  le  régime  de  ces  rerritoires,  dans  les  conditions
  jugées  opportunes  par  les  deux  pays.

ANNETKE.

Le  Conseil  fédéral  suisse  a  fait  connaftre  au
Gouvernement  français  à  la  date  du  5  Mai  1919
qu’après  avoir  examiné  la  disposition  de  Tarticle
  435  dans  un  meme  esprit  de  sincère  amitié,  il
a  é6té  assez  heureux  pour  arriver  à  la  conclusion
qu'il  lui  etait  possible  dy  acquiescer  sous  les  considérations
  et  réserves  suivantes:

10  Zone  neutralisée  de  la  Haute-Savoie:

II  sera  entendu  qu’aussi  longtemps  qdue  les
Chambres  fédérales  n’auront  pas  ratiläé  Daccord
interrenu  entre  les  deux  Gouvernements  concer--nant
  Tabrogation  des  stipulatione  relatives  à  la

Zzone  de  neutralité  de  Savoie,  il  ’y  aura  rien  de
définitif  de  part  ni  Tautre  à  ce  sujet-5)

  L'assentiment  donné  par  le  Gouvernement
suisse  à  Labrogation  des  stipulations  susmentionnées
  présuppose,  conformement  au  terte
adopté,  la  reconnaissance  des  garanties  formu-Jées
  en  faveur  de  la  Suisse  par  les  Traités  de  1815
et  notamment  par  la  Declaration  du  20  novembre
1815.

c)  L'accord,  entre  les  Gouvernements  français
et  suisse  pour  l’abrogation  des  stipulations  susmentionnées,

  ne  sera  considéré  comme  valable  que
si  le  Traité  de  Paix  contient  L’ärticle  tel  qu’il  a
été  rédigé.  En  outre,  les  Parties  Contractantes  du
Traité  de  Paix  devront  chercher  à  obtenir  le  consentement
  des  Puissances  signataires  des  Traités

the  free  zones  of  Upper  Savoy  and  the  Gex  districk
eare  no  longer  consistent  with  present  conditions,
and  that  it  is  for  France  and  Switzerland  to  come
to  an  agreement  together  with  a  view  to  settling
between  themselves  the  status  of  tbese  territories
under  such  conditions  as  shall  be  considered
suitable  by  both  countries.

The  Swiss  Federal  Coundil  has  informed  the
French  Government  on  May  5,  1919,  that
after  ekaminmg  the  provisions  of  Article  435
in  a  like  spirit  of  sincere  friendship  it  has
happily  reached  the  conclusion  that  it  was
Possible  to  acquiesce  in  it  under  the  following
conditions  and  reservations:

(1)  The  neutralized  zone  of  Haute-Savoie:

(a)  It  will  be  understood  that  as  long  as  the-Federal
  Chambers  have  not  ratified  the  agreement
come  to  between  the  two.  Governments  concerning
the  abrogation  of  the  stipulations  in  respect  of
the  neutralized  zone  of  Savoy,  nothing  will  be  definitively
  settled,  on  one  side  on“)  the  other  im
regard  to  this  subject.  2*

(b)  The  assent  given  by  the  Swiss  Government
to  the  abrogation  of  the  above  mentioned  stipulations
  presupposes,  in  conformity  with  the  terxt
adopted,  the  recognition  of  the  guarantees  formulated
  in  favour  of  Switzerland  by  the  Treaties
of  1815  and  particularly  by  the  Declaration  of
November  20,  1815.

(c)  The  agreement  between  the  Governments
of  Fränce  and  Switzerland  for  the  abrogation  of
the  above  mentioned  stipulations  will  only  be
considered  as  valid  if  the  Treaty  of  Peace  contains
  this  Article  in  its  present  wording.  In  addition
  the  Parties  to  the  Treaty  of  Peace  should
endeavour  to  obtain  the  assent  of  the  signatory
