Tune  autre  région,  exerpant  leurs  fonctions  à  la
date  de  la  mise  en  vigueur  du  présent  Traité,  ou
les  ayant  quittées  depuis  le  ler  mars  1919,  seront
Pareillement  Cvachés.

Toutes  les  sociétés  militaires  et  semi-militaires
formes  dans  ladite  zone  par  des  habitants  de  cette
région  seront  immédiatement  disscutes.  Ceux  des
membres  de  Cces  sociétés  non  domiciliés  dans  ladite
zone  devront  I’évacuer.

82.

La  zone  du  plébiscite  sera  immédiatement  placée
sous  Pautorité  d’'une  Commission  internationale  de
Autre  membres  désignés  par  les  Etats-Unis

Amérique,  la  France,  ’Empire  britannique  et
PItalie.  Elle  sera  ocoupée  par  les  troupes  des
Puissances  allices  et  associées.  Le  Gouvernement
allemand  s'engage  à  faciliter  le  transport  de  ces
troupes  en  Haute  Süsie.

La  Commission  jouira  de  tous  les  pouvoirs
excercés  par  le  Gouvernement  allemand  ou  le  Gouvernement
  prussien,  sauf  en  matière  de  Egislation
ou  d’impöts.  Elle  sera,  en  outre,  substituée  au
Gouvernement  de  la  province  ou  de  la  régence
(Regierungsbezirk).

II  sera  de  la  compétence  de  la  Commission
d’interpréter  elle-méeme  les  pouvoirs  qui  lui  sont
conféres  par  les  présentes  dispositions,  et  de  déterminer
  dans  duelle  mesure  elle  exercera  ces
Pouvoirs  et  dans  qduelle  mesure  ceux-ci  seront  laisé
  entre  les  mains  des  autorités  existantes.

Des  modifications  aux  lois  et  aux  impöts  existants
  ne  pourront  stre  mises  en  vigueur  qdu'’avec
le  consentement  de  la  Commission.

L’ordre  sera  maintenu  par  les  soins  de  la  Commission
  avec  F’aide  des  troupes  qui  seront  à  sa
disposition.  et,  dans  la  mesure  odn  elle  le  jugera
nécessaire,  par  une  police  qui  sera  recrutée  parmi
les  hommes  originaires  du  pays.

La  Commission  devra  pourvoir  sans  délai  au
remplacement  des  autorités  allemandes  6vacuêbes
et,  s'il  y  a  lieu,  donner  elle-meme  Tordre  d’évacnation
  et  procéder  au  remplacement  de  telles
autorités  qu'il  appartiendra.

Elle  prendra  toutes  les  mesures  propres  à
assurer  la  liberté,  la  sincérité  et  le  secret  du  vote.
Elle  pourra  notamment  prononcer  T’expulsion  de
toute  personne  qui  aura,  d’une  façon  qduelconque,
tenté  de  fausser  le  résultat  du  plébiscite  par  des
manceuvres  de  corruption  ou  dintimidation.

La  Commission  aura  pleins  pouvoirs  pour  stateur
  sur  toutes  les  qduestions  auxquelles  I’exé-.
cution  des  présentes  clauses  pourra  donner  leu.

choisis  par  elle  parmi  la  population  locale.

Councils  who  are  natives  of  another  region  and
are  exercising  their  functions  at  the  date  of  the
coming  into  force  of  the  present  Treaty,  or  who
have  gone  out  of  office  since  March  1,  1919,
shall  be  evacuated.

AIl  military  and  semi-military  unions  formed
in  the  said  area  by  inhabitants  of  the  district
shall  be  immediately  disbanded.  All  members  of
such  military  organisations  who  are  not  domiciled
in  the  said  aren  shall  be  required  to  leave  it.

The  plebiscite  area  shall  be  immediately  placed
under  *  authority  of  an  International  Commission
  of  four  members  to  be  designated  by  the
following  Powers;  the  United  States  of  America,

France,  the  Britisb  Empire  and  Italy.  It  shall

be  occuped  by  troops  belonging  to  the  Allied  and
Associated  Powers,  and  the  German  Government
undertakes  to  give  facilities  for  the  transference
of  these  troops  to  Upper  Silesia.

The  Commission  shall  enjoy  all  the  powers
eexercised  by  the  German  or  the  Prussian  Govern--ment,
  except  those  of  legislation  or  taxation.  It
shall  also  r  substituted  for  the  Government  of
the  province  and  the  Regierungsbezirk.

It  shall  be  within  the  competence  of  the  Commission
  to  interpret  the  powers  hereby  conferred
upon  it  and  to  determine  to  what  extent  it  shall
exercise  them,  and  to  what  extent  they  shall  be
left  in  the  hands  of  the  existing  authorities.

Changes  in  the  existing  laws  and  the  existing
taxation  shall  only  be  brought  into  foroe  with
the  consent  of  the  Commission.

The  Commission  will  maintain  order  with  the
help  of  the  troops  which  will  be  at  its  disposal,
and,  to  the  extent  which  it  may  deem  necessary,  by
means  of  gendarmerie  recruited  among  the  immhabitants
  of  the  country.  The  Commission  shall
provide  immediately  for  the  replacement  of  the
evacuated  German  officials  and,  if  occasion  arises,
shall  itself  order  the  evacuation  of  such  authorities
  and  proceed  to  the  replacement  of  such  local
authorities  as  may  be  required.  It  shall  take  all
steps  which  it  thinks  proper  to  ensure  the  freedom,
fairness  and  secrecy  of  the  vote.  In  particular,
it  shall  have  the  right  to  order  the  expulsion  of
any  person  who  may  in  any  way  have  attempted
to  distort  the  result  of  the  plebiscite  by  methods
of  corruption  or  intimidation.

The  Commission  shall  have  full  power  to  settle
all  questions  arising  from  the  execution  of  the
present  clauses.  It  shall  be  assisted  by  technical
advisers  chosen  by  it  from  among  the  local  population.
