PEtat
Irançais,  à  moins  quo  cette  modification  ne  soit  la
conséqucnce  Tune  réglementation  générale  da
traveil  adoptée  par  la  Sociét#é  des  Nations.

Dans  la  fixation  des  conditions  et  des  houres
de  travail  pour  les  hommes,  les  femmes  et  les
anfants,  Ia  Commission  de  Gouvernement  devra
prendre  en  considération  les  voœux  Gmis  par  les
organisations  locales  du  travail,  ainsi  aue  les
Drincipes  adoptés  par  la  Société  des  Nations.

§  24.

Sous  réserve  des  dispositions  du  paragraphe  4,
los  droits  des  habitants  du  Bassin  de  la  Sarre  en
matière  Tassurance  et  de  pensions,  quo  ces  droits
soient  acquis  ou  en  cours  d'acquisition  à  la  date
de  la  mise  en  vigucur  du  présent  Traité,  qu’ils
nient  trait  à  un  systeme  quelconque  d'assurance
de  PAllemagne  ou  à  des  pensions  qduelle  qu'en  soit
Ja  nature,  ne  sont  affectés  par  aucune  des  dis-Positions
  du  présent  Traité.

L'Allemagne  et  le  Gouvernement  du  territoire
du  Bassin  de  la  Sarre  maintiendront  et  protogeront
  tous  les  droits  ci-dessus  mentionnés*.

g  25.

Les  tribunaux  civils  et  criminels  existant  sur
lo  territoire  du  Bassin  de  la  Sarre  seront
maintenus.

Une  Cour  eivile  et  criminello  sera  constituce
par  la  Commission  de  Gouvernement  pour  juger

If.  for  general  reasons  or  to  bring  these  laws
and  regulations  into  accord  with  the  provisions
of  the  present  Treaty,  it  is  necessary  to  introduco
moditications,  these  shall  be  decided  on,  and  put
into  ellect  by  the  Governing  Commission,  akter
consultation  with  the  elocted  representatives  ot
the  inhabilanis  in  such  a  manner  as  the  Commission
  may  deiermine.

No  modification  may  be  made  in  the  logal
régime  for  the  exploitation  of  the  mines,  provided
for  in  paragraph  12,  without  the  French  Stato

being  previously  consulted,  unless  such  modification

  results  from  a  general  regulation
respecting  labour  adopted  by  the  League  of-Nations.


In  flxing  the  conditions  and  hours  of  labour
for  men,  women  and  children,  the  Governing
Commission  is  to  take  into  consideration  the
wishes  expressed  by  the  local  labour  organisations,
  as  well  as  the  principles  adopted  by
the  League  of  Nations.

24.
Subject  to  the  provisions  of  paragraph  4,  no
rights  of  the  inhabilants  of  the  Saar  Basin  acquired.
or  in  process  of  acquisition  ab  the  date  of  the  comins

  into  force  of  this  Treaty,  in  respect  of  any

Insurance  system  of  Germany  or  in  respect  of  any
pension  of  any  kind,  are  affectel  by  any  of  the
Drovisions  of  the  present  Treaty.

Germany  and  the  Government  of  the  territory
of  the  Saar  Basin  will  preserve  and  continue  all
of  the  aforesaid  rights.

25.

The  eivil  and  eriminal,  courts  existing  in  tho
territory  of  the  Saar  Basin  shall  continue.

A  civil  and  criminal  court  will  be  establishod
by  the  Governing  Commission  to  hear  appeals
