Les  décisions  de  la  Commission  seront  prises
à  la  majorité  des  voix.

*§4.

De  vote  aura  lieu  à  l’expiration  d'un  délai  à
fixer  #e##  les  principales  Puissances  alliées  et
associées,  mais  qui  ne  pourra  ôtre  moindre  de  six
mois  ni  excéder  dix-huit  mois,  à  dater  de  L’entrée
en  fonctions  de  la  susdite  Commission  dans  la  zone.

Le  droit  de  suffrage  sera  accord  à  toutes
Personnes,  sans  distinction  de  sexe,  satisfaigant
aux  conditions  suivantes:

a)  Avoir  20  ans  révolus  au  ler  janvier  de  L’année
  dans  laquelle  aura  lieu  le  plébiscite;

b)  Etre  n  dans  la  zone  soumise  au  plébiscite
ou  y  avoir  son  domicile  depuis  ume  date  à  fixer
par  la  Commission,  mais  qui  ne  saurait  Stre  postérieure
  au  ler  fanvier  1919,  ou  en  avoir  4t  expulsé
Par  les  autorités  allemandes  sans  y  avoir  gardé
son  domicile.

Les  personnes  Ccondamnées  pour  délit  politique
devront  Stre  mises  à  meme  d’exercer  leur  droit
de  vote.

Chacun  votera  dans  la  Ccommune  on  il  est  domicilié,
  ou  dans  ladquelle  il  est  né  s'il  n’a  pas  son
domicile  sur  le  territcire.

Le  résultat  du  vote  sera  déterminé  par  commune,
  d’apres  la  majorité  des  votes  dans  chaque
commune.

A  ka  clbture  du  vote,  le  nombre  des  voix  dans
chaqdue  commune  sera  communiqué  par  la  Commission
  aux  principales  Puissances  allices  et  associébes,
  em  méme  temps  qufun  rapport  détaillé
sur  les  0pérations  du  vote  et  qu’fune  proposition
sur  le  tracé  qui  devrait  stre  adopté  comme  frontière
  de  I’Allemagne  en  Haute  Silésie,  en  tenant
compte  du  veeu  exprimé  par  les  habitants  ainsi
due  de  la  situation  géographique  et  économique
des  localités.

Aussitöt  due  la  ligne  frontière  aura  6té  fixée
ar  les  Principales  Puissances  alliées  et  asscciées,
Commission  notifiera  aux  autorités  allemandes
dqu’'elles  ont  à  reprendre  l’administration  du  territoire
  dui  serait  reconnu  comme  devant  stre  allemand;
  lesdites  autorités  devront  y  procéder  dans
le  courant  du  mois  qui  suivra  cette  notification,

de  la  maniere  prescrite  par  la  Commission.

Dans  le  méme  délai  et  de  la  manière  prescrite
her  la  Commission,  le  Gouvernement  polonais
evra  pourvoir  à  l’administration  du  territeire
qui  serait  reconnu  comme  devant  ötre  polonais.

Des  due  P’administration  du  pays  aura  6t6
ainsi  assurée  respectivement  par  autorités
allemandes  ou  polonaises,  les  pouvoirs  de  la  Commission
  prendront  fin.  «

The  decisions  of  the  Commission  shall  be  taken
by  a  meajority  vote.

The  vote  shall  take  place  at  such  date  as  may
be  determined  by  the  Principal  Allied  and  Associated
  Powers,  but  not  sooner  than  six  months
or  lather  tan  eighteen  months  after  the  establishment
  of  the  Commission  in  the  area.

The  right  to  vote  shall  be  given  to  all  persons
  without  distinction  of  sex  who:

(a)  Have  completed  their  twentieth  year  on
the  Ist  January  of  the  Fear  in  which  the  plebiscite
  takes  place;

(b)  Wer  born  in  the  plebiscite  aren  or  have
been  domiciled  there  since  a  date  to  be  determined
by  the  Commission,  which  shall  not  be  subsequent
to  January  1,  1919,  or  who  have  been  expelled.
by  the  German  authorities  and  have  not  retained.
their  domicile  there.

Persons  convicted  of  political  offences  shall
be  enabled  to  exercise  Their  right  of  voting.

Every  person  will  vote  in  the  commune  where
he  is  domiciled  or  in  wbich  he  was  born,  if  he  has
not  retained  his  domicile  in  the  area.

The  result  of  the  vote  will  be  determined  by
communes  according  to  the  majority  of  votes  in
each  commune.

On  the  conclusion  of  the  voting,  the  number  of
votes  cast  in  each  commune  will  be  communicated.
by  the  Commission  to  the  Principal  Allied  and.
Associated  Powers,  with  a  full  report  as  to  the
taking  of  the  vote  and  a  recommendeation  as  to  the
line  which  ought  to  be  adopted  as  the  frontier
of  Germany  in  Upper  Silesia.  In  this  recommendation
  regard  wins  be  paid  to  the  wishes  of  the
inhabitants  as  shown  by  the  vote,  and  to  the

eographical  and  economic  conditions  of  the
Ccality.

As  soon  as  the  frontier  has  been  fixed  by  the
Principal  Allied  and  Associated  Powers,  the  German
  authorities  will  be  notified  by  the  Unternational
  Commission  that  they  are  free  to  take
over  the  administration  of  the  territory  which  it
is  recognised  should  be  German;  the  said  authorities
  must  proceed  to  do  so  within  one  month  of
such  notification  and  in  the  manner  prescribed  by
the  Commission.  -.--  »

Within  the  same  period  and  in  the  manner  prescribed
  by  the  Commission,  the  Polish  Government
must  proceed  to  take  over  the  administration  of
the  territory  which  it  is  recognised  should  be  Polish.

When  the  administration  of  the  territory  has
been  provided  for  by  the  German  and  Polish
authorities  respectively,  the  powers  of  the  Commission
  will  terminate.
