Aucune  modification  ne  pourra  étre  apportée
au  régime  légal  d'’exploitation,  prévu  au  Para-Fr#be
  2,  sans  Consultation  préalable  de  IEtat
rançais,  à  moins  due  cette  modification  ne  soit  la
conséquence  d'’une  réglementation  générale  du
travail  adoptée-  par  la  Société  des  Nations.

Dans  la  fixation  des  conditions  et  des  heures
de  travail  pour  les  hommes,  les  femmes  et  les
enfants,  la  Commission  de  Gouvernement  devra
Prendre  en  considération  les  vœux  émis  par  les
organisations  locales  du  travail,  ainsi  que  les
principes  adoptés  par  la  Société  des  Nations.

*24.

Sous  réserve  des  dispositions  du  paragraphe  4,
les  droits  des  habitants  du  Bassin  de  la  Sarre  en
matieère  d’assurance  et  de  pensions,  due  ces  droits
aoient  acquis  ou  en  cours  d’'acquisition  à  la  date
de  la  mise  en  vignueur  du  présent  Traité,  qu’üs
aient  trait  à  un  Östeme  quelconque  d’assurance
de  I’Allemagne  ou  à  des  pensions  duelle  qu’'en  scit
la  nature,  ne  sont  affectés  par  aucune  des  dis-Positions
  du  présent  Traité.

L’Allemagne  et  le  Gouvernement  du  territoire
du  Bassin  de  la  Sarre  maintiendront  et  protegeront
  tous  les  droits  ci-dessus  mentionnés.

5.

Les  tribunaux  civils  et  criminels  existant  sur
le  territoire  du  Bassin  de  la  Sarre  seront  maintenus.


Une  Cour  civile  et  criminelle  sera  constitucze
par  la  Commission  de  Gouvernement  pour  juger
en  appel  des  décisions  rendues  par  lesdits  tribunaux
  et  statuer  sur  les  matièéres  dont  ceuxci
n’'auraient  pas  à  connaitre.

I  appartiendre  à  la  Commission  de  Gouvernement
  de  pourvoir  au  règlement  d’organisation
et  de  compétence  de  ladite  Cour.

La  justice  sera  rendue  au  nom  de  la  Commission
  de  Gouvernement.

g  26.

La  Commission  de  Gouvernement  aura  seule
le  pouvoir  de  lever  des  taxes  et  impöts  dans  la
limite  du  territoire  du  Bassin  de  la  Sarre.

Les  taxes  et  impöts  seront  erclusivement
appliqués  aux  bescins  du  territcire.

Le  systeme  fiscal  existant  au  11  novembre
sera  maintenu,  autant  que  les  circonstances
le  permettront,  et  aucune  taxe  nouvelle,  sauf
douanière,  ne  pourra  ötre  établie  sans  consultation
  préalable  des  représentants  élus  des  habitants.

Les  présentes  dispositions  ne  porteront  aucune
atteinte  à  la  nationalité  actuelle  des  habitants
du  territoire  du  Bassin  de  la  Sarre

the  inhabitants  in  such  a  manner  as  the  Commission
  may  determine.

No  modification  may  be  made  in  the  legal
régime  for  the  exploitation  of  the  mines,  provided.
for  in  paragraph  12,  without  the  French  State
being  previously  consulted,  unless  such  modification
  results  from  a  general  regulation  respecting
  labour  adopted  by  the  League  of  Nations.

In  fixing  the  conditions  and  hours  of  labour
for  men,  women  and  children,  the  Governing
Commission  is  to  take  into  consideration  the
wishes  expressed  by  the  local  labour  organizations,
as  well  as  the  principles  adopted  by  the  League
of  Nations.

24.

Subject  to  the  provisions  ofparagraph  4,  no  rights
of  the  inhabitants  of  the  Saar  Basin  acquired
or  in  process  of  acquisition  at  the  date  of  the  coming
  into  force  of  this  Treaty,  in  respect  of  any
insurance  system  of  Germany  er  in  respect  of  any
Pension  of  any  kind,  are  affected  by  any  of  the
Provisions  of  the  present  Treaty.

Germany  and  the  Government  of  the  territor
of  the  Saar  Basin  will  preserve  and  continue  A
of  the  aforesaid  rights.  «

25.

The  civil  and  criminal  courts

existing  in  t
territory  of  the  Saar  Basin  shall  o  üms  in  tae

"ntinue.

A  civil  and  criminal  court  will  be  establishedby
  the  Governing  Commission  to  hear  appeals
from  the  decisions  of  the  said  courts  and  to  decide
matters  for  which  these  courts  are  not  competent.

The  Governing  Commission  will  be  responsible
for  settling  the  organization  and  jurisdiction  of
the  said  court.

Justice  will  be  rendered  in  the  name  of  the
Governing  Commission.

26.

The  Governing  Commission  will  alone  have  the

power  of  levying  taxes  and  in  the  terri
of  the  Saar  7-  nd  dues  in  rritory

asin.
These  taxes  and  dues  will  be  exclusively
plied  to  the  needs  of  the  territory.

The  fiscal  system  existing  on  November  11
1918,  will  be  maintained  as  far  as  possible,  and
no  new  tax  except  customs  duties  may  be  impos--ed
  without  previously  consulting  the  elected
representatives  of  the  inhabitants.

27.

The  present  stipulations  will  not  affeot  the
existing  nationalit)  of  the  inhabitants  of  the
territory  of  the  Saar  Basin.
