positions  ci-dessus,  la  forme  de  ces  bons  sera
déterminée  par  la  Commission  des  réparations.
Lesdits  bons  seront  remis  à  la  Commission  des
réparations,  qui  aura  pouvoir  de  les  recevoir  et
d’en  accuser  réception  au  nom  de  la  Belgique.

Article  233.

Le  montant  desdits  dommages,  pour  lesquels
réparation  est  due  par  I’Allemagne,  sera  fixé  par
une  Commission  interallice,  qui  prendra  le  titre
de  Commission  des  réparations  et  sera  constituce
dans  la  forme  et  avec  les  pouvoirs  indiqués  ciaprès
  et  aux  Annexes  II  à  VII  ci-jointes.

Cette  Commission  étudiera  les  réclamations  et
donnera  au  Gouvernement  allemand  Il’équitable
faculté  de  se  faire  entendre.

Les  conclusions  de  cette  Commission,  en  ce  qui
concerne  le  montant  des  dommages  déterminés
ci-dessus,  seront  rédigées  et  notifices  au  Gouvernement
  allemand  le  ler  mai  1921  au  plus  tard,  comme
représentant  le  total  de  ses  obligations.

La  Commission  établira  concurremment  un  état
de  payements  en  prévoyant  les  6poques  et  les
modalités  de  l’acquittement  par  I'Allemagne  de
P’intégralité  de  sa  dett-  dans  une  période  de  trente
ans,  à  dater  du  ler  mai  1921.  Au  cas  cependant  où,
au  cours  de  ladite  période,  I’Allemagne  manquerait
à  Tacquittement  de  sa  dette,  le  reglement  de  tout
solde  restant  impay6  pourra  ötre  reporté  aux
années  suivantes,  à  la  volonté  de  la  Commission,
ou  pourra  faire  l'objet  d’un  traitement  différent,
dans  telles  conditions  due  détermineront  les  Gouvernements
  alliés  et  associés,  agissant  suivant  la
procédure  prévue  à  la  Présente  Partie  du  présent
Traité.  «

Article  234.

La  Commission  des  réparations  devra,  apres
le  1er  mai  1921,  étudier,  de  temps  à  autre,  les
ressources  et  les  capacitées  de  I/Allemagne,  et,
apres  avoir  donné  aux  représentants  de  ce  pays
I'  Squitable  faculté  de  se  faire  entendre,  elle  aura
tous  pouvoirs  pour  étendre  la  période  et  mocdifier
les  modalités  des  payements  à  Prévoir  en  conformité
  de  Tarticle  233;  mais  elle  ne  pourra  faire
remise  d’aucune  somme  sans  I’autorisation  speciale
des  divers  Gouvernements  représentés  à  la  Commission.


Article  235.

Afin  de  permettre  aux  Puissances  alliées  et
associées  d’entreprendre  des  maintenant  la  restauration
  de  leur  vie  industrielle  et  Cconomique,  en
attendant  la  fixation  définitive  du  montant  de
leurs  réclamations,  I’Allemagne  payera,  Pendant
les  années  1919  et  1920  et  les  quatre  premiers
mois  de  1921,  en  autant  de  versements  et  suivant
telles  modalités  (en  or,  en  marchandises,  en  navires,
on  valeurs  ou  autrement)  que  la  Commission  des
réparations  pourra  fixer,  l’équivalent  de
20,000,  000,  000  (vingt  milliards)  marks  or  à  valoir
sur  les  créances  ci-dessus;  sur  cette  somme  les

be  determined  by  the  Reparation  Commission.
Such  bonds  shall  he  handed  over  to  the  Reparation
Commission,  which  has  authority  to  take  and
acknowledge  receipt  thereof  on  behalf  of  Belgium.

Article  233.

The  amount  of  the  above  damage  for  which
compensation  is  to  be  made  by  Germany  shall  be
determined  by  an  Inter-Allied  Commission,  to  be
caller  the  Reparation  Commission  and  constituted
  in  the  form  and  with  the  powers  set  forth
hereunder  and  in  Annexes  II  to  VII  inclusive
hereto.

This  Commission  shall  consider  the  claims  and
give  to  the  German  Government  a  just  oppor--tunity
  to  be  heard.

The  findings  of  the  Commission  as  to  the  amount
of  damage  defined  as  above  shall  be  concluded
and  notified  to  the  German  Government  on  or
before  May  1,  1921,  as  representing  the  extent
of  that  Government's  obligations.

The  Commission  shall  concurrently  draw  up
a  schedule  of  payments  prescribing  the  time  and
manner  for  securing  and  discharging  the  entire
obligation  within  a  period  of  thirty  years  from
May  1,  1921.  If,  however,  within  the  period
mentioned,  Germany  fails  to  discharge  her  obligations,
  any  balance  remaining  unpaid  may,  within
the  discretion  of  the  Commission,  be  post  poned
for  settlement  in  subsequent  Fears,  or  may  be
handled  otherwisse  in  such  manner  as  the  Allied
and  Asscciated  Governments,  acting  in  accordance
with  the  procedure  laid  down  in  this  Part  of
the  present  Treaty,  shall  determine.

Article  234.

The  Reparation  Commission  shall  after  May  1,
1921,  from  time  to  time,  consider  the  rescurces
and  capacity  of  Germany,  and,  after  giving  her
representatives  a  just  opportunity  to  be  heard,
shall  have  discretion  to  extend  the  date,  and
to  modify  the  form  of  payments,  such  as  are  to
be  provided  for  in  accordance  with  Article  233;
but  not  to  cancel  any  part,  except  with  the  specific
  authority  of  the  several  Governments  re-Presented
  upon  the  Commission.

Article  235.

In  order  to  enable  the  Allied  and  Asscciated
Powers  to  proceed  at  once  to  the  restoration  of
their  industrial  and  economic  life,  pending  the
full  determination  of  their  claims,  Germany  shall
pay  in  such  instalments  and  in  such  manner
(whether  in  gold,  commodities,  ships,  securities
or  otherwise)  as  the  Reparation  Commission
may  fix,  during  1919,  1920  and  the  first  four
months  of  1921,  the  equivalent  of  20,000,000,  000
go'd  marks.  Out  of  this  sum  the  expenses  of  the
armies  of  occupation  subsequent  to  the  Armistice
of  November  11,  1918,  shall  first  be  met,  and  such
