  de  celles  dont  los  titres  ne  satiskeraient

Sur  la  demande  du  Conseil  d'administration,
lo  Secrétaire  général  de  la  Société  des  Nations
désignera  trois  personnes  respectivement  choisies
dans  chacune  des  trois  catégorics  de  la  liste  pour
constituer  la  Commission  d'enquste  et  désignera,
en  outre,  l’une  de  ces  trois  personnes  pour  présider
  ladite  Commission.  Aucune  des  trois  personnes
  ainsi  désignéos  ne  pourra  relover  DTun  des
Membres  directement  interessés  à  la  plainte.

Arliele  413.

Dans  le  cas  ou  une  plainte  serait  renvoyée,
en  vertu  de  PTarticle  411,  devant  une  Commission
Tenquste,  chacun  des  Membres,  qu’il  soit  ou  non
directement  intéressc  à  la  plainte,  s'engage  à
mettre  à  la  disposition  de  la  Commission  touto
information  qui  se  trouverait  en  sa  possession
relativement  à  Pobjet  de  la  plainte.

Article  414.

La  Commission  d’enquste,  après  un  examen
approlondi  de  la  plainte,  rédigera  un  rapport
dans  lequel  elle  consignera  ses  constatations  sur
tous  les  points  de  fait  permettant  de  préciser  la
Dortée  de  la  contestation,  ainsi  que  les  recommandations
  qu’'elle  croira  devoir  formuler  quant
aux  mesures  à  prendre  pour  donner  satislaction
au  Gouvernement  plaignant  et  quant  aux  délais
dans  lesquels  ces  mesures  devraient  eétre  prises.

Ce  rapport  indiquera  é6galement,  le  cas
GCchént,  les  sanctions  d’ordre  écconomique  contro
le  Gourernement  mis  en  cause  duc  la  Commission
hin#zerait  convenables  ct  dont  T’application  par  les
autres  Gouvernements  lui  paraitrait  justiliéo.

Body,  which  may  by  two-thirds  of  tho  votos  cast.
by  the  representatives  present  refuse  to  accopt
the  nomination  of  any  person  whose  gqualifications
  do  not  in  its  opinion  comply  with  the
requirements  of  the  present  Article.

Upon  the  application  of  the  Governing  Body,
the  Secretary-General  of  the  League  of  Nations.
shall  nominate  three  persons,  one  from  each
section  of  this  panel,  to  constitute  the  Commission
  of  Enquiry,  and  shall  designate  onc  of  them
as  the  President  of  the  Commission.  None  of
these  three  persons  shall  be  a  person  nominatod
to  the  panel  by  any  Member  directly  concerned
in  tho  complaint.

Article  413.

The  Members  agree  that,  in  the  event  of  the
reference  of  a  complaint  to  a  Commission  of
Enquiry  under  Article  411,  they  will  cach,
wWhether  directly  concerned  in  the  complaint  or
not,  place  at  the  disposal  of  the  Commission  all
the  information  in  their  possession  which  bears
upon  the  subject-matter  of  tho  complaint.

Article  414.

When  tho  Cammission  of  Enquiry  has  fully
considered  the  complaint,  it  shall  prepare  a
report  embodying  its  findings  on  all  questions  of
fact  relevant  to  determining  the  issue  between
tho  parties  and  containing  such  recommoendations
as  it  may  think  proper  as  to  the  steps  which
should  be  taken  to  meot  the  complaint  and  the
time  within  which  thoy  should  bo  taken.

It  shall  also  indicate  in  this  report  thmeasures,
  ik  any,  of  an  economic  character
against  a  defaulting  Government  which  it
considers  to  be  appropriate,  and  which  it  considers
  other  Governments  would  be  justilled  in
adopting.
