II  sera  tenu  compte  à  l'Allemagne,  dans  la
fixation  du  montant  de  ces  sommes,  de  la  part
Pour  laquelle  I'Alsace-Lorraine  aurait  contribué,
vis-à-vis  de  I’Empire,  aux  dépenses  résultant  de
tels  remboursements,  cette  contribution  étant
calculée  d’apres  la  part  proportionnelle  des  revenus
  d’Empire  provenant  de  Il’Alsace-Lorraine
en  1913.

Article  59.

L'’Etat  français  percevra  pour  son  propre
compte  les  impöôts,  droits  et  taxes  d’Empire  de
toute  nature,  exigibles  sur  les  territoires  visés  à
Darticle  51  et  non  recouvrés  à  la  date  de  I’Armistice
  du  11  novembre  1918.

Article  60.

Le  Gouvernement  allemand  remettra  sans  délai
les  Alsaciens-Lorrains  (personnes  physiques  et
morales  et  stablissements  publics)  en  possession
de  tous  biens,  droits  et  29  leur  appartenant
à  la  date  du  11  novembre  1918,  en  tant  qu’ils

seront  situés  sur  le  territoire  allemand.

Article  61.

Le  Gouvernement  allemand  s'’engage  à  poursuivre
  et  achever  sans  retard  l’exécution  des
clauses  financières  concernant  I’Alsace-Lorraine
et  prévues  dans  les  diverses  conventions  d’armistice.


Article  62.

Le  Gouvernement  allemand  s'’engage  à  supporter
  la  charge  de  toutes  pensions  civiles  et
militaires  acquises  en  Alsace-Lorraine  à  la  date
du  11  novembre  1918,  et  dont  le  service  incombait
au  budget  de  I’Empire  allemand.

Le  Gouvernement  allemand  fournira  chaque
année  les  fonds  nécessaires  pour  le  payement  en
francs,  au  taux  moyen  du  change  de  I’année,  des
sommes  auxquelles  des  personnes  résidant  en
Alsace-Lorraine  auraient  eu  droit  en  marks  si
1’Alsace-Lorraine  était  restée  sous  la  juridiotion

allemande.

Article  63.

Eu  6gard  à  Tobligation  assumée  par  I'Allemagne
  dans  la  Partie  VIII  (Réparations)  du  présent
  Traité,  d’'accorder  compensation  pour  les
dommages  causés  sous  forme  d’amendes  aux
populations  civiles  des  pays  alliés  et  associés,  les
habitants  des  territoires  visés  à  I’article  51  seront
assimilés  auxdites  populations.

Article  64.
Les  regles  concernant  le  régime  du  Rhin  et
de  la  Moselle  sont  fixées  dans  la  Partie  XII  (Port,
Voies  d’eau  et  Voies  ferrées)  du  présent  Traité.

In  fixing  the  amount  of  these  sums  Germany
shall  be  credited,  with  that  portion  which  Alsace-Lorraine
  would  have  contributed  to  the  Empire
to  meet  the  expenses  resulting  from  these  payments,
this  contribution  being  calculated  according  to
the  proportion  of  the  Imperial  revenues  derived
from  Alsace-Lorraine  in  1913.

Article  59.

The  French  Government  will  collect  for  its
own  account  the  Imperial  taxes,  duties  and  dues
of  every  kind  leviable  in  the  territories  referred
to  in  Article  51  and  not  collected  at  the  time  of
the  Armistice  of  November  11  1918.

Article  60.

The  German  Government  shall  without  delay
restore  to  Alsace-Lorrainers  (individuals,  juridical
  persons  and  public  institutions)  all  property,
  rights  and  interests  belonging  to  them  on
November  11  1918,  in  so  far  as  these  are  situated
  in  German  territory.

Article  61.

The  German  Government  undertakes  to  continue
  and  romppiete  without  delay  the  execution
of  the  financial  clauses  regarding  Alsace-Lorraine
Contained  in  the  Armistice  Conventions.

Article  62.

The  German  Government  undertakes  to  bea
the  expense  of  all  civil  and  military  pensions
which  had  been  earned  in  Alsace-Lorrdine  on  the
date  of  November  11  1918,  and  the  maintenance
of  which  was  a  charge  on  the  budget  of  the  German
  Emnpire.

The  German  Government  shall  furnish  each
vear  the  funds  necessary  for  the  payment  in
francs,  at  the  average  rate  of  exchange  for  that
Fear,  of  the  sums  in  marks  to  which  persons  resident
  in  Alsace-Lorraine  would  have  been  entitled
if  Alsace-Lorraine  had  remained  under  German
jurisdiction.

Article  63.

For  the  purposes  of  the  obligation  assumed
by  Germany  in  Part  VIII  (Reparation)  of  the
Present  Treaty  to  give  compensation  for  damages
caused  to  the  civil  populations  of  the  Allied  and
Asscciated  countries  in  the  form  of  fines,  the  inhabitants
  of  the  territories  referred  to  in  Article  51
Shall  be  assimilated  to  the  above-mentioned  populations.


Article  64.

The  ulations  concerning  the  control  of  the
Rhine  and  of  the  Moselle  are  laid  down  in  Part
XII  (Ports,  Waterways  and  Railways)  of  the
Present  Treaty.
