répondant  mienx  aux  circonstances  actuolles  les
modalités  des  Cchanges  entre  ces  rerritoires  et  les
territoires  suisses  voisins,  en  tenant  compte  des
intérsts  réciproques.

Il  va  de  soi  due  cela  ne  saurait  en  rien  porter
atteinte  au  droit  de  la  France  d’établir  dans  cette
région  sa  ligne  douanière  à  sa  frontidre  politique,
ainsi  qu’il  est  fait  sur  les  autres  parties  de  ses

limites  territoriales  et  ainsi  que  la  Suisse  l'a  fait

elle-meme  depuis  longtemps  sur  ses  propres
lmites  dans  cotte  région.

Le  Gouvernement  de  la  République  prend  très
volontiers  acte  à  ce  propos  des  dispositions
amicales  dans  lesquelles  le  Gouvernement  suisse
ao  declare  pret  à  examiner  toutes  les  propositions
françaises  faites  en  vue  de  P’arrangement  à  substituer
  au  régime  actuel  desdites  zones  franches,
et  que  le  Gouvernement  français  entend  formulor
dans  le  meme  esprit  amical.

D’'autre  part,  le  Gouvernement  de  la  République
ne  doute  pas  que  le  maintien  provisoire  du  régime
de  1815,  relatif  aux  zones  franches,  visé  par  cet,

alinéa  de  la  note  de  la  Légation  de  Suisse  du
5  mai,  et  aui  a  évidemment  pour  motif  de  ménagor
le  passage  du  régime  actuel  au  régime  conventionnel
  ne  constituera  en  aucune  facon  une
cause  de  retard  à  I’établissement  du  ·  nouvel  état
de  choses  reconnu  nécessaire  par  les  deux  Gouvernements.
  La  méme  obserration  s'applique  à  la
ratification  par  les  Chambres  fédérales  prévue  à
Talinéa  a)  du  primo  de  la  note  suisso  du  5  mai,
sous  la  rubrique  zone  neutralisée  de  la  Haute-Sawvoie-.

«  Article  436.

Les  Hautes  Parties  Contractantes  reconnaissent
  avoir  pris  connaissance  ct  donner  acte  du
Trailé  signé  par  le  Gouvernement  de  la  République
  française  le  17  juillet  1918  avec  Son
Mtesse  Sérénissime  le  Prince  de  Monaco,  et  définissant
  les  rapports  de  la  Franco  et  de  la  Principauté.

better  suited  to  present  conditions,  the  methods
of  exchanges  between  these  territorics  and  the  adjacent
  Swiss  territories,  while  taking  into  account
the  reciprocal  interests  of  both  regions.

It  is  understood  that  this  must  in  no  way
prejudice  the  right  of  France  to  adjust  her
customs  line  in  this  region  in  conformity  with  her
Political  frontier,  as  is  done  on  the  other  portions
of  her  territorial  boundaries,  and  as  was  done  by
Switzerland  long  ago  on  her  own  boundaries  in
this  region.

The  French  Government  are  pleased  to  note
on  this  subject  in  what  a  friendly  disposition  the
Swiss  Government  take  this  opportunity  of  declaring
  their  willingness  to  consider  any  French
proposal  dealing  with  the  system  to  be  substituted
  for  the  present  régime  of  the  said  free  zones,
which  the  French  Government  intend  to  formulate
in  the  same  friendly  spirit.

Moreover,  the  French  Government  have  no
doubt  that  the  provisional  maintenance  of  the
régime  of  1815  as  to  the  free  2zones  referred  to  in
the  above  mentioned  paragraph  of  the  note  from
the  Swiss  Legation  of  May  5,  whose  object  is  to
provide  for  the  passage  from  the  present  régime
to  the  conventional  régime,  will  cause  no  delay
whatsoever  in  the  establishment  of  the  new
situation  which  has  been  found  necessary  by  the
two  Governments.  This  romark  applies  also  to
the  ratilication  by  the  Federal  Chambers,  dealt
with  in  paragraph  1  (a),  of  the  Swiss  note  of
May  5,  under  the  heading  Neutralized  zone  of
Haute-Saroios.

Article  436.

The  High  Contracting  Parties  dechare  and
place  on  record  that  they  have  taken  note  of  the
Treaty  signed  by  the  Goverrment  of  the  Frenc
Republic  on  July  17,  1918,  with  His  Seronc
Highness  the  Prince  of  Monaco  dofining  tho
relations  between  France  and  the  Prineipality.
