Les  autorités  allemandes,  soit  en  territoire
occupé,  soit  en  territoire  non  occupé,  doivent,  sur
Ia  demande  de  tout  officier  des  forces  d’occupation
##ment  autorisé,  arröter  et  remettre  entre  les
mains  du  commandant  des  armées  alliées  et  associées
  le  plus  proche  toute  personne  accusée  Tun
erime  ou  deélit  et  qui,  par  application  des  alindas
  d  et  e)  de  Tarticle  3,  est  justiciable  de  la  juridiction
  militaire  des  forces  alliées  et  associées.

Article  5.

LT’administration  civile  dos  provincos  (Prouinzen),
  des  gouvernements  (NRegierungsbezirke),
cerdles  urbains  (Stadtkreise),  cercles  ruraux
(LTandlreise),  et  communes  (CGemeinde)  restera
entre  les  mains  des  autorités  allemandes  et  Tadministration
  civile  de  cos  zones  continuera  conformément
  aux  lois  allemandes  et  sous  Pautorité
du  Gouvernement  central  allemand,  à  Pexception
de  le  röglementation  par  ordonnances  éGmanant  do
la  Haute  Commission  et  dang  la  mesure  où  celle-ci
le  jugera  nécessaire,  conformément  à  Tarticle  3,

Article  6.

Le  droit  de  réquisition  en  nature  et  en  services,
tel  qu’il  est  réglementé  par  la  Convention  de  La
Heye  de  1907,  sera  exercé  par  les  armées  alliées  et
as##ciées  d’occupation.

Les  charges  causées  par  les  réquisitions  effectuces
  dans  la  zone  de  chadque  armée  allice  ou
anscciée,  ot  Pestimation  des  dommages  causés  par
les  troupes  droccupation,  seront  détorminées  par
des  Commissione  locales  composées,  par  égale

The  German  authorities,  both  in  the  occupied
and  in  the  unoccupied  territories,  shall,  on  the
demand  of  any  duly  authorised  military  oflicer  of
tde  occupying  forces,  arrest  and  hand  over  to  the
nearest  Commander  of  the  Allied  or  Associated
troops  any  person  charged  with  an  offence  who  is
amenable  under  paragraph  (d)  or  Daragraph  (e)
#of  Article  3  above  to  the  military  jurisdiction  of
the  Allied  or  Associated  Forcos.

Articke  5.
The  eivil  administration  of  the  provinces
(Prorinzen),  Government  departments  (Regierungpsbezirke),
  Urban  Circles  (Stacktreise),  Ru-#rol

  Circles  (Landreise),  and  Communcs
(Gemeinde),  shall  remain  in  the  hands
or  the  German  authorities,  and  the  civil

sadministration  of  these  areans  shall  continne
under  German  law  and  under  the  authority  of  tho
Central  German  Government,  except  in  so  far  as  it
may  be  necessary  for  the  High  Commission  by
Ordinance  under  Article  3  to  adapt  that  adminis--Kration
  to  the  neede  and  circumstances  of  military
occupation.  It  is  understood  that  the  German
suthorities  shall  be  obliged,  under  penalty  of
removal,  to  conform  to  the  ordinances  issued  in
virtue  of  Article  3  above.

Article  6.

The  right  to  requisition  in  kind  and  to  demand
services  in  the  manner  laid  down  in  the  Hague
Cönvention,  1907,  shall  be  exercised  by  the  Allicc
d  Associated  Armies  of  Occupation.

The  charges  for  the  requisitions  ellected  in
tho  zone  of  ench  Allied  and  Assocciated  army  and
the  estimate  of  damage  causcd  by  the  troops  of
occupation  shall  be  determined  by  local  Commissions
  composed  in  equal  represchtation  ot
