Ces  taxes  seront  Stablies  de  manieère  à  ne  pas
rendro  néccssaires  un  examen  détaillé  de  la  cargaison,
  si  ce  W’est  lorsqu’il  7  aura  soupçon  de
fraude  ou  de  contravention.

Article  383.

Les  marchandises  en  transit  pourront  St#re
miscs  sous  scellés  ou  sous  la  garde  des  agents  des
douanes;  le  chärgement  et  le  dechargement  des
marchandises,  ainsi  due  lembarquement  et  le  débarquement
  des  voyageurs,  ne  pourront  s’'effectuer
que  dans  les  ports  désignés  par  I'’Allemagne.

rticke  334.

Sur  le  parcours  comme  sur  les  accès  du  canal
de  Kiel,  il  ne  pourra  stre  percu  de  redevance  d’aucune
  ospeco  autre  due  cellos  prévues  dans  lo  présont
  Traité.  .

Article  395.

I.  Allemagne  sera  tenue  de  prendre  les  mesures
convenables  pour  Penlèvement  des  obstacles  ou
dangers  pour  la  navigation  et  Tassurer  le  meinlien
  de  bonnces  conditions  de  navigation.  Elle  ne
devra  pas  entreprendre  de  travaux  de  nature  à

porter  atteinte  à  la  navigation  sur  le  canal  ou
sur  ses  neckès.
Artiele  3386.

Au  cas  de  riolation  d'une  des  dispositions  des
arlicIes  380  à  386,  ou  en  cas  de  désaccord  sur
Tinterprél  ation  de  ces  articles,  toute  Puissance
intéressec  pourra  faire  appel  à  la  juridiction  instituce
  dans  co  but  par  la  Société  des  Nations.

Alin  ’éviter  de  porler  devant  la  Société  des
Nations  des  questions  de  peu  Timportance,
IAllcmazne  établira  à  Kicl  une  autorité  locale
axant,  quolilé  pour  connaitre  des  différends  en
Dremière  instance,  et  pour  donner  satisfaction,
dans  la  mesure  du  possible,  aux  plaintes  qui
seraicmt  présentées  par  los  agents  consulaires  des
Puissances  intéressécs.

Tho  schedule  of  such  charges  shall  be  calculated
on  the  basis  of  such  expenses,  and  shall  bo  posted
up  in  the  ports.

These  charges  shall  be  levied  in  such  a  manner
as  to  render  any  detailed  examination  of  cargocs
unnecessary,  except  in  the  case  of  suspected  fraud
or  contravention.

Arkticke  383.

Goods  in  transit  may  be  placed  under  seal  or
in  the  custody  of  customs  agents;  the-loading  and
unloading  of  gocds,  and  the  embarkation  and
disembarkation  of  passengers,  shall  only  takeè
place  in  the  ports  specilied  by  Germany.

Artiele  384.

No  charges  of  any  kind  other  than  those
provided  for  in  the  present  Treaty  shall  be  levied
along  the  course  or  at  the  approaches  of  the
Kicl  Canal.

Articke  385.
Germany  shall  be  bound  to  take  suitable
measures  to  remove  any  obstaclo  or  danger  to
navigation,  and  to  ensure  the  maintenance  of  good
conditions  of  navigation.  She  shall  not  undertake
any  works  of  a  nature  to  impede  navigation  on  the
Canal  or  its  approaches.

Arktiele  386.

In  the  evcht  of  violation  of  any  of  the  conditions
  of  Articles  380  to  386,  or  of  disputos  as
to  the  interpretation  of  these  Articles,  any
interested  Power  can  appoal  to  the  zurisdiction
institulcd  for  tho  purpose  by  the  League  of
Nalions.

In  order  lo  avoid  reference  of  small  qduestions
to  the  League  of  Nations,  Germany  will  establish
a  local  authority  at  Kiel  qualified  to  deal  with
disputes  in  the  first  instanco  and  to  give  salisfaction
  so  far  as  possible  to  complaints  which
may  be  presented  through  tho  consular  represon-(#tives
  of  the  interested  Powors.
