allemand  et  qui  fournissaient  de  I’énergie  électrique
  sur  les  territoires  visés  à  Particle  51  ou  à
touto  installation  dont  Pexploitation  passe  définitivement
  ou  provisoirement  de  IAllemagne  à
la  France  seront  tenues  de  contimuer  cette  fourniture
  à  concurrence  de  la  consommation  correspondant
  aux  marchés  et  polices  en  cours  le
11  novembre  1918.

Cette  fourniture  sera  faite  suivant  les  contrats
  en  vigueur  et  à  un  tarif  qui  ne  saurait  stre
supérieur  à  cclui  due  payent  auxdites  usines  les
ressortissants  allemandes.

Artiele  70.

II  est  entendu  due  le  Gouvernement  français
garde  le  droit  Tinterdire  à  l'avenir,  sur  les  rerriloires
  visés  à  T’article  51,  toute  nouvelle  parricipation
  allemande:

1°  dans  la  gestion  ou  Texploitation  du  domaine
  public  et  des  services  publics  tels  due:
cChemins  de  fer,  voies  navigables.  distributions
Teau,  de  gaz,  d’énergie  dlectrique  et  autres:

2°  dans  la  propriété  des  mines  et  carrières  de
toute  nature  et  les  exploitations  connezxes;

3%  enfn  dans  les  établissements  métallurgiqdues,
  lors  meme  que  l’exploitation  de  ceux-ei  ne
serait  connere  de  celle  d’aucune  mine.

Arkiele  71.

En  ce  qui  concorne  les  territoires  visés  à  Tarticle
  51,  LAllemagne  renonce  pour  elle  et  ses  ressortissants
  à  se  préevaloir,  à  dater  du  11  novembre
1918,  des  dispositions  de  la  loi  du  25  mai  1910
Concernant  le  tralic  des  sels  de  potasse,  et  d'une
fagon  générale  de  toutes  dispositions  prévoyant,
l’intervention  Torganisations  allemandes  dans
Texploitation  des  mines  de  potasse.  Elle  renonce
CEgalcment  pour  elle  et  pour  ses  ressortissants  à
#o  Prévaloir  de  toutes  ententes,  dispositions  ou
lois  Donvont  cexister  à  son  profit  relativement  à
V'autres  produits  desdits  territoires.

formerly  furnisbing  electric  power  to  the  territories
  referred  to  in  Article  51  or  to  any  establishment
  the  working  of  which  passes  pormanently
  or  temporarily  from  Cormany  to  France,
shall  be  required  to  continue  such  supply  up  to
the  amount  of  consumption  corresponding  to  tho
undertakings  and  contracts  current  on  November

.  11,  1918.

Such  supply  shall  be  furnished  according  to
the  contracts  in  force  and  at  a  rate  which  shal.
not  be  higher  than  that  puid  to  the  said  worke
by  German  nationals.

Article  70.

It  is  understood  that  the  French  Government
Preserves  its  right  to  prohibit  in  the  future  in  tho
territories  referred  to  in  Article  51  all  new  German
  participation:

(1)  In  the  management  or  exploitation  of  tho
Public  domain  and  of  public  services,  such  as  railways,
  navigable  waterways,  water  works,  gas
works.  elechric  power,  etc.;

(2)  In  the  ownership  of  mines  and  quarries  of
every  kind  and  in  enterprises  connected  therewith;
  ·

(3)  In  metallurgical  establishments,  even
though  their  working  may  not  be  connected  with
that  of  any  minc.

Article  71.

As  regards  the  territories  referred  to  in  Article
  51,  Germany  renounces  on  behalf  of  herself
and  her  nationals  as  from  November  11,
1918,  all  rights  under  the  law  of  May  25,
1910,  regarding  the  trade  in  potash  salts,  and
generally  under  any  stipulations  for  the  intervontion
  of  German  organisations  in  the  working
of  the  potash  mines.  Similarly,  sho  renounces  on
behalf  of  herself  and  her  nationals  all  rights
under  any  agreements,  stipulations  or  laws  which
may  erist  to  her  benefit  with  regard  to  other
products  of  the  aforesaid  territories.
