Au  cas  on  TAllemagne  accorderait  à  Tune
duelconque  des  Puissances  alliées  et  associées  ou
à  toute  autre  Puissance  strangeère,  un  traitoment
préférentiel,  ce  régime  sera  étendu  sans  délai  et
sans  Conditions  à  toutes  les  Puissances  alliéos  et
aesociées.

II  ne  sera  apporté  à  la  circulation  des  personmes
  et  des  navires  et  bateaux  Tautres  entraves
due  celles  résultant  dos  dispositions  relatives  aux
douanes,  à  la  police,  aux  prescriptions  sanitaires,
à  Témigration  ou  à  Pimmigration,  ainsi  qdu'às
Timportation  ou  à  Toxportation  des  marchandises
prohübées.  Ces  dispositions,  raisonnables  et
uniformes,  ne  devront  pas  entraver  inutilement  le
trafic.

CHAPTTRE  H.
zoES  FRANCHES  DANS  rES  PORTS.

Article  326.

Les  zones  franches  qui  existaient  dans  les
ports  allemands  au  1er  aoüt  1914  seront
maintenues.  Ces  zones  franches  ct  celles  dui,  en
vertu  du  présent  Traité,  seraient  établies  sur  le
territoire  de  I’Allemagno,  seront  soumises  au
régime  prévu  dans  les  articles  suivants.

Les  marchandises  entrant  dans  la  zone  franche
ou  en  sortant  ne  scront  soumises  à  aucun  droit
Timportation  ou  Texportation,  en  dehors  du  cas
prévu  à  Tarticle  330.

Les  navires  ot  marchandises  entrant  dans  la
zone  franche  pourront  stro  soumis  aux  tazes
stablies  en  vue  de  couvrir  les  dépenses  Tadministration,
  d'’entretien  et  d’amélioration  du  port,
ainsi  qufaux  droits  établis  pour  Tusage  des
diverses  installations,  pourvu  qdue  ces  taxes  et
droits  soient  raisonnables,  eu  SCgard  aux  dépenses
faites,  et  pereues  dans  les  conditions  d’égalité
prévues  à  T’article  327.

Les  marchandises  ne  pourront  stre  soumises  à
aucun  autro  droit  ou  taxe,  si  ce  M’est  à  un  droit
de  statistique,  de  1  pour  1000  ad  valorem  au

In  the  event  of  Germany  granting  a  prekerential
  résime  to  any  of  the  Allied  or  Asscciated
Powers  or  to  any  other  foreign  Power,  this  régime
  shall  be  extended  immediately  and  unconditionally
  to  all  the  Allied  and  Aesociated
Powers.

There  shall  be  no  impediment  to  the  movement
  of  persons  or  vessels  other  than  those
sarising  from  prescriptions  concerning  customs,
Police,  sanitation,  emigration  and  immigration,
and  those  relating  to  the  import  and  export  of
Prohibitec  goods.  Such  regulations  must  be
reasonable  and  uniform  and  must  not  impede
traffüc  unnecessarily.

CHAPTER  II.
FREE  2ZONES  IN  PORTS.

Article  328.

The  free  zones  existing  in  German  ports  on
August  1,  1914,  shall  be  maintained.  These
free  zones,  and  any  other  free  zones  which  may
be  established  in  German  territory  by  the  present
Treaty,  shall  be  subject  to  the  régime  provided
for  in  the  following  Articles.

Goods  entering  or  leaving  a  free  zone  sball
not  be  subjected  to  any  import  or  export  duty,
other  than  those  provided  for  in  Article  330.

Vessels  and  goods  entering  a  free  zone  may
be  subjected  to  the  charges  established  to  covor
expenses  of  administration,  upkeep  and  improvement
  of  the  port,  as  well  as  to  the  charges  for
the  use  of  various  installations,  provided  that
these  charges  shall  be  reasonable  having  regard
to  the  expenditure  incurred,  and  shall  be  leviod
in  the  conditions  of  equality  provided  for  in  Article
  327.

Goods  shall  not  be  subiected  to  any  other
charge  except  a  statistical  duty  which  shall
not  exceed  1  per  mille  ad  valorem,  and  which
