Dans  tous  les  cas  prévus  par  cet  article,  la
sentence  des  arbitres  doit  étre  rendue  dans  un
ddlai  raisonnable  et  le  rapport  du  Conseil  doit
Stre  établi  dans  les  six  mois  à  dater  du  jour  cn
il  aura  été  saisi  du  différend.

Article  13.

Les  Membres  de  la  Société  conviennent  que
s'il  s'aleve  entre  eux  un  différend  susceptible,  à
leur  avis,  d’une  solution  arbitrale  et  si  ce  différend
  ne  peut  se  régler  de  façon  satisfaisante  par
la  voie  diplomatique,  la  question  sera  soumise
intégralement  à  l’arbitrage.

Parmi  ceux  qui  sont  généralement  susceptibles
de  solution  arbitrale,  on  declare  tels  les  différends
relatifs  à  linterprétation  d’'un  traité,  à  tout  point
de  droit  international,  à  la  réalité  de  tout  fait  qui,
s'il  était  établi,  constituerait  la  rupture  d’un
engagement  international,  ou  à  l’Stendue  ou  à
la  nature  de  la  réparation  due  pour  une  telle
rupture.

La  Cour  d'arbitrage  à  laquelle  la  cause  est
soumise  est  la  Cour  désignée  par  les  Parties  ou
Prévue  dans  leurs  Conventions  antérieures.

Les  Membres  de  la  Société  s'engagent  à  exécuter
  de  bonne  foi  les  sentences  rendues  et  à  ne
Pas  recourir  à  la  guerre  contre  tout  Membre  de
la  Société  qui  s'y  conformera.  Faute  d’exccution
de  la  sentence,  le  Conseil  propose  les  mesures  qui
doivent  en  assurer  Teffet.

Article  14.

Le  Conseil  est  chargé  de  préparer  un  projet
de  Cour  permanente  de  justice  internationale  et
de  le  soumettre  aux  Membres  de  la  Société.  Cette
Cour  connaf#tra  de  tous  différends  d’un  caracteère
international  due  les  Parties  lui  soumettront.
Elle  donnera  aussi  des  avis  Consultatifs  sur  tout
difféend  ou  tout  point,  dont  la  saisira  le  Conseil

  ou  I’Assemblée.

Article  15.

S'il  s'élòve  entre  les  Membres  de  la  Socicté  un
différend  susceptible  d’entrainer  une  rupture  et
si  ce  différend  n’est  pas  soumis  à  Parbitrage  prévn
à  TParticle  13,  les  Membre=  de  la  Soci  t#é  conviennent
  de  le  porter  devant  le  Conseil.  4  cet
effet,  il  suffit  que  ’un  d'eux  avise  de  ce  différend.
le  Secrétaire  gnéral,  qui  prend  toutes  dipositions
en  vue  d’une  enquste  et  d’'un  examen  complets.

Dans  le  plus  bref  délai,  les  Parties  doivent  lui
communiquer  I’exposé  de  leur  cause  avec  tous
faits  pertinents  et  pieèces  justificatives.  Le  Conseil
  peut  en  ordonner  la  publication  immédiate.

In  any  case  under  this  Article  the  award  of
the  arbitrators  shall  be  made  within  a  reasonable
time,  and  the  report  of  the  Council  shall  be  made
within  six  months  after  the  submission  of  the
dispute.

Article  13.

The  Members  of  the  League  agree  that
whenever  any  dispute  shall  arise  between  them
which  they  recognise  to  be  suitable  for  submission
  to  arbitration  and  which  cannot  be  satisfactorily
  settled  by  diplomacy,  they  will  submit
the  whole  subject-matter  to  arbitration.

Disputes  as  to  the  interpretation  of  a  treaty,
as  to  any  question  of  international  law,  as  to
the  existence  of  ans  fact  which  if  established
would  constitute  a  breach  of  any  international
obligation,  or  as  to  the  extent  and  nature  of
the  reparation  to  be  made  for  any  such  breach,
are  declared  to  be  among  those  which  are
generally  suitable  for  submission  to  arbitration.

For  the  consideration  of  any  such  dispute  the
court  of  arbitration  to  which  the  case  referred
shall  be  the  Court  agreed  on  by  the  parties  to
the  dispute  or  stipulatedc  in  any  convention
existing  between  them.

The  Members  of  the  League  agree  that  they
will  carry  out  in  full  good  faith  any  award  that
may  be  rendered,  and  that  they  will  not  resort
to  war  against  a  Member  of  the  League  wbich
complies  therewith.  In  the  event  of  any  fajlure
to  carry  out  such  an  award,  the  Council  shall
#ropose  what  steps  should  be  taken  to  give  effect

ereto.

Article  14.

The  Council  shall  formulate  and  submit  to
the  Members  of  the  League  for  adoption  plans
for  the  establishment  of  a  Permanent  Court  of
International  Justicce.  The  Court  shall  be
competent  to  hear  and  determine  any  dispute
of  an  international  character  which  the  parties
thereto  submit  to  it.  The  Court  may  also  give
an  advisory  opinion  upon  any  dispute  or  question
referred  to  it  by  the  Council  or  by  the  Assembly.

Article  15.

If  there  should  arise  between  Members  of  the
League  any  dispute  likely  to  lead  to  a  rupture,
which  is  not  submitted  to  arbitration  in  accordance
  with  Articke  13,  the  Members  of  the
League  agree  that  they  will  submit  the  matter
to  the  Council.  Any  party  to  the  dispute  may
effect  such  submission  by  giving  notice  of  the
xistence  of  the  dispute  to  the  Secretary  General,
who  will  make  all  necessary  arrangements  for  a
full  investigation  and  consideration  thereof.

For  this  purpose  the  parties  to  the  dispute  will
communicate  to  the  Secretary  General,  as  promptly
as  possible,  statements  of  their  case  with  all  the
relevant  facts  and  papers,  and  the  Council  may
forthwith  direct  the  publication  thereof.
