Article  195.

Afin  d’assurer  T’entière  liberté  d’accès  de  la  Baltique

de  Greenwich,  I’Allemagne  ne  devra  dlever  aucune

fortification  ni  installer  aucune  artillerie  commandant
  les  routes  maritimes  entre  la  mer  du  Nord
et  la  Baltique.  Les  fortifications  existant  actuellement
  dans  cette  zone  devront  Ötre  démolies  et  les
Canons  enlevés  sous  le  contröle  des  Puissances
allices  et  dans  les  délais  fixés  par  elles.

Le  Gouvernement  allemand  devra  mettre  à  la
disposition  des  Gouvernements  des  Principales
Puissances  alliées  et  asscciées  toutes  les  informations
  hydrographiques  completes,  actuellement  en
sa  Possession,  concernant  les  routes  d’accès  entre
la  Baltique  et  la  mer  du  Nord.

Article  196.

Tous  les  ouvrages  fortifiés,  fortifications  et
places  fortes  maritimes,  autres  que  ceux  mentionnés
  à  la  Section  XIII  (Héligoland)  de  la
Partie  III  (Clauses  politiques  européennes)  et  à
Particle  195,  et  qui  sont  situés  soit  à  moins  de
cinquante  kilomètres  de  la  cöte  allemande,  soit
dans  les  ües  allemands  du  littoral,  sont  considérés
  comme  ayant  un  caractère  défensif  et  pourront
  rester  dans  leur  Stat  actuel.

Aucune  nouvelle  fortification  ne  devra  étre  construite
  dans  cette  zone.  L'armement  de  ces  ouvrages
ne  devra  jamais  dépasser,  en  nombre  et  calibres  des
Canons,  I’armement  existant  à  la  date  de  la  mise
en  vigueur  du  présent  Traité.,  Le  Gouvernement

allemand  en  fera  connaitre  immédiatement  la  com-Position

  à  tous  les  Gouvernements  européens.

Aprèes  I’expiration  d’un  délai  de  deux  mois  à
dater  de  la  mise  en  vigueur  du  présent  Traité,
’approvisionnement  de  ces  pièces  sera  uniformément
  ramené  et  maintenu  à  un  chiffre  maximum
de  quinze  cents  coups  par  pièce  pour  les  calibres
de  10,5  et  plus  petits,  et  cinq  cents  coups  par
Pièce  pour  les  calibres  supérieurs.

Article  197.

Pendant  les  trois  mois  qui  suivront  la  mise  en
vigueur  du  présent  Traité,  les  stations  allemandes
de  télégraphie  sans  fil  à  grande  puissance  de  Nauen,
Hanovre  et  Berlin,  ne  devront  pas  etre  employées,
sans  Pautorisation  des  Gouvernements  des  Principales
  Puissances  allices  et  asscciées,  pour  transmettre
  des  messages  relatifs  aux  questions  d’ordre
naval,  militaire  ou  politique,  intéressant  I’Allemagne
  dules  Ptuissances  quiont  étéles  alliécesde  I’Allemagne
  pendant  la  guerre.  Ces  stations  pourront

Article  195.

In  order  to  ensure  free  passage  into  the  Baltic
to  all  nations,  Germany  shall  not  erect  any  fortifications
  in  the  area  comprised  between  latitudes
55°  27°  N.  and  54°  00°  N.  and  longitudes  9%  00°  E.
and  16°  00°  E.  of  the  meridian  of  Greenvich,  nor
instal  any  guns  commanding  the  maritime  routes
between  the  North  Sea  and  the  Baltic.  The  fortifications
  now  existing  in  this  aren  shall  be  demolished
  and  the  guns  removed  under  the  supervision
  of  the  Allied  Governments  and  in  periods
to  be  fixed  by  them.

The  German  Government  shall  place  at  the
disposal  of  the  Governments  of  the  Principal
Allied  and  Asscciated  Powers  all  hydrographical

information  now  in  its  possession  concerning  the
channels  and  adjoining  waters  between  the  Baltic
and  the  North  Sea.
Article  196.
All  fortified  works  and  fortifications,  other

than  those  mentioned  in  Section  XIII  (Heligoland)
#of  Part  III  (Political  Clauses  for  Europe)  and
in  Article  195,  now  established  within  fifty  kilometres
  of  the  German  coast  or  on  German  islands
  off  that  coast  shall  be  considered  as  of  a
defensive  nature  and  may  remain  in  their  existing
condition.

No  new  fortifications  shall  be  constructed
within  these  limits.  The  armament  of  these  defences
  shall  not  exceed,  as  regards  the  number
and  calibre  of  guns,  those  in  position  at  the  date
of  the  coming  into  force  of  the  present  Treaty.
The  German  Government  shall  communicate  bort-.
with  particulars  thereof  to  all  the  European  Governments.


On  the  expiration  of  a  period  of  two  months
from  the  coming  into  force  of  the  present  Treaty
the  stocks  of  ammunition  for  these  guns  shall  be
reduced  to  and  maintained  at  a  maxzimum  fi
of  fifteen  hundred  rounds  per  piece  for  calibres  of
4.  inch  and  under,  and  five  hundred  rounds  per
Piece  for  higher  calibres.

Article  197.

During  the  three  months  following  the  coming
into  force  of  the  present  Treaty  the  German  bighpower
  wireless  telegraphy  stations  at  Nauen,

anover  and  Berlin  shall  not  be  used  for  the
transmission  of  messages  concerning  naval,  military
  or  political  questions  of  interesb  to  Germany)
or  any  State  which  has  been  allied  to  Germany
in  the  war,  without  the  assent  of  the  Governments
  of  the  Principal  Allied  and  Associated
