Article  2.

L'action  de  la  Société,  telle  qu'felle  est  définie
dans  le  présent  Pacte,  s'exerce  par  une  Assemblée
et  par  un  Conseil  assistés  d’'un  Secrétariat  permanent.


Article  3.

L'Assemblée  se  compose  de  Représentants  des
Membres  de  la  Société.

Elle  se  réunit  à  des  6poques  fixées  et  à  tout
autre  moment,  si  les  circonstances  le  demandent,
au  siège  de  la  Société  ou  en  tel  autre  lieu  qui
Pourra  ötre  désigné.

L'Assemblée  connait  de  toute  question  qui
rentre  dans  la  sphere  d’'activité  de  la  Société  ou
qui  affecte  la  paix  du  monde.  .

Article  4.

Le  Conseil  se  compose  de  Représentants  des
Principales  Puissances  alliéces  et  asscciées,  ainsi
que  de  Représentants  de  quatre  autres  Membres
de  la  Société.  Ces  quatre  Membres  de  la  Société
sont  désignés  librement  par  I’Assembléee  et  aux
époques  qu’il  lui  plait  de  choisir.  Jusqu’à  la  premieère
  désignation  par  PAssemblüe,  les  Représentants
  de  la  Belgique,  du  Brésil,  de  I’Espagne  et
de  la  Gréce  sont  Membres  du  Conseil.

Avec  D’approbation  de  la  majorité  de  I'’Assemblee,
  le  Conseil  peut  désigner  d’autres  Membres
  de  la  Société  dont  la  représentation  sera
désormais  permanente  au  Conseil.  II  peut,  avec
la  méme  approbation,  augmenter  le  nombre  des
Membres  de  la  Soeciété  qui  seront  choisis  par
I  Assemblée  pour  Ötre  représentés  au  Conseil.

Le  Conseil  se  réunit  quand  les  circonstances  le
demandent,  et  au  moins  une  fois  par  an,  au  siége
de  la  Société  ou  en  tel  autre  lieu  qui  pourra  tre
désigné.

Le  Conseil  Cconnait  de  toute  duestion  rentrant
dans  la  sphere  d’'activité  de  la  Société  ou  affectant
  la  paix  du  monde.

Tout  Membre  de  la  Société  qui  niest  pas  représenté
  au  Conseil  est  invité  à  y  envoyer  siéger  un
Représentant  lorsqu’une  qduestion  qui  Tintéresse
particulisrement  est  portée  devant  le  Conseil.

Chaque  Membre  de  la  Société  représente  au
Conseil  ne  dispose  due  d’une  voix  et  n  a  qdu  un
Représentant.

Article  5.

Sauf  disposition  expressément  contraire  du  présent
  Pacte  ou  des  clauses  du  présent  Traité,  les
décisions  de  I'Assemblée  ou  du  Conseil  sont  prises
àl’unanimité  des  Membres  de  la  Société  représentés
  à  la  réunion.

Article  2.

The  action  of  the  League  under  this  Covenant
shall  be  effected  through  the  instrumentality  of
an  Assembly  and  of  a  Council,  with  a  permanent
Secretariat.

Article  3.

The  Assembly  shall  consist  of  Representatives
of  the  Members  of  the  League.

The  Assembly  shall  meet  at  stated  intervals  and
from  time  to  time  as  occasion  may  require  at  the
Seat  of  the  League  or  at  such  other  place  as  may
be  decided  upon.  4

The  Assembly  may  deal  at  its  meetings  with
any  matter  within  th  sphere  of  action  of  the
League  or  affecting  the  peace  of  the  world.

At  meeting:  of  the  Assembly  each  Member  of
the  League  shall  have  one  vote,  and  may  have  not
more  than  three  Representatives.

Article  4.

The  Council  shall  consist  of  Representatives  of
the  Principal  Allied  and  Associated  Powers,  together
  with  Representatives  of  four  other  Members
of  the  League.  These  four  Members  of  the  League
shall  be  selected  by  the  Assembly  from  time  to
time  in  its  discretion.  Until  the  appointment  of  the
Representatives  of  tbe  four  Members  of  the  League
first  selected  by  the  Assembly,  Representatives  of
Belgium,  Brazil,  Spain  and  Greece  shall  be  members
of  u#he  Conneil.

ith  the  approval  of  the  majority  of  the
Assembly,  the  Council  may  name  aaltional  Members
  of  the  League  whose  Representatives  shall
always  be  members  of  the  Council;  the  Council
with  like  approval  may  increase  the  number  of
Members  of  the  League  to  be  selected  by  the  Assembly
  for  representation  on  the  Councdil.

The  Council  shall  meet  from  time  to  time  as
occasion  may  require,  and  at  least  once  a  Fear
at  the  Seat  of  the  League,  or  at  such  other  place
as  may  be  decided  upon.

The  Council  may  deal  at  its  meetings  with  any
matter  within  the  sphere  of  action  of  the  League
or  affecting  the  peace  of  the  world.

Any  Member  ofthe  Leaguenot  represented  on  the
Council  shall  be  invited  to  send  a  Representative
to  sit  as  a  member  at  any  meeting  of  the  Ce  unil
during  the  consideration  of  matters  specially  aftecting
  the  interests  of  that  Member  of  the  League.

At  meetings  of  the  Council,  each  Member  of
the  League  represented  on  the  Council  shall  have
one  vote,  and  may  have  not  more  than  one  Re-Presentative.


Article  5.

Except  where  otherwise  expressly  provided  in
this  Covenant  or  by  the  terms  of  the  present.
Treaty,  decisions  at  any  meeting  of  the  Assembly
or  of  the  Council  shall  require  the  agreement  of
all  the  Members  of  the  League  represented  at  the
meeting.
