  à  l’administration  ou  à  la  surveillance  dos
biens  ennemis  tels  que  payements  do  dettes,  encaisscments
  do  créances,  payement  de  frais,  charges
  ou  déponses,  encaissements  d’honoraires.

Les  mesures  de  disposition  sont  celles  dui
ont  allecté  ou  allecteront  la  propriété  des  biens  ennemis
  en  en  transférant  tout  ou  partie  à  une  autre
personno  due  lo  propriétaire  ennemi  et  sans  son
consentement,  notamment  les  mesures  ordonnant

la  vente,  la  liquidation,  la  dévolution  de  propriété

des  bions  ennemis,  l'annulation  des  titres  ou  valeurs
  mobilières.

Les  biens,  droits  et  intérsts  des  ressortissants
allemands  dans  les  territoires  d’une  Puissance
alliée  ou  asscciée  ainsi  que  le  produit  net  de  leur
vento,  liquidation  ou  autres  mesures  de  disposilion,
  pourront  étre  grevés  par  cette  Puissance
alliéo  ou  associée:  en  premior  lieu,  du  payement
des  indemnités  dues  à  T’occasion  des  réclamations
des  ressortissants  de  cette  Puissance  concernant
Jeurs  bions,  droits  et  intérsts  y  compris  les  sociötés
  ou  associations  dans  lesquelles  ces  ressorlissants
  étaient  intéressés  en  territoire  allemand
on  des  créances  qu’ils  ont  sur  les  ressortissants
allomands  ainsi  que  du  payement  des  réclamations
introduites  pour  des  actes  commis  par  le  Gouvernement
  allemand  ou  par  toute  autorité  allemande
Dostérieurement  au  31  juillet  1914  et  avant  qdue
cette  Puissance  alliée  ou  associée  ne  participät
a  la  guerre.  Le  montant  de  ces  sortes  de  réclamations
  pourra  ötre  fixé  par  un  arbitre  désigné
Lar  Al.  Gustave  Ador,  si  celui-ci  y  consent,  ou  à
défaut,  par  le  Tribunal  arbitral  mixte  prévu  à  la

  by  any  person  connected  with  the  administration
  or  tho  supervision  of  encmy  property,
such  as  the  payment  of  dobts,  tho  collecting  of
credits,  the  payment  of  any  costs,  charges,  or
expenses,  or  tho  collecting  of  feos.

Measures  of  transler  aro  those  whieh  havo
affected  or  will  aflect  the  ownership  of  enemy.
property  by  transferring  it  in  wholo  or  in  part
to  a  person  other  than  the  enemy  ovyner,  and
without  his  consent,  such  as  Iuncasuroes  dirccting
the  sale,  liquidation,  or  devolution  of  ownership
in  enemy  property,  or  tho  cancolling  of  titles  or
securities.

All  property,  rights  and  intercsts  of  German
nationals  within  the  territory  of  any  Allied  or-Associated
  Power  and  the  net  proccods  of  their
sale,  liquidation  or  other  dealing  therewith  may
be  charged  by  that  Allied  or  Associated  Power  in
the  first  place  with  payment  of  amounts  due  in
respect  of  claims  by  the  nationals  of  that
Allied  or  Associated  Power  with  regard  to  their
property,  rights  and  interests,  including  companies
  and  associations  in  which  they  are  interested,
  in  German  territory,  or  debts  owing  to
them  by  German  nationals,  and  with  pazment
of  claims  growing  out  of  acts  committed  by  tle
German  Government  or  by  any  German  authorities
  since  July  31,  1914,  and  bekore  that

Alied  or  Aessociated  Power  entered  into  the  war.

The  amount  of  such  claims  may  be  assessed  by
an  arbitrator  appointed  by  Dlr.  Gustave  Ador,  if
he  is  willing,  or  if  no  such  appointement  is  made
by  him,  by  an  arbitrator  appointed  by  the  Mixc
Arbitral  Tribunal  provided  for  in  Section  VI.
