Article  408.

Chacun  des  Membres  s'engage  à  présenter  au
Bureau  international  du  Travail  un  rapport  annuel
  sur  les  mesures  prises  par  lui  pour  mettro
à  oxécution  los  conventions  auxquoclles  elle  a  adhéré.
  Ces  rapports  seront  rédigés  sous  la  forme
indiquce  par  le  Conseil  d’administration  et
devront  contenir  les  préecisions  demandées  par  ce
dernier.  Le  Directeur  présentera  un  résumé  de
ces  rapports  à  la  plus  prochaine  sossion  de  la
Conférence.

Article  409.

Toute  réclamation  adressée  au  Burcau  international
  du  Travail  par  une  organisation  professionnelle
  ouvrière  ou  patronale  et  aux  termes
de  laquelle  l'un  qduelconque  des  Membres  n'aurait

  Tune  convention  à  laquelle  ledit  Membre  a
odhéré,  pourra  etre  transmise  par  le  Conseil  d'administration
  au  Gouvernement  mis  en  cause  et
co  Gouvernement  pourra  stre  invité  à  fairo  sur  la
matihre  telle  déclaration  qu'’il  jugera  convenable.

Article  410.

Si  aucune  déclaration  n’est  recue  du  Gouvernement
  mis  en  cause  dans  un  délai  raisonnable,
ou  si  la  declaration  recue  ne  parait  pas  satisfaisante
  au  Conseil  d’administration,  ce  dernier
aura  le  droit  de  rendre  publique  la  réclamation
recue  et,  le  cas  Schéant,  la  réponse  faite.

Article  411.

Chacun  des  Membres  pourra  déposer  une
plainte  au  Burcau  international  du  Travail
contre  un  autro  Membre  qui,  à  son  avis,  Wassurcrait
  pas  d'uno  manieèe  satisfaisante  ’exécution
d’'une  convention  aue  l’un  ct  T’autre  auraient
ratif0ce  en  vertu  des  articles  précédents.

Le  Conseil  d'administration  peut,  s'il  le  juge

à  propos,  et  avant  de  saisir  une  Commiesion

d’enquete  selon  la  procédure  indiquste  ci-après,  se

Each  of  the  Members  agrees  to  malo  an
eannual  report  to  the  International  Labour  Offico
on  the  measures  which  it  has  taken  to  give  eflect
to  the  provisions  of  conventions  to  which  it  is
a  party.  These  reports  shall  be  made  in  such
form  and  shall  contain  such  particulars  as  the
Governing  Body  may  request.  The  Director  shall
lay  a  summary  of  these  reports  before  the  next
meeting  of  the  Conference.

Article  409.

In  the  event  of  any  representation  being
made  to  the  International  Labour  Ollice  by  an
industrial  association  of  employers  or  of  workers
that  any  of  the  Members  has  failed  to  secure  in
any  respect  the  elfective  observance  within  its
jurisdiction  of  any  convention  to  which  it  is  a
party,  the  Governing  Body  may  communicate
this  representation  to  the  Government  against
which  it  is  made  and  may  invite  that  Government
to  make  such  statement  on  the  subject  as  it  may
think  fit.

Article  410.

If  no  statement  is  received  within  a  reasonable
  time  from  the  Government  in  question,  or  if
the  statement  when  received  is  not  decmed  to  be
satisfactory  by  the  Governing  Body,  the  latter
shall  have  the  right  to  publish  the  representation
and  the  statement,  if  any,  made  in  reply  to  it.

Artiele  411.

Any  of  the  Members  shall  have  the  right  to
file  a  complaint  with  the  International  Labour
Office  if  it  is  not  satislied  that  any  other
Member  is  securing  the  effective  observance  of
any  convention  which  both  have  ratificc  in

accordanco  with  the  foregoing  Arlicles.

before  referring  such  a  complaint  to  a  Commission
  of  Enquiry,  as  hereinafter  provided  for,
