Au  cours  de  ces  cing  années,  pour  chaque  article
  en  provenance  du  Bassin  et  dans  lequel  seront
incorporés  des  matières  premieres  ou  des  demiouvrés
  venant  d’Allemagne  en  franchise,  le  Gouvernement
  français  se  réserve  de  limiter  les  quantités,
  qui  seront  admises  en  France,  à  la  moyenne
annuelle  des  qduantités  expédiées  en  Alsace-Lorraine
  et  en  France  au  cours  des  années  1911-1913,
telle  qu'felle  sera  déterminée  à  P’aide  de  tous  renseignements
  et  decuments  statistiques  officiels.

§  32.

Aucune  prohibition  ni  restriction  ne  sera  ims6e

  à  la  circulation  de  la  monnaie  frangçaise  sur
e  territoire  du  Bassin  de  la  Sarre.

L'’Etat  français  aura  le  droit  de  se  servir  de
la  monnaie  française  pour  tous  ses  achats  ou
ElG[*J5  et  dans  tous  ses  contrats  relatifs  à
exploitation  des  mines  ou  de  leurs  dépendances.

z  33.

La  Commission  de  Gouvernement  aura  pouvoir
  de  résoudre  toutes  questions,  auxquelles
Pourrait  donner  lieu  D’interprétation  des  dispositions
  qui  préceèdent.

La  France  et  I’Allemagne  reconnaissent  que
tout  litige,  impliquant  une  divergence  dans  ’inter-Prétation
  desdites  dispositions,  sera  également
scumis  à  la  Commission  de  Gouvernement,  dont
la  décision,  rendue  à  la  masjorité,  sera  obligatoire
pour  les  deux  pays.

CHAPTTRE  II.
CONSULTATILON  POPULAIRE.

A  lexpiration  d'un  délai  de  quinze  ans,  à  compter
  de  la  mise  en  vigueur  du  présent  Traité,  4
population  du  territoire  du  Bassin  de  la  Sarre
sera  appelée  à  faire  connaitre  sa  volonté  comme
1  suit:

Un  vote  aura  lieu  par  Ccommune  ou  par  district
et  portera  sur  les  trois  alternatives  suivantes:
a)  maintien  du  régime  Stabli  par  le  présent  Traité
et  par  la  présente  Annexe;  —  b)  union  à  la  France;
—  c)  union  à  IAllemagne.

Le  droit  de  vote  appartiendra,  sans  distinction.
de  sexe,  à  toute  personne  ägée  de  plus  de  20  ans
àla  date  du  vote,  habitant  le  territoire  à  la  date
de  la  signature  du  Traité.

Les  autres  rögles,  les  modalités  et  la  date  du
vote  seront  fixées  par  le  Conseil  de  la  Société  des
Nations,  de  façon  à  assurer  la  liberté,  le  secret
et  la  sincérité  des  votes.

During  these  five  years  the  French  Government
  reserves  to  itself  the  right  of  limiting  to
the  annual  average  of  the  quantities  importe
into  Alsace-Lorrame  and  France  in  the  years
1911  to  1913  the  quantities  which  may  be  sent
into  France  of  all  articles  Koming  from  the  Basin
which  include  raw  materials  and  semi-manufactured
  goods  imported  duty  free  from  Germany.
Such  average  shall  be  determined  after  referende
to  all  available  official  information  and  statistics.

32.

No  prohibition  or  restriction  shall  be  imposed
upon  the  circulation  of  French  money  in  the
territerp  0  the  Saar  Basin.

The  French  State  shall  have  the  right  to  use
French  money  in  all  purchases,  payments  and
contracts  connected  with  the  exploitation  of  the
mines  or  their  accessories  and  subsidiaries.

33.

The  Governing  Commission  shall  have  power
to  decide  all  questions  arising  from  the  interpretation
  of  the  preceding  provisions.

France  and  Germany  agree  that  any  dispute
involving  a  difference  of  opinion  as  to  the  inter-Pretation
  of  the  said  provisions  shall  in  the  same
way  be  submitted  to  the  Governing  Commission,
and  the  decision  of  a  majority  of  the  Commission
shall  be  binding  on  both  countries.

CHAPTER  HI.
PLEBISCTxE.

34.

At  the  termination  of  a  period  of  fifteen  years
from  the  coming  into  force  of  the  present  Treaty,
the  Fovuletion  of  the  territory  of  the  Saar  Basin
will  be  called  upon  to  indicate  their  desires  in  the
following  manner:

A  vote  will  take  place  by  communes  or  districts,
  on  the  three  following  alternatives:
(a)  maintenance  of  the  régime  established  b
the  present  Treaty  and  by  this  Annex;  (b)  unionm
with  France;  (c)  union  with  Germany.

All  persons  without  distinction  of  sex,  more
than  twenty  Fears  old  at  the  date  of  the  voting,
resident  in  the  territory  at  the  date  of  the  signature
  of  the  present  Treaty,  will  have  the  righe
to  vote.  *

The  other  conditions,  methods  and  the  date
of  the  voting  shall  be  fixed  by  the  Council  of  the
League  of  Nations  in  such  a  way  as  to  secure  the
freedom,  secrecy  and  trustworthiness  of  the  voting.
