un  proict  de  convention  ne  rencontre  pas  T’assenliment
  de  Tautorité  ou  des  autorités  dans  la
compétenco  desquclles  rentre  la  matière,  le  Membre
  no  sera  soumis  à  aucune  autre  obligation.

Dans  le  cas  on  il  s'agit  d'un  Etat  fédératif
dont  lo  pouvoir  d'adhérer  à  uno  convention  sur
des  objots  concernant  le  travail  est  soumis  à  cortaines
  limilations,  Io  Gouvernement  aura  le  droit
de  considöorer  un  projet  de  convention  auquel
s'appliquent  ces  limitations  commo  une  simplo
recommandation  et  les  dispositions  du  présent
articke  en  co  qui  regarde  les  recommandations
s#’appliqueront  dans  ce  cas.

L'arlicle  ci-dessus  sera  interprété  en  conkormité
  du  principo  suivant:

Membres,  comme  conséquence  de  Padoption  par
la  Coniérence  Tunc  recommandation  ou  d'un  pro-Wict
  de  convention,  de  diminver  la  protection  déj#a

il  S’agit.

Artiele  406.

Toute  convention  ainsi  ratifice  sera  enregistrée
  Dar  lo  Sccretaire  géneral  de  la  Société  des
Nations,  mais  ne  liera  que  les  Membres  qui  Tont
ratilicc.

Article  407.

Tout  projet  qui,  dans  lo  scrutin  final  sur  Penscmble,
  ne  recueillera  pas  la  maiorité  des  deux
tiors  des  suffrages  exprimés  par  les  membres  présents
  peut  faire  Pobjet  T’unc  convention  particulière
  entre  ceux  des  3lombres  de  I’Organisation
permanente  qui  en  ont  le  désir.

effective,  or  if  the  draft  Cconvention  fails  to  obtain
the  consent  of  the  authority  or  authorities  within
whose  competence  the  matter  lics,  no  furthor
obligation  shall  rest  upon  the  Member.

In  the  case  of  a  federal  State,  the  power  ol
which  to  enter  into  conventions  on  labour
matters  is  subject  to  limitations,  it  shall  be  in
the  discretion  of  that  Govornment  to  treat  a
draft  convention  to  which  such  limitations
apply  as  a  recommendation  only,  and  the  provisions
  of  this  Article  with  respect  to  recommendations
  shall  apply  in  such  casc.

Tho  above  Article  shall  bo  interpreted  in
saccordance  with  the  following  principle:

In  no  case  shall  any  Member  be  asked  or
required,  as  a  result  of  the  adoption  of  any
rocommendation  or  draft  convention  by  the
Conference,  to  lessen  the  protection  afforded  by
its  existing  legislation  to  the  workers  concorned.

Artiele  406.

Any  convention  so  ratilied  shall  be  registerod
by  the  Sccretary-General  of  the  League  of
Nations,  but  shall  only  be  binding  upon  tho
Members  which  ratiky  it.

Arkicke  407.

If  any  convention  coming  before  the  Conference
  for  final  consideration  fails  to  securo  the
support  of  two-thirds  of  the  votes  cast  by  the
Delegates  present,  it  shall  nevertheless  bo  within
the  right  of  any  of  the  Members  of  the  Permanent
  Organisation  to  agree  to  such  convoention
among  themselves.

Any  convention  so  agreed  to  shall  bo  communicated
  by  tho  Governments  concerned  ko  the
Secrotary-General  of  the  League  of  Nations,
who  shall  rogister  it.
