Directeur  par  le  Secrélaire  général  de  la  Soeiété

Lo  Directleur  sera  responsable,  vis-à-vis  du
Secrétaire  général  de  la  Société  des  Nations,  pour
Pemploi  de  tous  fonds  à  lui  versés,  conformément
aux  stipulations  du  présent  article.

CHAPTTRE  II.
FoNCTIONNEIENT.

Article  400.

Le  Conseil  d’administration  établira  Tordre
du  jour  des  sessions  de  la  Conférence  après  avoir
examiné  toutes  propositions  faites  par  le  Gouvernement
  d'un  des  Membres  ou  par  toute  autre
organisation  visée  à  T’article  389  au  sujet  des
matidres  à  inscrire  à  cet  ordre  du  jour.

Article  401.

Le  Directeur  remplira  les  fonctions  de  Secréiaire
  de  la  Conférence,  et  devra  faire  parvenir
Pordre  du  jour  de  chaque  session,  quatre  mois
avani  Touverture  de  cette  session,  à  chacun  des
Membres,  et,  par  P’intermédiaire  de  ceux-ci,  aux
déléeguécs  non  gouvernementaux,  lorsque  ceon
derniors  auront  été  désignés.

Arkiche  402.

Chacun  des  Gouvernements  des  Membres  aura
le  droit  de  contester  PTinscription,  à  Tordre  du
iour  do  la  session,  de  T’un  ou  plusicurs  des  sujets
prévus.  Les  motifs  justillant  cette  opposition
devront  ẽtre  oxposés  dans  un  memoire  explicatif
adressé  au  Directeur,  lequcl  devra  le  Communiquer
aux  Membres  de  I’'Organisalion  permanente.

Les  sujets  auxqduels  il  aura  été  fait  opposition
rosteront  néanmoins  inclus  à  Tordre  du  jour  si  la
Conférence  en  décide  ainsi  à  la  majorité  des  deuxtiers
  des  suffrages  exprimés  par  les  délégués
Présents.

Director  by  the  Secretary-General  of  the  League
of  Nations  out  of  the  general  funds  of  the  League.

The  Director  shall  be  responsible  to  the
Secretary-General  of  the  League  for  tho  proper
expenditure  of  all  moneys  paid  to  bim  in
pursuance  of  this  Article.

CHAPxTER  II.
PROCEDUI.

Article  400.

The  agenda  for  all  meetings  of  the  Conference
will  be  settled  by  the  Governing  Body,  who  shall
consider  any  suggestion  as  to  the  agenda  that
may  be  made  by  the  Government  of  any  of  the
Members  or  by  any  ropresentative  organisation
recognised  for  the  purpose  of  Article  389.

Article  401.

The  Director  shall  act  as  tho  Sccretary  of  the
Conference,  and  shall  transmit  the  agenda  so  as
to  reach  the  Members  four  months  before  the
meeting  of  the  Conference,  and,  through  them,
the  non-Government  Delegates  when  appointed.

Article  402.

Any  of  the  Governments  of  the  Members  may
formally  object  to  the  inclusion  of  any  item  or
items  in  the  agenda.  The  grounds  for  such
objection  shall  be  set  forth  in  a  reasoned
statement  addressed  to  the  Director,  who  shall

cireulate  it  to  all  tho  Members  of  the  Permanent

Organisation.

Items  to  which  such  objection  has  been  made
shall  not,  however,  be  excluded  from  the  agenda,
if  at  the  Conference  a  majority  of  two-thirds  of
the  votes  cast  by  the  Delegales  present  is  in
favour  of  considering  them.
