Dour  leur  part  respective,  en  vue  de  recevoir,
vendre,  conserver  et  répartir  le  payement  des
réparations  à  eflectuer  par  TAllemagne  aux
tormes  de  la  présente  Partie  du  présent  Traité.
Elle  devra  se  conformer  aux  conditions  et  dis-Positions
  suivantes:

a)  Toute  fraction  du  montant  total  des
créances  vérilices  qui  ne  sera  pas  payéo  en  or,  ou
en  navires,  valeurs  et  marchandises  ou  de  toute
autre  facon,  devra  stre  couverte  par  IAllemagne
dans  des  conditions  qdue  la  Commission  doterminera
  par  la  remise,  à  titre  de  garantie,  d'un
montant  éCauivalent  de  bons,  de  titres  d'obligations
  ou  autres,  en  vuc  de  constituer  une  reconnaissance
  de  la  fraction  de  dette  dont  il  g’agit.

5)  En  estimant  périodiquement  la  capacité
de  payement  de  IAllemagne,  1a  Commission
oxaminera  le  sFsteèmo  fiscal  allemand:  1e  afin  que
tous  les  revenus  de  IAllemagne,  7  compris  les
revenus  destinés  au  service  ou  à  T’acquittement
de  tout  emprunt  intérieur,  soient  affectés  par
privilègo  au  payement  des  sommes  dues  par  elle
à  titro  de  réparations,  et  —  2f°  de  facon  à  acquérir
la  certitude  qu’en  général  le  systeme  fiscal  allemand
  est  tout  à  fait  aussi  lourd,  proportionnelloment,
  due  celui  d’une  qduelconque  des  Puissances
reprẽsentéos  à  la  Commission.

c)  Afin  de  faciliter  et  de  poursuivre  la  restauration

  immédiate  de  la  vie  économique  des  Pays
alliés  et  associés,  Ia  Commission,  ainsi  qu’il  est
prévu  à  Farticlo  235,  receyra  de  IDAllemagne,
commo  garantio  et  reconnaissance  de  sa  dette,
un  premier  verscment  de  bons  au  porteur  en  or,
libres  de  taxe  ou  impöts  de  toute  nature,  établis
ou  susceptibles  de  I’stre  par  les  Gouvernements
de  IEmpire  ou  des  Etats  allemands  ou  par  toute
autorité  on  dépendant;  ces  bons  seront  remis  en
a#compte  et  en  trois  fractions,  comme  il  est  dit
ci-aprds  (le  mark  or  étant  payable  conformément
à  articlo  262  de  la  Partie  IX  LClauses  financières.

for  receiving,  selling,  holding,  and  distributing
the  reparation  payments  to  bo  mado  by  Germany
under  this  Part  of  the  present  Treaty.  Tho  Commission
  must  comply  with  the  following  conditions
  and  provisions:  «

(a)Whatovckpartokthokullamountoktho
provodclaimoisnotpaidjngold,orinship"s,
securities,  and  commodities  or  otherwise,  Germany
  ehall  bo  required,  under  such  conditions  as
the  Commission  may  delermine,  to  covor  by  way
of  guarantee  by  an  equivalent  issuc  of  bonfds,
obligations  or  otherwise,  in  order  to  constitute
an  acknowledgment  of  the  said  part  of  tho  debt;

(5)  In  periodically  estimating  Germany's
capacity  to  pay,  the  Commission  shall  examino
the  German  eystem  of  taxation,  first,  to  tho  end
that  the  sume  for  reparation  which  Germany  is
required  to  pay  shall  become  a  charge  upon  all
her  revenues  prior  to  that  for  the  service  or
discharge  of  any  domestic  loan,  and  secondly,  so
as  to  satisfy  itself  that,  in  general,  the  German
scheme  of  taxation  is  fully  as  heavy  proportionately
  as  that  of  any  of  the  Powers  represented
  on  tho  Commission.

(c)  In  order  to  facilitate  and  continue  the
immediate  restoration  of  the  ecconomic  life  of
the  Allied  and  Associated  countries,  the  Commission
  will  as  provided  in  Article  235  take  from
Germany  by  way  of  security  for  and  acknowledgment
  of  her  debt  a  first  instalment  of  gold
bearer  bonds  free  of  all  taxes  and  charges  of  everr
description  establisched  or  to  be  established  by
the  Government  of  the  German  Empire  or  of  the
German  States,  or  by  any  authority  subject  to
them;  these  bonds  will  be  delivered  on  account
and  in  three  portions,  the  marks  gold  being
payable  in  conformity  with  Article  262  ol
Part  IX  (Financial  Clauses)  of  the  present
Treaty  as  follows:
