audit  **  sera  le  taux  moyen  Coté  à  la
Bourse  de  Genève  durant  le  mois  qui  a  précédé
le  11  novembre  1918.

II  pourra  Ötre  constitué  sur  le  territoire  visé
à  Tarticle  51,  pour  le  reglement  desdites  dettes
dans  les  conditions  prévues  à  la  Section  III  de  la
Partie  X  (Tlauses  éCconomiques)  du  présent  Traité,
un  office  spécial  de  Vérification  et  de  compen-Sation,
  étant  entendu  due  ledit  office  pourra  étre
dconsidéré  Ccomme  un  „office  central“  au  sens  du
Paragraphe  ler  de  I’Anneze  de  ladite  Section.

Article  73.

Les  biens,  droits  et  intéréts  privés  des  Alsaciens-Lorrains
  en  Allemagne  seront  régis  par
les  dispositions  de  la  Section  IV  de  la  Partie  X
(Clauses  économiques)  du  présent  Traité.

Article  74.

Le  Gouvernement  français  se  réserve  le  droit
de  retenir  et  liquider  tous  les  biens,  droits  et  intéröts
  que  possédaient,  à  la  date  du  11  novembre
1918,  les  ressortissants  allemands  ou  les  sociétés
contrölékes  par  PAllemagne  sur  les  territoires
visés  à  T’article  51,  dans  les  conditions  fixées  au
dernier  alinéa  de  Particle  53  ci-dessus.

L’'’Allemagne  indemnisera  directement  ses  ressortissants
  dépossédés  par  lesdites  liquidations.

L'affection  du  produit  de  ces  liquidations  sera
réglé  conformément  aux  dispositions  des  Sections
III  et  IV  de  la  Partie  X  (Clauses  économiques)
du  présent  Traité.

Article  75.

Par  4’rogetion  aux  dispositions  prévues  à  la
Section  V  de  la  Partie  X  (Clauses  é6conomiques)
du  présent  Traité,  tous  Contracts  Conclus  avant  la
date  de  promulgation  en  Alsace-Lorraine  du  décret
  français  du  30  novembre  1918,  entre  Alsaciens-Lorrains
  (personnes  physiques  et  morales)
rou  autres  résidant  en  Alsace-Lorraine  d’une  part,
et  PEmpire  ou  les  Etats  allemands  ou  leurs  ressortissants
  résidant  en  Allemagne  d’autre  part,  et
dont  Pexécution  a  été  suspendue  par  I’Armistice
ou  par  la  Hgislation  française  ultérieure,  sont
maintenus.  „

Toutefois,  seront  annulés  les  contracts  dont,
dans  un  intéröt  général,  le  Gouvernement  français
  aurait  notifié  la  résiliation  à  IAllemagne
dans  un  délai  de  six  mois  à  dater  de  la  mise  en
vigueur  du  présent  Traité,  sauf  en  ce  qui  concerne
les  dettes  et  autres  obligations  Ppécuniaires  résultant
  de  l’exécution  avant  le  11  novembre  1918
d’un  acte  ou  d’un  payement  Pprévu  à  ces  contrats.
  Si  cette  annulation  entraine  pour  une  des
parties  un  Pojudice  considérable,  il  sera  accordé
à  la  partie  lésée  une  indemnité  équitable  calculée
uniquement  sur  le  capital  engagé  et  sans  tenir
compte  du  manque  à  gagner.

in  the  Case  of  such  settlement  shall  be  the
average  rate  duoted  on  the  Geneva  Exchange
during  the  month  preceding  November  11  1918.

There  may  be  established  in  the  territories
referred  to  in  Article  51,  for  the  settlement  of
the  aforesaid  debts  under  the  conditions  laid
down  in  Section  III  of  Part  X  (Economic  Clauses)
  of  the  present  Treaty,  a  special  clearing
office,  it  being  understood  that  this  office  shall
be  regarded  as  a  „Central  office“  under  the  provisions
  of  paragraph  I  of  the  Annex  to  the  Said
Section.

Article  73.

The  private  property,  rights  and  interests  of
Alsace-Lorrainers  in  Germany  will  be  regulated
by  the  stipulations  of  Section  IV  of  Part  X  (Eco
nomic  Clauses)  of  the  present  Treaty.

Article  74.

The  French  Government  reserves  the  right  to
retain  and  liquidate  all  the  property,  rights  and
interests  which  German  nationals  or  societies  controlledc
  by  Germany  possessed  in  the  territories
  referred  to  in  Article  51  on  November  11,
1918,  subject  to  the  conditions  laid  down  in  the
last  paragraph  of  Article  53  above.

Germany  will  directly  compensate  her  nationals
  who  may  have  been  dispossessed  by  the
aforesaid  liquidation.

The  product  of  these  liquidations  shall  be
applied  in  accordance  with  the  stipulations  of
Sections  III  and  IV  of  Part  X  (Economic  Clauses)
  of  the  present  Treaty.

Article  75.

Notwithstanding  the  stipulations  of  Section  V
of  Part  X  (Economie  Clauser  of  the  present
Treaty,  all  contracts  made  before  the  date  of  the
romulgation  in  Alsace-Lorraine  of  the  French
hecree  of  November  30  1918,  between  Alsace-Lorrainers
  (whether  individuals  or  juridical  persons
or  others  resident  in  A  e-Lorraine  on  the  one
Part  and  the  German  Empire  or  German  States
and  their  nationals  resident  in  Germanv  on  the
other  Part.  the  execution  of  which  has  n  susended
  by  the  Armistice  or  by  subsequent  French
egislation,  shall  be  maintained.

Nevertheless,  any  contract  of  which  the  French
Government  shall  notify  the  cancellation  to  Germany
  in  the  general  interest  within  a  period  of
six  months  from  the  date  of  the  coming  into  force  of
the  present  Treaty,  shall  be  annulled  except  in
respect  of  any  debt  or  other  pecuniary  obligation
arising  out  of  any  act  done  or  money  paid
thereunder  before  November  11  1918.  If  this
dissolution  would  cause  one  of  the  parties  substantial
  prejudice,  equitable  compensation,  calulated
  solely  on  the  capital  employed  without
taking  account  of  loss  of  Profits,  shall  be  accorded
to  the  prejudiced  party.
