intervenu  entre  la  Suisse  et  la  France  pour  régler
le  régime  de  ces  territoires.

II.

Le  Gouvernement  français  a  adressé  au  Gouvernement
  suisse,  le  18  mai  1919,  la  note  ci-aprèe
en  réponse  à  la  communication  rapportée  au
Paragraphe  précédent:

Par  une  note  en  date  du  5  mai  dernier,  la  Leégation
  de  Suisse  à  Paris  a  bien  voulu  faire  connaitre
  au  Gouvernement  de  la  République  française
  PTadhésion  du  Gouvernement  fédéral  au  projet
  d'articlo  à  insérer  dans  le  Traité  de  Paix  entre
les  Gourernements  alliés  et  associés,  d'une  part,
et  PAllemagne  d’autre  part.

Le  Gourernement  français  a  pris  trèes  volontiers
  acte  de  T’accord  ainsi  intervenn,  et,  sur  sa
demande,  le  projet  Tarticle  en  qduestion,  accepté
par  les  Gouvbernements  alliés  et  asscciés,  a  4t6
inséré  sous  le  No  435  dans  les  Conditions  de  Paix
présentéees  aux  Plénipotentiaires  allomands.

Le  Gouvornement  suisse  a  formulé,  dans  sa
note  du  5  mai  sur  cctte  question,  diverses  considcrutions
  et  réserves.

En  ce  qui  concerne  celles  de  ces  observations

dqui  sont  relatives  aux  zonos  franches  de  la  Haute--Savoic
  et  du  pays  de  Gex,  le  Gouvernement  fran-(dis
  a  I’honncur  de  faire  romarquer  que  la  stipulation
  qui  fait  Pobjet  du  dernier  alinda  de  Darticle
  435  est  d’unc  telle  clarté  duf'aucun  doute  ne
säurait  ÖGtre  émis  sur  sa  portée,  spécialement  en
eo  qdui  concerne  le  désintéressement  qu’'elle  implique
  désormais  à  I’égard  do  cette  question  de  la
hart  des  Puissances  autres  due  la  France  et  la
Suisse.

En  cs  qui  le  concerne,  le  Gouvernement  de  la
République  soucieux  do  veillor  sur  les  intéröts  des
2territoires  français  dont  il  s’agit  et  s'inspirant  à
cot  ézard  do  leur  situation  particulière,  ne  pord
ras  de  vue  FPutilité  de  leur  assurer  un  régime
douanier  approprié  ct  de  róglor  d’une  facon

anew  arrangement  is  come  to  between  Franco
and  Switzerland  to  regulate  matters  in  this
territory.

II.

The  French  Government  have  addressed  to  tho
Swiss  Govornment,  on  May  18,  1919,  the  follow
ing  note  in  reply  to  the  communication  set  out
in  the  preceding  paragraph:

In  a  note  dated  May  5  the  Swiss  Legation
in  Paris  was  good  enough  to  inform  the  Government
  of  the  French  Republic  that  tbe  Federal
Government  adbered  to  the  proposed  Article  to  be
inserted  in  the  Treaty  of  Peaco  between  the
Allied  and  Associated  Governments  and  Germany.

The  French  Government  bave  taken  note  with

.  much  pleasure  of  the  agreement  thus  reachod,

and,  at  tbeir  request,  the  proposed  Article,  which

had  been  accepted  by  the  Allied  and  Asscciated.

Governrments,  has  beon  inserted  under  No.  435  in
the  Peace  conditions  presented  to  the  German
Plenipotentiaries.

The  Swiss  Government,  in  tbeir  note  of  May  5
on  this  subjcct,  have  expressed  various  views
and  reservations.

Concerning  the  observations  relating  to  the
free  zones  of  Haute-Savoie  and  the  Gex  district,
the  French  Goverrment  have  the  honour  to  observe
  that  the  provisions  of  the  last  paragraph.
üoi  Article  435  äre  so  clear  that  their  purport
cannot  be  misapprehended,  especially  where  it
implies  that  no  other  Power  but  France  and
Switzerland  will  in  future  be  interested  in  that
duestion.

The  French  Government,  on  their  part,  aro
anxious  to  protect  the  interests  of  the  French
territories  Concerned,  and,  with  that  object,  having
their  special  situation  in  view,  they  bear  in  mind.
the  desirability  of  assuring  them  a  suitable
customs  régime  and  determining,  in  a  manner
