Courernement  allemand  s'engake  à  faciliter  le
transport  de  ces  troupes  en  Haute  Silésie.

La  Commission  jomra  de  tous  les  pouvoirs.

CGouvernement  prussien.  aauf  en  matière  de  législalion
  ou  d’impöts.  Elle  sera,  en  outre.  substitnée
un  Gourornement  de  la  province  ou  de  la  régence

Councils  who  are  natives  of  another  region  and
aro  exercising  their  functions  at  the  date  of  the
coming  into  force  of  the  present  Treaty,  or  who
bave  gone  out  of  office  since  March  1,  1919,
ahall  be  evacuated.

All  military  and  semi-military  unions  formed.
in  tbe  said  aren  by  inhabitants  of  the  district
shall  be  immediately  disbanded.  All  members  of
such  military  organizations  who  are  not  domiciled
in  the  said  aren  shall  be  required  to  leave  it.

2.

The  plebiscite  area  shall  be  immediately  placed
under  the  authorirty  of  an  International  Commismaon
  of  four  members  to  be  designated  by  the
following  Powers:  the  United  States  of  America,
Freance.  fhe  Britisb  Empire  and  Italy.  It  shall
be  occupied  by  troops  belonging  to  the  Allied  and
Asscciared  Powers,  and  the  German  Government
undertakes  to  give  facilities  for  the  transferonce
of  these  troops  to  Upper  Silesia.

The  Commission  shall  enioy  all  the  powers
exercised  by  the  German  or  the  Prussian  Government,

  except  those  of  legislation  or  taxation.  It

ahail  also  be  substituted  for  the  Gavernment  of
tho  province  and  the  Reglerungsbezirk.

It  shall  be  within  the  competence  of  the  Commission
  to  interpret  the  powers  herchy  conferred
upon  it  and  to  determine  to  what  extent  it  shall
evercise  them.  and  to  what  extent  they  shall  be
left  in  the  hands  of  the  existing  authorities.

Changes  in  the  erxisting  laws  and  the  exisling
taxation  shall  only  be  bronght  into  force  with
the  consent  of  the  Commission.

The  Commission  will  maintain  order  with  the
belp  of  the  11  „ops  u  hich  will  be  at  its  disposal,
and.  to  the  extot  which  it  may  deem  neccssary,  by
means  of  gendarmerie  recrurted  among  the  inhabitants
  of  ule  country.  The  Commission  sheall
