qui  ne  sont  pas  signataires  du  Traité  de  Faiz
actuel.

2°%  TVone  franche  de  la  Haute-  Savoio  et  du
Pays  de  Gex:

a)  Le  Conseil  Fédéral  declare  faire  les  réserwes
  les  plus  expresses  en  ce  dui  concerne  Finterprétation
  à  donner  à  la  déclaration  mentionnée
au  dernier  alinéa  de  Particle  ci-dessus  à  insérer
dans  le  Traité  de  Paix,  ou  il  est  dit  que  «  les
"stipulations  des  Traités  de  1815  et  des  autres
actes  complémentaires  relatifs  aux  zones  franehes
  de  la  Haute-Savoie  et  du  Pays  de  Gex  ne
eorrespondent  plus  aux  circoristances  actuelles  .
Le  Conseil  Fédéral  ne  voudrait  pas  en  effet,
due  de  son  adhésion  à  cette  rédaction  il  pat
ötre  conclu  qu'il  se  rallierait  à  la  suppression
Tune  institution  ayant  pour  but  de  placer  des
eontrées  voisines  au  bénéfice  d'un  régime  spéecial
approprié  à  leur  situation  géographique  et  économique
  et  qdui  a  fait  ses  preuves.

Dans  la  pensée  du  Conseil  Fédéral,  il  ’agirait
non  pas  de  modifier  la  structure  douanibère  des
xones,  telle  qu'’elle  a  été  instituée  par  les  Traités
susmentionnés,  mais  uniquement  de  régler  d’une
facon  mieux  appropriée  aux  conditions  économidues
  actuelles  les  modalités  des  SCchanges  entre  les
F#sfns  intéressées.  Les  observrations  dui  précedent
  ont  é6té  inspirées  au  Conseil  Fédéral  par  la
lecture  du  Projet  de  Convention  relatif  à  la  constitution
  future  des  zones,  qui  se  trouvait  anneé

A  la  note  du  Gouvernement  français  daté  du

26  avril.  Tout  en  faisant  les  réserves  susmentionnées,
  le  Conseil  Fédéral  se  déclare  prét  à  examiner
  dans  Pesprit  le  plus  amical  toutes  les  pro-Positions
  que  le  Gouvernement  français  jugera  à
propros  de  lui  faire  à  ce  sujet.

(2)  Free  zone  of  Haute  Savoie  and  the  district
of  Gex:

(a)  The  Federal  Council  makes  the  most
express  reservations  to  the  interpretation  to  be
given  to  the  statement  mentioned  in  the
last  paragraph  of  the  above  Article  for.
insertion  in  the  Treat)  of  Peace,  which
Provides  that  the  #stipulations  of  the  Treaties

of  1815  and  other  supplementary  acts  concerning

the  free  zones  of  Haute-Savoie  and  the  Ger
district  are  no  longer  consistent  mih  present
GConditions“.  The  Federal  Council  would  not
wish  that  its  acceptance  of  the  above  wording
ahould  lead  to  the  conclusion  that  it  would  agree
to  the  suppression  of  a  system  intended  to  give
neighbouring  territory  the  benefit  of  a  special
TFégime  which  is  appropriate  to  the  geographical
and  economical  situation  and  which  has  been  well
tested.

In  the  opinion  of  the  Federal  Council  the
duestion  is  not  the  modification  of  the  customs
aystem  of  the  zones  as  set  up  by  the  Treaties
mentioned  above,  but  only  the  regulation  in  a
manner  more  appropriate  to  the  economie  conditions
  of  the  present  day  of  the  terms  of  the
exchange  of  goods  between  the  regions  in  question.
The  Federal  Council  has  been  led  to  make  the
Preceding  observations  by  the  perusal  of  the  draft
Convention  concerning  the  future  constitution  of
the  zones  which  was  annezxed  to  the  note  of
April  26  from  the  French  Government.  While
making  the  above  reservations  the  Federal  Council
declares  its  readiness  to  examine  in  the  most
friendly  spirit  any  Proposals  which  the  French
Goverrment  may  deem  it  convenient  to  make  on
the  subject.

(b)  1It  is  conceded  that  the  stipulations  of  the
Treaties  of  1815  and  other  supplemontary  acts
relative  to  the  free  zones  will  remain  in  force  until
