La  Commission  de  Gouvernement  aura,  gur  le
territoire  du  Bassin  de  la  Sarre,  tous  les  pouvoirs
de  gouvernement  appartenant  antérieurement  à
IEmpire  allemand,  à  la  Prusse  et  à  la  Baviere,  y
compris  celui  de  nommer  et  révoquer  les  fonctionnaires
  et  de  créer  tels  organes  administratifs  et
représentatifs  qu'’elle  estimera  nécessaires.

lle  aura  pleins  pouvoirs  pour  administrer  et
exploiter  les  chemins  de  fer,  les  canaux  et  les
différents  services  publics.

Ses  décisions  seront  prises  à  la  majorité  des  voix.

ç  m20.

L'Allemagne  mettra  à  la  disposition  du  Gouvernement
  du  Bassin  de  la  Sarre  tous  les  documents
  officiels  et  archives  en  possession  de  I’Allemagne,
  d’'un  Etat  allemand  ou  d'’une  autorité
locale,  qui  se  rapportent  au  territoire  du  Bassin
de  la  Sarre  ou  aux  droits  de  ses  habitants.

La  Commission  de  Gouvernement  aura  le  plein

ou  titre  du  domaine  privé,  au  Gouvernement

Etat  allemand  sur  le  territoire  du  Bassin  de  la  Sarre.

En  ce  qui  concerne  les  chemins  de  fer,  une

éGquitable  répartition  du  matériel  roulant  sera
faite  par  une  Commission  mixte,  où  seront  représentés
  la  Commission  de  Gouvernement  du  territoire
  du  Bassin  de  la  Sarre  et  les  chemins  de  fer
allemands.

Les  personnes,  les  marchandises,  les  bateaux,
les  wagons,  les  véhicules  et  les  transports  postaux
sortant  du  Bassin  de  la  Sarre  ou  y  entrant  bénéficieront
  de  tous  les  droits  et  avantages  relatifs
au  transit  et  au  transport  tels  qu'ils  sont  spéeifiés
  dans  les  dispositions  de  la  Partie  XII  (Ports,
Voies  d’eau  et  Voies  ferrées)  du  présent  Traité.

Les  lois  et  reglements  en  vigueur  sur  le  territoire
  du  Bassin  de  la  Sarre  au  11  novembre  1918
(réserve  faite  des  dispositions  édictées  en  vue  de
T’tat  de  guerre)  continueront  à  y  étre  arblicabies.

Si,  pour  des  motifs  d'ordre  général  ou  pour
mettre  ces  lois  et  rsglements  en  accord  avec  les
stipulations  du  present  Traité,  il  était  n#écessaire
d'y  apporter  des  modifications,  celles-ci  seraient
decidées  et  effectuses  par  la  Commission  de  Gouvernement,

Within  the  territory  of  the  Saar  Basin  the
Governing  Commission  shall  have  all  the  powers
of  government  hitherto  belonging  to  the  German
Empire,  Prussia,  or  Bavaria,  including  the  appointment
  and  dismissal  of  officials,  and  the  ereation
of  such  administrative  and  representative  bodies
as  it  may  deem  necessary.  ·

It  88  have  full  powers  to  administer  and
operate  the  railways,  canals  and  the  different
Public  services.

Its  decisions  shall  be  taken  by  a  mafority.

20.

Germany  will  place  at  the  disposal  of  the
Governing  Commission  all  official  doecuments  and
archives  under  the  control  of  Germany,  of  an
German  State,  or  of  any  local  authority,  whio
relate  to  tbe  territory  of  the  Saar  Basin  or  to
the  rights  of  the  inhabitants  thereof.

21.
It  will  be  the  duty  of  the  Governing  Commission

  to  ensure,  by  such  means  and  under  such

conditions  as  it  may  deem  suitable,  the  protection
abroad  of  the  interests  of  the  inhabitants  of  the
territory  of  the  Saar  Basin.

22.

The  Governing  Commission  shall  have  the  ful
right  of  user  of  all  property,  other  than  mines,
belonging,  either  in  public  or  in  private  domain.
to  the  Government  of  the  German  Empire,  or  the
Government  of  any  German  State,  in  the  territory
of  the  Saar  Basin.

As  weparh  the  railways  an  equitable  apportionment
  of  rolling  stock  shall  be  made  by  a  mixed
Commission  on  which  the  Government  of  the
territory  of  the  Saar  Basin  and  the  German
railways  will  be  representeck.

Fersons,  goods,  vessels,  carriages,  wagons  and
mails  coming  from  or  going  to  the  Saar  Basin
shall  ensoy  all  the  rights  and  privileges  relating
to  transit  and  transport  which  are  specified  in
the  provision  of  Part  XII  (Ports,  Waterways  and
Railways)  of  the  present  Treaty.

The  laws  and  regulations  in  force  on  November
  11  1918,  in  the  territory  of  the  Saar  Basin
(except  those  enacted  in  consequence  of  the  state
of  war)  shall  continue  to  apply.

If,  for  general  reasons  or  to  bring  these  laws
and  regulations  into  acoord  with  the  provisions

of  the  present  Treaty,  it  is  necessary  to  introduce

modifications,  these  shall  be  deoided  on,  and  put
into  effect  by  the  Governing  Commission,  after
consultation  with  the  elected  representatives  of
