ces  rossortissants  et  les  ressortissants  allemands.
Dans  ce  cas,  les  payements  offectuss  par  application
  de  la  présente  disposition  feront  Pobjet  de
reglements  entre  les  Oflces  de  vérilication  et  de
Ccompensation  alliés  et  associés  intéressés.

ANNEXE.

Chacune  des  Hautes  Parties  Contractantes
eréera,  dans  un  délai  de  trois  mois,  à  dater  de

Ia  notification  prévue  à  TarticIe  296  e)  un-⁊

  Offies  de  vérification  et  de  compensation  pour
le  payement  et  le  recouvrement  des  dettes  ennemies.

I  pourra  étre  créé  des  Offices  locaux  pour  une
partie  des  territoires  des  Hautes  Parties  Contractantes.
  Ces  Offices  agiront  sur  ces  territoires.
comme  les  Offices  centraux;  mais  tous  les  rapports
  avec  I’'Office  établi  dans  le  pays  adverse
auront  lieu  par  PTintermédiaire  de  I’Office  central.

§52.

Dans  la  présente  Annere,  on  désigne  par  les
mots  cdettes  ennemies  les  obligations  pécuniaires
  visées  au  premier  paragraphe  de  Tarticle
296,  par  débiteurs  ennemis  »  les  personnes  qui
doivent  ces  sommes,  par  Kcréanciers  ennemis
les  personnes  à  qui  elles  sont  dues,  par  C  Office
créancier  I’Office  de  vérification  et  compensation
fonctionnant  dans  le  pays  du  créancier  et  par
½  Office  debiteur?  IOffice  de  vérification  et  com-Pensation
  fonctionnant  dans  le  pays  du  débiteur.

Les  Hautes  Parties  Contractantes  sanctionneront
  les  infractions  aux  dispositions  du  paragraphe
  o)  do  Tarticle  296  par  les  peines  prévues
actuellement,  dans  leur  Iégislation,  pour  le  commerce
  avec  I’ennemi.  Elles  interdiront  également

  so  far  as  regards  matters  between  thoir
nationals  and  German  nationals.  In  tbis  case
the  payments  made  by  application  of  tbis  provision
  will  be  subject  to  arrangements  between
the  Allied  and  Associated  Clearing  Offices  concerned.


ANNEK.
1.

Each  of  the  High  Contracting  Parties  will,
within  three  months  from  the  notification  provided
  for  in  Article  296,  paragraph  (e),  establisb
a  Clearing  Office  for  the  collection  and  payment
of  enemy  debts.

Local  Clearing  Offices  may  be  establisbed  for
any  particular  portion  of  the  territories  of  the
High  Contracting  Parties.  Such  local  Clearing
Oflices  may  perform  all  the  functions  of  a  central
Clearing  Officc  in  their  respective  districts,  except
that  all  transactions  with  the  Clearing  Office  in
the  Opposing  State  must  be  effected  through  the
central  Clearing  Ofle.

22.

In  this  Annex  the  pecuniary  obligetions  referred
  to  in  the  first  paragraph  of  Article  296
aro  described  as  ""enemy  debts“,  the  persons  from
whom  the  same  are  due  as  "enemy  debtors',  the
persons  to  whom  they  are  due  as  'enemy  creditors'“,
  the  Clearing  Oflice  in  the  country  ol  the
creditor  is  called  the  „Creditor  Clearing  Osice,
and  the  Clearing  Office  in  the  country  of  the
debtor  is  called  the  Debtor  Clearing  Oflice'.

"  3.

The  High  Contracting  Parties  will  subject
contraventions  of  paragraph  (a)  of  Article  296
to  the  same  penalties  as  are  at  present.  provided
by  their  legislation  for  trading  with  the  anemy.
They  will  similarly  prohibit  within  their  territory
