Arkiele  62.

Le  Gouvernement  allemand  s'engage  à  supporter
  la  charge  de  toutes  pensions  civiles  et
militaires  acquises  en  Alsace-Lorraine  à  la  date
du  11  novembre  1918,  et  dont  le  service  incombait
au  budget  de  1Empire  allemand.

Le  Gouvernement  allemand  fournira  chaque
amnée  les  fonds  nécessaires  pour  le  payement  en
francs,  au  taux  moyen  du  change  de  Pannée,  des
sommes  auxquelles  des  personnes  résidant  en
Alsace-Lorraine  auraient  eu  droit  en  marks  si
TAls##-Lorraine  tait  restée  sous  la  juridiction
eallemande.

Eu  6gard  à  Tobligation  assumée  par  PAllemagne
  dans  la  Partie  VIII  (Réparations)  du  présent
  Traité,  d’accorder  compensation  pour  les
dommages  causés,  sous  forme  d’amendes  aux
Populations  civiles  des  pays  alliés  et  associés,  les
habitants  des  territoires  visés  à  TFarticle  51
scront  assimilés  auxdites  populations.

Arkiele  64.

Les  règles  concernant  le  régime  du  Rhin  et
de  la  Moselle  sont  fixées  dans  la  Partie  XII
(Ports,  Voies  d’eau  et  Voies  ferrées)  du  présent
Traité.

Arttele  65.

Dans  un  délai  de  trois  semaines  aprds  la  mise

The  German  Government  undertakes  to  continue
  and  complete  without  delay  the  execution
of  the  financial  clauses  regarding  Alsace-Lorraine
contained  in  the  (Armistice  Conwentions.

Arkicle  62.

The  German  Government  undertakes  to  bear
the  expense  of  all  civil  and  military  pensions
which  had  been  earncd  in  Alsace-Lorraine  on
the  date  of  November,  11,  1918,  and  the
maintenance  of  which  was  a  charge  on  the  budget
  of  the  German  Empire.

The  German  Government  shall  furnish  each
year  the  funds  necessary  for  the  payment  in
francs,  at  the  average  rate  of  exchange  for  that
year,  of  the  sume  in  marks  to  which  persons  resident
  in  Alsace-Lorraine  would  have  been  entitled
if  Alsace-Lorraine  had  remained  under  German
#fjurisdiction.  «

Arkticle  63.

For  the  purposes  of  the  obligation  assumedby
  Germany  in  Part  VIII  (Reparation)  of  the
present  Treaty  to  give  compensation  for  damages
caused  to  the  civil  populations  of  the  Allied  and
Associated  countries  in  the  form  of  fines,  the  inhabitants
  of  the  territories  referred  to  in
Article  51  shall  be  assimilated  to  the  abovementioned
  populations.

Arkiele  64.

The  regulations  concerning  the  control  of  the
Rhine  and  of  the  Moselle  are  laid  down  in  Part
XII  (Ports,  Waterways  and  Railways)  of  the
present  Treaty.
