Il  est  entendu  que  la  France  et  l'Allemagne
bourront,  par  des  accords  particuliers  conclus
avant  la  date  fixé  pour  le  payement  du  prix  de

rachat  des  mines,  déroger  aux  dispositions  des.
Daragraphes  36  et  37.

5  39.

Le  Conseil  de  la  Société  des  Nations  prendra
les  dispositions  requises  pour  T’organisation  du
régime  à  instaurer  après  la  mise  en  vigueur  des
décisions  de  la.  Société  des  Nations  mentionnées
au  paragraphe  35.  Ces  dispositions  comprendront
une  répartition  Squitable  de  toutes  obligations
incombant  au  Gouvernement  du  Bassin  de  la
Sarre,  à  la  suite  d’emprunts  levés  par  la  Commission
  ou  à  la  suite  de  toute  autre  mesure.

Des  la  mise  en  vigueur  du  nouveau  régime,
les  pouvoirs  de  la  Commission  de  Gouvernement

prendront  fin,  sauf  dans  le  cas  prévu  par  le

Dbaragraphe  350).
§  40.
Dans  les  matières  visées  dans  la  présente
Annexe,  les  decisions  du  Conseil  de  la  Société  des
Nations  seront  prises  à  la  majorité.

SECTITON  V.
ALSACE-LORRAINE.

Les  Haufes  Parties  Contractantes,  ayant
reconnu  Pobligation  morale  de  réparer  le  tort
fait  par  IAllemagne  en  1871,  tant  au  droit  de  la
Franco  qu'à  la  volonté  des  populations  d’Alsace
et  de  Lorraine,  séparées  de  leur  Patrie  malgré
la  protestation  solennelle  de  leurs  représentants
à  PAssemblée  de  Bordeau,

Sont  d’'accord  sur  les  articles  suivants:

Article  51.
Les  territoires  cédés  à  PAllemagne  en  vertu

des  Préliminaires  de  Paix  signés  à  Verseilles  10

It  is  understood  that  France  and  Germany
may,  by  special  agreement  concluded  before  tho

time  fixed  for  the  payment  of  the  pricc  for  the

repurchase  of  the  mines,  modify  the  provisions  of
Paragraphe  36  and  37.

39.

The  Council  of  the  League  of  Nations  shall
make  such  provisions  as  may  be  necessary  for  tho
establishment  of  the  régime  which  is  to  take
ellect  after  the  decisions  of  the  League  of  Nations
mentioned  in  Article  35  have  become  operative,
including  an  equitable  apportionment  of  any
obligations  of  the  Government  of  the  territor?
of  the  Saar  Basin  arising  from  loans  raised  by
the  Commission  or  from  other  causes.

From  the  coming  into  force  of  the  new  régime,
the  powers  of  the  Governing  Commission  will

terminate,  except  in  the  case  provided  for  in

Paragraph  35  (a).
40.
In  all  matters  dealt  with  in  the  present  Anmer,

the  decisions  of  the  Council  of  the  League  of
Nations  will  be  taken  by  a  majority.

SECITILON  V.
Al.  SACE-LORRAINE.

The  Higk  Contracting  Parties,  recognising  tho
moral  obligation  to  redress  the  wrong  done  by
Germany  in  1871  both  to  the  rights  of  Franco
and  to  the  wishes  of  the  population  of  Alsaco
and  Lorraine,  which  were  separated  from  their
country  in  spite  of  the  solemn  protest  of  their
representatives  at  the  Assembly  of  Bordeaux,
Agree  upon  the  following  articles:

Artiele  51.
The  territories  which  were  ceded  to  Germany
in  accordance  with  the  Preliminaries  of  Peace
