de  toute  réquisition  en  argent  ou  en  nature  et  de
toute  mesure  pouvant  porter  atteinte  aux  intérsts
matériels  du  pays.

A  Texpiration  de  la  période  sus-mentionnée,
ladite  zone  sera  placée  sous  I’autorité  d'une  Commission
  internationale  de  cinq  membres,  nommés
Par  les  Principales  Puissances  alliéces  et  associéces.
  Cette  Commission  aura  un  pouvoir  général
’administration  et,  en  particulier,  sera  chargée
du  soin  d’organiser  le  vote  et  de  prendre  toutes  les
mesures  du’elle  jugera  nécessaires  pour  en  assurer
la  liberté,  la  sincérité  et  le  secret.  La  Commission
aura  aussi  plein  pouvoir  pour  statuer  sur  toutes
les  questions  auxquelles  exécution  des  présentes
clauses  pourra  donner  lieu.  La  Commission
Prendra  tous  les  arrangements  utiles  pour  se  faire
aider  dans  I’exercice  de  ses  fonctions  par  des
assistants  choisis  par  elle  parmi  la  population.
locale.  Ses  décisions  seront  prises  à  la  majorité
des  voix.

Le  droit  de  suffrage  sera  accordeé  à  toute  personne,
  sans  distinction  de  sexe,  satisfaisant  aux
conditions  suivantes:

a)  Avoir  20  ans  révolus  à  la  date  de  la  mise  en
vigueur  du  présent  Traité;  «

b)  Etre  né  dans  la  zone  soumise  au  plébiscite
ou  y  avoir  son  domicile  ou  sa  résidence  habituelle
depuis  la  date  qui  sera  fixzée  par  la  Commission.

Chacun  votera  dans  la  commune  on  il  est  domicilié,
  ou  dans  laquelle  il  est  né  s'il  n’a  pas  son
domicile  ou  sa  résidence  dans  ladite  zone.

Le  résultat  vote  sera  déterminé  par  commune
(Gemeinde),  d’aprés  la  majorité  des  votes  dans
chaque  commune.

A  la  clöture  du  vote,  le  nombre  des  voix  dans
chaque  commune  sera  communiqué  par  la  Commission
  aux  Principales  Puissances  alliées  et  associées,
  en  möme  temps  qu’un  rapport  détaillé  sur
les  op  rations  du  vote  et  qu’une  proposition  sur  le
tracé,  qui  devrait  ötre  adopté  comme  frontiére
de  la  Prusse  Orientale  dans  cette  région,  en  tenant
compte  du  veeu  des  habitants  exprimé  par  le
vote  ainsi  due  de  la  situation  géographique  et
économique  des  localitébs.  Les  Principales  Puissances
  alliées  et  associées  détermineront  alors  la
frontière  entre  la  Prusse  Orientale  et  la  Pologne
dans  cette  région.  1

Si  le  tracé  fixé  parles  Principales  Puissances  alliées
et  asscciéces  est  tel  qu’il  exclut  de  la  Prusse  Orien--tale
  une  partie  qduelconque  du  terrain  délimité
à  Tarticle  94,  la  renonciation  de  I’Allemagne
à  ses  droits  en  faveur  de  la  Pologne,  ainsi  qu’il
est  prévu  à  Tarticle  87  ci-dessus,  s'étendra  aux
territoires  ainsi  exclus.  -

from  all  requisitions  in  money  or  in  kind  and  from
all  measures  injurious  to  the  economic  interests
of  the  country.

On  the  expiration  of  the  above-mentionedperiod
  the  said  area  will  be  placed  under  the
authority  of  an  International  Commission  of
five  members  appointed  by  the  Principal  Allied
aud  Associated  Powers.  This  Commission  will
have  general  powers  of  administration  and,  in
Particular,  will  be  charged  with  the  duty  of  arranging
  for  the  vote  and  of  taking  such  measures
  as  it  may  deem  necessary  to  ensure  its
freedom,  fairness  and  secrecy.  The  Commission
will  have  all  necessary  authority  to  decide  any
questions  to  which  the  execution  of  these  provisions
  may  give  rise.  The  Commission  will  make
such  arrangements  as  may  be  necessary  for  assistance
  in  the  exercise  of  its  functions  by  afficials
chosen  by  itself  from  the  local  population;  its
decisions  will  be  taken  by  a  masjority.

Every  person,  irrespective  of  sex,  will  be  entitled
to  vote  who:

(a)  18  20  Veas  of  age  at  the  date  of  the  coming
into  force  of  the  present  Treaty,  and

(b)  Was  born  witbin  the  area  where  the  vote
will  take  place  or  has  been  habitually  resident
there  from  a  date  to  be  fixed  by  the  Commission.

Eve  erson  will  vote  in  the  commune  where
he  is  TLabituall  resident  or,  if  not  habituall)
resident  in  the  area,  in  the  commune  where  he
was  born.

The  result  of  the  vote  will  be  determined  by
communes  (Gemeinde)  according  to  the  majority
of  the  votes  in  each  commune.

On  the  conclusion  of  the  voting  the  number
of  votes  cast  in  each  commune  will  be  communicated

  by  the  Commission  to  the  Principal  Allied

and  Asscciated  Powers,  with  a  full  report  as  to
the  taking  of  the  vote  and  a  recommendation  as
to  the  line  which  ought  to  be  adopted  as  the
boundary  of  East  Prussia  in  this  region.  In  this
recommendation  regard  will  be  paid  to  the  wishes
of  the  inhabitants  as  shown  by  the  vote  and  to
the  geographical  and  economic  conditions  of  the
locality.  Tho  Principal  Allied  and  Associated
Powers  will  then  fix  the  frontier  between  East
Prussia  and  Poland  in  this  region.

If  the  line  fixed  by  the  Principal  Allied  and
Asscciated  Powers  is  such  as  to  exclude  from
East  Prussia  any  part  of  the  territory  defined  in
Article  94,  the  renunciation  of  its  rights  by  Germany
  in  favour  of  Poland,  as  provided  in  Artiche
  87  above,  will  extend  to  the  territories  so
excluded.  Z

As  soon  as  the  line  has  been  fixed  by  the  Principal
  Allied  and  Associated  Powers,  the  authorities
  administering  East  Prussia  will  be  notified
by  the  International  Commission  that  they  are
free  to  take  over  the  administration  of  the  territory
  to  the  north  of  the  line  so  fixed,  which  they
