L'’Etat  français  aura  toute  liberté  de  procéder,
comme  il  Pentendra,  à  la  distribution,  "Pl  Texpé--dition
  et  à  la  fixation  des  prix  de  vente  des  produits
  des  mines  et  de  leurs  dépendances.

Toutefois,  quel  que  soit  le  montant  de  la  production
  des  mines,  le  Gouvernement  français  s'en-E
  à  ce  due  les  demandes  de  la  consommation
ocale,  industrielle  et  domestique,  socient  toujours
Satisfaites  dans  la  proportion,  dui  existait  au  cours
de  L’exercice  1913,  entre  la  consommation  locale
et  la  production  totale  du  Bassin  de  la  Sarre.

GODVERNEMENT  DU  TERRITOIRE  Du  BASSIN
DE  LA  SARRE.

§  16.

Le  Gouvernement  du  territoire  du  Bassin  de
la  Sarre  sera  confié  à  une  Commission  représentant
la  Société  des  Nations.  Cette  Commission  aura
son  siège  dans  le  territoire  du  Bassin  de  la  Sarre.

5+  17.

La  Commission  de  Gouvernement  prévue  au
paragraphe  16  sera  conmponse  de  cing  membres,
nommsés  par  le  Conseil  de  la  Sociécté  des  Nations
et  comprendra  un  membre  français,  un  membre
non  français,  originaire  et  habitant  du  territoire
du  Bassin  de  la  Sarre,  et  trois  membres  ressortissant
à  trois  pays  autres  que  la  France  et  I’Allemagne.

Les  membres  de  la  Commission  de  Gouvernement
  seront  nommés  pour  un  an  et  leur  mandat
sera  renouvelable.  IIs  pourront  tre  révoqués  par
le  Conseil  de  la  Société  des  Nations,  qui  pourvoira
à  leur  remplacement.

Les  membres  de  la  Commission  de  Gouvernement
  auront  droit  à  un  traitement,  dui  sera  fixé
par  le  Conseil  de  la  Société  des  Nations  et  pay
sur  les  revenus  du  territoire.

Le  Président  de  la  Commission  de  Gouvernement
  sera  désigné  par  le  Conseil  de  la  Société  des
Nations,  parmi  les  membres  de  la  Commission  et

  of  the  mines,  the  French  Government  undertakes
  that  the  requirements  of  local  Consumption
for  industrial  and  domestic  purposes  shall  always
be  satisfied  im  the  proportion  existing  in  1913
between  the  amount  consumed  locally  and  the
total  output  of  the  Saar  Basin.

CHAPTER  II.

GOVERNMENT  OF  THE  TERRITORY  OF  THE
SAAR  BASIN.

The  Government  of  the  territory  of  the  Saar
Basin  shall  be  entrusted  to  a  Commission  representing
  the  League  of  Nations.  This  Commission

shall  sit  in  the  territory  of  the  Saar  Basin.

17.

The  Governing  Commission  provided  for  by
peragrarn  6  shall  consist  of  five  members  chosen

y  the  Council  of  the  League  of  Nations,  and  will
include  one  citizen  of  France,  one  native  inhabitant
  of  the  Saar  Basin,  not  a  citizen  of  France,
and  three  members  belonging  to  three  countries
other  than  France  or  Germany.

The  members  of  the  Governing  Commission
shall  be  appointed  for  one  JFear  and  may  be  reappointed.
  They  can  be  removed  by  the  Council
#of  the  League  of  Nations,  which  will  provide  for
their  replacement.

The  members  of  the  Governing  Commission
Will  be  entitled  to  a  salary  which  will  be  fixed  by
the  Council  of  the  League  of  Nations,  and  charged
on  the  local  revenues.

18.

The  Chairman  of  the  Governing  Commission
shall  be  appointed  for  one  Fear  from  among  the
members  of  the  Commission  by  the  Council  of  the
League  of  Nations  and  may  be  re-appointed.

The  Chairman  will  act  as  the  executive  of  the
Commission.
