Sur  les  questions  sulvantes  Punanimité  est
nécessuire:  '

a)QuestionsintåkessantjaSouverainotödoa
Pujssancosalliåesetassociöosoubonoomantla
remise  de  tout  ou  partio  de  la  dette  ou  des  obligations
  de  I’Allemagne;

5)  Questions  relatives  au  montant  et  auxz
conditions  des  bons  et  autres  titros  d’obligations
à  remettre  par  le  Gouvernement  allemand  ct  à  la
fixation  de  I’époque  et  du  modo  de  leur  vente,
négociation  ou  répartition;

c)  Tout  report  total  ou  partiel,  au  delà  de
Tannée  1930,  des  payements  venant  à  Echéance
entre  le  1:  mai  1921  et  la  fin  de  1926  incluse;

d)  Tout  report  total  ou  partiel,  pour  une
durée  supérieure  à  trois  annes,  des  payements
venant  à  échéance  après  1926;

e)  Quoestions  relatives  à  l’application,  dang

un  cas  particulier,  d’'une  méthode  d'övaluation  des
dommages  différente  de  celle  qui  a  été  précédemment
  adoptée  dans  un  cas  semblable;

)  Questions  d’interprétation  des  dispositions
do  la  présente  Partie  du  présont  Traitsé.

Toutes  autres  duestions  seront  résclues  par
un  voto  à  la  majorité.  «

Au  cas  ou  surgirait  entre  les  Délégués  un  conlit
  d’opinion  sur  la  question  de  savoir  si  une
ospece  déterminée  est  une  de  celles  dont  la  décision
  exige  ou  non  un  vote  unanime  et  au  cas  on
ec  conflit  ne  pourrait  stre  résclu  par  un  appel  à
leurs  Gouvernements,  les  Gouvernements  alliés
ct  associés  s'engagent  à  déférer  immédiatement
ce  conflit  à  Tarbitrage  d’'une  personne  impartialo
sur  la  désignation  de  laquelle  ils  se  mettront  d’'accord
  et  dont  ils  Sengagent  à  accopter  la  sentonco

Les  décisions  prises  par  la  Commission  on
conformité  des  pouvoirs  qui  lui  sont  conférés
seront  aussitöt  exécutoires  et  pourront  recevoir
application  immédiate  sans  aulre  formalit.

On  the  following  questions  unanimity  is  necessaury:


(a)  Questions  involving  the  sovereignty  ol
any  of  the  Allied  and  Associated  Powers,  or  the
cancellation  of  the  whole  or  any  part  of  the  debt
or  obligations  of  Germanzg;

(5)  Questions  of  determining  the  amount
and  conditions  of  bonds  or  other  obligations  to
be  issued  by  the  German  Government  and  ofixing
  the  time  and  manner  for  selling,  negotiating
or  distributing  such  bonds;

(c)  Any  postponement,  total  or  partieal,
beyond  the  end  of  1930,  of  the  payment  of  instalments

  falling  duo  belween  May  1,  1921,  and

the  end  of  1926  inclusive;

(d)  Any  postponement,  total  or  partial,  of
any  instalment  falling  due  after  1926  for  a  period

aoxceeding  three  years;

(e)  Questions  of  applying  in  any  particular
Ccaso  a  method  of  measuring  damages  differont
from  that  which  has  been  previously  applied  in  a
similar  case;

()  Questions  of  the  interpretation  of  the
Provisions  of  this  Part  of  the  Present  Treaty.

All  other  questions  shall  be  decided  by  tho
voto  ol  a  majority.  «

In  case  of  any  difference  of  opinion  among  the
Delegatos,  which  cannot  be  solved  by  referenco
to  their  Governments,  upon  the  question  whether
a  given  case  is  one  which  requires  a  unanimous
vote  for  its  decision  or  not,  such  difference  shell
be  relerred  to  tho  immediate  arbitration  of  some
impartial  person  to  be  agreed  upon  by  their  Governmonts,

  whoso  award  the  Allied  and  Associated

Governments  agreo  to  accept.

14.

Decisions  of  the  Commission,  in  accordande
with  the  powors  conferred  upon  it,  shall  forthwith
  become  binding  and  may  be  put  into  immediate
  execution  without  further  procoedings.
