Au  cours  de  cos  cind  années,  pour  chaque  artiche
  en  provenunce  du  Bassin  et  dans  lequel  seront
incorporés  des  matieères  premières  ou  des  demiouvrés
  venant  d’Allemagne  en  franchise,  le  Gouvernement
  français  se  réserve  do  limiter  les  quantilés,
  qui  seront  admises  on  Francc,  à  la  moyenne
annuelle  des  quantités  exxödiées  en  Alsace-Lor--raine
  et  en  France  au  cours  dles  années  1911-1913,

telle  qurelle  sera  déterminée  à  T’aide  de  tous  renseignements

  et  documents  statistiques  oflicicls.

Aucune  prohibition  ni  restriction  ne  sera
imposée  à  Ila  circulation  de  la  monnaie  francaiso
sur  le  territoire  du  Bussin  de  la  Sarro.

L'Etat  français  aura  le  droit  de  se  servir  do
la  monnaie  françaiso  pour  tous  soes  achats  ou

payements  et  dans  tous  ses  contrats  relatifs  à.

Texploitation  des  mines  ou  de  lours  dépendances.

La  Commission  de  Gouvernement  aura  pouvoir
  de  réscudre  toutes  questions,  auxquelles
Dourrait  donner  lieu  Tinterpretation  des  dis-Dositions
  qui  précèdent.

La  Prance  et  I’Allemagne  reconnaissent  quo
tout  litige,  impliquant  une  divergenco  dans-  Tinter-Prétation
  desdites  dispositions,  sera  6galcment
soumis  à  la  Commission  de  Gouvernement,  dont
la  decision,  rendue  à  la  majorité,  sera  obligatoire
pour  les  deux  pays.

CHAPITRE  III.
CONSULTALION  POPTULAIRE.

A  Toxpiration  Tun  délai  de  quinze  ans,
à  compter  de  la  mise  en  vigueur  du  présent  Traité,
la  population  du  territoiro  du  Bassin  de  la  Sarre
Sera  appelée  à  faire  connaftre  sa  volonté  commo
il  suit:

Un  vote  aura  lieu  par  commune  ou  par  district
et  portera  sur  les  trois  alternatives  suivantes:

During  these  fve  years  the  French  Government
  reserves  to  itself  the  right  of  limiting  to
the  annual  average  of  the  quantities  importedinto
  Alsace-Lorraine  and  France  in  the  Fears
1911  to  1913  the  quantities  which  may  be  sent
into  Francc  af  all  articles  coming  from  the  Basin
which  include  raw  materials  and  semi-manufectured
  goods  imported  duty  free  from  Germany.
Such  average  shall  be  determined  after  referenco
to  all  available  official  information  and  statistics.

32.

No  prohibition  or  restriction  shall  be  imposed
upon  the  circulation  of  French  money  in  tho
territory  of  the  Saar  Basin.

The  French  State  shall  have  the  right  to  use
French  money  in  all  purchases,  payments  and
contracts  connected  with  the  exploitation  of  the
mines  or  their  accessories  and  subsidiaries.

33.
The  Governing  Commission  shall  have  power
to  decide  all  questions  arising  from  the  interpPretation
  of  the  preceding  provisions.

France  and  Gormany  agree  that  any  dispute
involving  a  difference  of  opinion  as  to  the  iunterpretation
  of  the  said  provisions  shall  in  the  samo
way  be  submitted  to  the  Governing  Commission,
and  the  decision  of  a  majority  of  the  Commission
shall  be  binding  on  Loth  countries.

CHAPTER  II.
PLEEISCITE.
34.

At  the  termination  of  a  period  of  ffilteen  years
from  the  coming  into  force  of  the  present  Treaty,

the  population  of  the  territory  of  the  Saar  Basin

will  be  called  upon  to  indicate  their  desires  in  the
following  manner:

A  voto  will  take  place  by  communes  or
districts,  on  the  three  following  alternatives;
