Toutes  questions  de  procédure  Jut  se  Posent
aux  réunions  de  I’Assemblée  ou  du  Conseil,  y
compris  la  désignation  des  Commissions  chargées
d’enquster  sur  des  points  particuliers,  sont  réglées
ar  I.Assemblée  ou  par  le  Conseil  et  décidées  à
majorité  des  Membres  de  la  Société  représentés
àla  réunion.
La  premieèere  réunion  de  I’Assemblée  et  la  premiere
  réunion  du  Conseil  auront  lieu  sur  la  convocation
  du  Président  des  Etats-Unis  d'Amérique.

Article  6.

e  Secrétariat  Permanent  est  établi  au  siege
de  la  Socièété.  I  comprend  un  Secrétaire  général,
ainsi  que  les  secrétaires  et  le  personnel  nécessaires.

Le  premier  Secrétaire  général  est  déesigné  dans
Ii  annexe.  Par  la  suite,  le  Secrétaire  général  sera
nommé  par  le  Conseil  avec  l’approbation  de  la
majorité  de  I'Assemblée.

Secrétaires  et  le  personnel  du  Secréetariat
sont  nommés  par  le  Secrétaire  général  avec  l'ap-Probation
  du  Conseil.

Le  Secrétaire  général  de  la  Société  est  de  droit
Secrétaire  général  de  I'Assemblée  et  du  Conseil.

Les  dépenses  du  Secrétariat  sont  supportées  par
les  Membres  de  la  Société  dans  la  proportion  établie
Pour  le  Bureau  international  de  1°Union  postale
universelle.

Article  7.

De  siege  de  la  Société  est  établi  à  Geneve.

Le  Conseil  peut  à  tout  moment  döécider  de
I'’établir  en  tout  autre  lieu.

Toutes  les  fonctions  de  la  Société  ou  des  services
  qui  s'y  rattachent,  y  Compris  le  Secrétariat,
sont  également  accessibles  aux  hommes  et  aux
femmes.

Les  Représentants  des  Membres  de  la  Société
et  ses  agents  jouissent  dans  Il’exercice  de  leurs
fonotions  des  privilsges  et  immunités  diplomatines.



Les  bätiments  et  terrains  ococupés  par  la  Société,
  par  ses  services  du  ses  réunions,  sont  inviolables.


Article  8.

Les  Membres  de  la  Société  reconnaissent  que
le  maintien  de  la  paix  exige  la  réduction  des  armements
  nationaux  au  minimum  compatible  avec  la
sécurité  nationale  et  avec  I’exécution  des  obligations
  internationales  imposée  par  une  action
commune.

Le  Conseil,  tenant  compte  de  la  situation  géographique
  et  des  conditions  spéciales  de  chaque
Etat,  prépare  les  plans  de  cette  réduction,  en  vue  de
I’examen  et  de  la  décision  des  divers  Gouvernements.

Ces  Plans  doivent  faire  U’obfet  d’un  nouvel
examen  et,  s’il  y  a  lieu,  d'une  revision  tous  les  dix
ans  au  moins.

All  matters  of  procedure  at  meetings  of  the
Asembl)  or  of  the  Council,  including  the  appointment
  of  Committees  to  investigate  particular
matters,  shall  be  regulated  by  the  Assembly  or
by  the  Council  and  may  de  decided  by  a  majority
  of  the  members  of  the  League  represented  at
the  meeting.

Thr  first  meeting  of  the  Assembly  and  the  first
meeting  of  the  Council  shall  be  summoned  by  the
President  of  the  United  States  of  America.

Article  6.

The  permanent  Secretariat  shall  be  established.
at  the  Seat  of  the  League.  The  Secretariat  shall
comprise  a  Secretary  General  and  such  secretaries
and  staff  as  may  be  required.

The  first  Secretary  General  shall  be  the  person
named  in  the  Annex;  thereafter  the  Secretar
General  shall  be  appointed  by  the  Council  witk.
the  approval  of  the  majority  of  the  Assembly.

The  secretaries  and  staff  of  the  Secretariat
shall  be  appointed  by  the  Secretary  General  with
the  approval  of  the  Counecil.

The  Secretary  General  shall  act  in  that  capaity
  at  all  meetings  of  the  Assembly  and  of  the
Council.

The  expenses  of  the  Secretariat  shall  be  borne
by  the  Members  of  the  League  in  accordance
with  the  apportionment  of  the  expenses  of  the
International  Bureau  of  the  Universal  Postal

Union.
Article  7.

The  Seat  of  the  League  is  established  at  Geneva.

The  Council  may  at  any  time  decide  that  the
Seat  of  the  League  shall  be  established  elsewhere.

4All  positions  under  or  in  connection  with  the
League,  including  the  Secretariat,  shall  be  open
equally  to  men  and  women.

Representatives  of  the  Members  of  the  League
and  officials  of  the  League  when  engaged  on  the
business  of  the  League  shall  enjoy  diplomatic  Privi
  os  #enh  imm  unities  #

buildings  and  other  property  occupi
the  League  or  its  officials  or  “  *S3½
attending  its  meetings  shall  be  inviolable.

Article  8.

The  Members  of  the  League  recognise  that
the  maintenance  of  peace  requires  the  reduction
of  national  armaments  to  the  lowest  point  consistent
  with  national  safety  and  the  enforcement
by  common  action  of  international  obligations.

The  Council,  taking  acoount  of  the  geographical
  situation  and  ciroumstances  of  each  State,
shall  formulate  plans  for  such  reduction  for  the
consideration  and  action  of  the  several  Governments.

Such  plans  shall  be  subject  to  reconsideration
and  revision  at  least  every  ten  Fears.
