aux  Gouvernements  alliés  et  associés  jusqu'au
11  novembre  1918,  y  compris  D’intérst  à  5  %  (cina
pour  cent)  par  an  desdites  sommes.  Le  montant
de  ces  sommes  sera  déterminé  par  la  Commiseion
des  réparations,  et  le  Gouvernement  allemand
sengage  à  faire  immédiatement  une  Emission
correspondante  de  bons  spéciaus  au  porteur
payables  en  marks  or  le  1%½’"  mai  1926  ou,  au  choix
du  Gouvernement  allemand,  le  1er  mai  de  toute
année  antérieure  à  1926.  Sous  réserve  des  dispositions
  ci-dessus,  la  forme  de  ces  bone  sera
déterminée  par  la  Commission  des  réparations.
Lesdits  bons  seront  remis  à  la  Commission  des
Téparations,  qui  aura  pouvoir  de  les  recevoir  et
d'en  accuser  réception  au  nom  de  la  Belgique.

Article  233.

Le  montant  desdits  dommages,  pour  lesquels
réparation  est  due  par  IAllemagne,  sera  fixé  par
une  Commission  interalliée,  qui  prendra  le  titre
de  Commssion  des  réparatfons  et  sera  constituée
dans  la  forme  et  avec  les  pouvoirs  indiqués
ci-saprès  et  aux  Annexzes  II  à  VII  ei-jointes.

Cette  Commission  studiera  les  réclamations  et
donnera  au  Gouvernement  allemand  L’équitable
faculté  de  se  faire  entendre.

Les  conclusions  de  cette  Commission,  en  co
qui  concerne  le  montant  des  dommages  déterminés
ci-dessus,  seront  redigées  et  notiliéces  au  Gouvernement
  allemand  le  1s2  mai  1921  au  plus  tard,  Comme
représentant  le  total  de  ses  obligations.

La  Commission  établira  concurremment  un
état  de  payements  en  prévoyant  les  6poques  et  les
modalités  de  T’acquittement  par  I’Allemagne  de
Tintégralité  de  sa  dette  dans  une  période  de  trente
ans,  à  dater  du  1ermai  1921.  Au  cas  cependant  oü,
au  cours  de  ladite  période,  IAllemagne  manquerait
à  Tacquittement  de  sa  detto,  le  reglement  de  tout
solde  restant  impayé  pourra  ötre  reporté  aur
années  suivantes,  à  la  volonté  de  la  Commission,
ou  pourra  faire  Tobjct  d’un  traitement  différent,

with  interest  at  the  rate  of  five  per  cent.  (5%)

per  annum  on  such  sums.  This  amount  sball  be

determined  by  the  Reparation  Commission  and,
the  German  Government  undertakes  thereupon
forthwith  to  make  a  special  issue  of  bearer
bondds  to  an  equivalent  amount  payable
in  marks  gold,  on  May  1,  1926,  or,  at  the
option  of  the  German  Government,  on  the  18t  of
May  in  any  Fear  up  to  1926.  Subject  to  tho
foregoing,  the  form  of  such  bonde  shall  be
determined  by  the  Reparation  Commission.  Such

bonds  shall  he  hauded  over  to  the  Reparation

Commission,  which  has  authority  to  take  and
acknowledge  receipt  thereof  on  behalf  of  Belgium.

Artichle  233.

The  amount  of  the  above  damage  for  which
compensation  is  to  be  made  by  Germany  shall  be
determined  by  an  Inter-Allied  Commission,  to  be
called  the  Reparation  Commission  and.  constituted
  in  the  form  and  with  the  powers  set  forth
hereunder  and  in  Annexes  II  to  VII  inclueive
hereto.

This  Commission  shall  consider  the  claims
and  give  to  the  German  Government  a  just
opportunity  to  be  beard.

The  findings  of  the  Commission  as  to  the
amount  of  damage  defined  as  above  shall  be
concluded  and  notified  to  the  German  Government
  on  or  before  May  1,  1921,  as  representing
  the  extent  of  that  Government's  obligations.


The  Commission  shall  concurrently  draw  up
a  schedule  of  payments  prescribing  the  time  and
manner  for  securing  and  discharging  the  entire
obligation  within  a  period  of  thirty  years  from
May  1,  1921.  If,  however,  within  the  periodmentioned,
  Germany  fails  to  discharge  her
obligations,  any  balance  remaining  unpaid  may,
within  the  discretion  of  the  Commission,  bo
postponed  for  settlement  in  subsequent  Fears,  or
may  be  handled  otherwise  in  such  manner  as  the
