cause  de  la  manière  indiquse  à  Particle  409.

Si  le  Conseil  d’administration  ne  juge  pas
nécessaire  de  communiquer  la  plainte  au  Gouvernement
  mis  en  cause,  ou,  si  cotte  communication
ayant  été  faito,  aucune  réponse  ayant  satisfait  lo
Conseil  Tadministration  n’a  4té  reçue  dans  un
dlai  raisonnable,  lo  Conseil  pourra  provoquer  la
Hlormation  d’une  commission  d’enquste  qui  aura
mission  d’étudier  la  question  soulevée  et  de
dé6poser  un  rapport  à  ce  sujet.

La  meme  procédure  pourra  stre  engagée  par
Io  Conseil,  soit  Doffice,  soit  sur  la  plainte  d’un
délégué  à  la  Conférence.

Lorsqu’une  ducstion  soulevée  par  T’application
des  articles  410  ou  411  viendra  devant  le  Conseil
'administration,  Ie  Gouvernement  mis  en  cause,
s'il  n'a  pas  déjà  un  représentant  au  sein  du  Conseil
  Tadministration,  aura  le  droit  de  désigner
un  déelégué  pour  prendre  part  aux  délibérations
du  Conseil  relatives  à  cette  affaire.  La  date  à
laquelle  cos  discussions  doivent  avoir  lieu  sera
notiliéce  en  temps  ulile  au  Gouvernement  mis  en
cause.

Arttels  412.

LCommission  d’enquste  sera  constituéo  de
la  manière  suivante:

Chacun  des  Membres  s'engago  à  désigner,  dans
les  six  mois  qui  suivront  la  date  de  mise  en
vigucur  du  présent  Traité,  trois  personnes  compétentes
  en  matières  industrielles,  la  premièreo
représcntant  les  patrons,  la  deouxième  représentant
  les  travailleurs  et  la  troisième  indépendante
des  uns  ct  des  autres.  L'ensemble  de  cos  personnes
  formera  une  liste  sur  laquelle  seront
choisis  les  membres  de  la  Commission  d’enquste.

Lo  Conseil  d’administration  aura  le  droit  de
vé—risior  les  titres  desditos  personnes  et  de  refuser,

communicate  with  the  Government  in  qucstion  in
the  manner  described  in  Article  409.

.  If  the  Governing  Body  does  not  think  it
necessary  to  communicate  the  complaint  to  the
Government  in  question,  or  if,  when  they  have
made  such  communication,  no  statement  in  reply
has  been  received  within  a  reasonablo  time  which
he  Governing  Body  considers  to  be  satislactory.
the  Governing  Body  may  apply  for  the  appointment
  of  a  Commission  of  Enquiry  to  consider
the  complaint  and  to  report  thereon.

The  Governing  Body  may  adopt  the  samo
procedure  either  of  its  own  motion  or  on  receipt
of  a  complaint  from  a  Delegate  to  the  Conferonce.


When  any  malter  arising  out  of  Articles  410
or  411  is  being  considered  by  the  Governing
Body,  the  Government  in  qucstion  shall,  if  not
already  ropresented  thereon,  be  entitled  to  send
a  representative  to  take  part  in  the  proceedings
os  the  Governing  Body  whilo  the  matter  is  under
consideration.  Adequate  notice  of  the  date  on
which  the  matter  will  be  considered  shall  be
given  to  the  Governmoent  in  question

Article  412.

The  Commission  of  Enquiry  shall  be  constituteck
  in  accordance  with  the  following
Provisions:

present  Troaty  comes  into  force  threo  persons  of
industrial  experience,  of  whom  ono  shall  be  a
representativo  of  employers,  one  à  representative
of  workers,  and  one  a  person  of  independent.

which  the  Members  of  the  Commission  ol.
Enquiry  shall  be  drawn.

The  qualißcations  of  the  persons  eo  nominated
  shall  be  subiect  to  scrutiny  by  tho  Governing
