a)  Peridant  une  période  de  cind  années,  à
duoler  de  la  mise  en  vigueur  du  présent  Treité,  les
produits  naturels  ou  fabriqués,  originaires  et  en
provenance  des  territoires  alsaciens  et  lorrains
réunis  à  la  France,  seront  roçus  à  leur  entrée  sur
le  territoire  douanier  allemand  en  franchise  de
tous  droits  de  douane.

Le  Gouvernement  français  fixera  chaque
année,  par  décret  notifé  au  Gouvernement
allemand,  la  nature  et  la  duotité  de  produits  qdui
bénstlicieront  de  cette  franchise.

Les  duantités  de  chaque  produit  qui  pourront
ẽtre  ainsi  envoyées  annuellement  en  Allemagne
ne  pourront  dépasser  la  moyenne  annvelle  des
quantités  envoyées  au  cours  des  annédes  1911  à
1913.

En  outro,  et  pendant  la  période  ei-dessus
mentionnée,  le  Gouvernement  allemand  s'engage
à  laisser  librement  sortir  dTAllemagne,  et  à
laisser  réimporter  en  Allemagne  en  kfranchise  de
tous  droils  de  douane  et  autres  charges,  y  compris
les  impöts  intéricurs,  les  fils,  tissus  et  autres
matières  ou  produits  textiles  de  toute  nature  et  à
tous  ötats,  venus  dG’Allemagne  dans  les  territoiros

alsaciens  ou  lorrains  pour  y  subir  des  opérations

de  finissage  quelconques,  telles  due:  blanchiment,
teinture,  impression,  mercerisage,  gazage,  retordage
  ou  apprẽt.

5)  Pendant  une  priode  de  trois  années  à
dater  de  la  mise  en  vigueur  du  présent  Traité,  les
Droduits  naturels  ou  labriqués,  originaires  et  en
Drovenance  des  territoires  polonais  ayant  fait
avant  la  guerre  partie  de  I’Allemagne,  seront
reçcus  à  leur  entréc  sur  le  territoire  douanier  allemand
  en  franchise  de  tous  droits  de  douane.

Le  Gouvernement  polonais  fixera  chaque
année,  par  deécret  notité  au  Couvornement

allemand,  la  nature  et  la  quotité  des  produits  qui

Dbénclicicront  de  cette  franchise.

Les  duantités  de  chadque  produit;  qui  pourront
ètro  ainsi  envoyées  annuollement  en  Allemagne,
no  Dourront  dépasser  la  moxenne  annuelle  dos
dunntités  envoyées  au  cours  des  unnées  1911  à
1913.

  into  German  customs  territory),  be  exempt
from  all  customs  duty.

The  French  Government  shall  fix  each  Fear,
by  decree  communicated  to  the  German  Government,
  the  nature  and  amount  of  the  products
which  shall  enjoy  this  exemption.

The  amount  of  each  product  which  may  be
thus  sent  annually  into  Germany  sball  not
exceed  the  average  of  the  amounts  sent  annually
in  the  years  1911-1913.

Further,  during  the  period  above  mentioned
the  German  Government  shall  allow  the  fres
export  from  Germany,  and  the  free  re-importation

  into  Germany;,  exempt  from  all  customs

duties  and  other  charges  (including  intornal
charges),  of  yarns,  tissues,  and  other  tertile
materials  or  textile  products  of  any  kind  and  in
any  condition,  sent  from  Germany  into  tbhe
territories  of  Alsace  or  Lorraine,  to  be  subjectel
there  to  any  finishing  process,  such  as  bleaching,
dyeing,  printing,  mercerisation,  gassing,  twisting
  or  dressing.

(5)  During  a  period  of  three  years  from  the
coming  into  force  of  the  present  Treaty  natural
or  manufactured  products  which  both  originate
in  and  come  from  Polish  territories  which  bofore
the  war  were  part  of  Germany  shall,  on  importotion

  into  German  customs  territory,  be  exempt

from  all  customs  duty.

The  Polish  Government  shall  fix  each  year,
by  decree  communicated  to  the  German  Gorernment,
  the  nature-  and  amount  of  the  produets
which  shall  enjoy  this  exemption.  6

The  amount  of  each  product  which  may  be
thus  sent  annually  into  Germany  shall  not
oxceed  the  average  of  the  amounts  sent  annnally
in  the  years  1911-1913.
