qu'en  général  le  systeme  fiscal  allemand  est  tout
à  fait  aussi  lourd,  proportionnellement,  due  celui
Tune  quelconque  des  Puissances  représentées  à  la
Commission.

0)  Afin  de  faciliter  et  de  Poursuivre  la  restauration
  immédiate  de  la  vie  éCconomique  des  Pays
alliécs  et  associés,  la  Commission,  ainsi  qu’il  est
Prévu  à  article  235,  recevra  de  Il'Allemagne,
comme  garantie  et  reconnaissance  de  sa  dette,
un  premier  versement  de  bons  au  porteur  en  or,
libres  de  taxe  ou  impöts  de  toute  nature,  établis
ou  susceptibles  de  U’stre  par  les  Gouvernements
de  P’Empire  ou  des  Etats  allemands  ou  par  toute
autorité  en  dépendant;  ces  bons  seront  remis  en
acompte  et  en  trois  fractions,  cromme  il  est  dit
ci-apres  (le  mark  or  étant  payable  conforméement
à  Tarticle  262  de  la  Partie  IX  LClauses  financieres.]
du  présent  Traite):

1°  Pour  etre  Gmis  immédiatement,  20  milliards
  (vingt  milliards)  de  marks  or  en  bons  au
porteur,  payables  jusqu'au  ler  mai  1921  au  plus
tard,  sans  intérets;  on  appliquera  notamment  à
Pamortissement  de  ces  bons  les  versements  due
IAllemagne  s'est  engagéee  à  effectuer  conformément
  à  Tarticle  235  déduction  faite  des  sommes
affectees  au  remboursement  des  dépenses  d’entretien
  des  troupes  d’occupation  et  au  payement
des  dépenses  du  ravitaillement  en  vivres  et
matières  premières;  ceux  de  ces  bons  qui
n’auraient  pas  été  amortis  à  la  date  du  ler  mai
1921  seront  alors  Gchangés  contre  de  nouveauxz
bons  du  méme  type  due  ceux  prévus  ci-apres
(12,  c.  25).

2°%  Pour  ötre  émis  immédiatement,  40  milliards
(duarante  milliards)  de  marks  or  en  bons  au  porteur,
  portant  intéeröts  à  2½  %  (deux  et  demi  pour
cent)  entre  1921  et  1926  et  ensuite  à  5%  (cind
pour  cent)  avec  1%  (un  pour  cent)  en  supplément
pour  H’amortissement,  à  partir  de  1926  sur  le
montant  total  de  I’émission.

3%  Pour  éötre  délivrd  immédiatement,  en  couverture,
  un  engagement  crit  d’émettre  à  titre  de
nouveau  versement,  et  seulement  lorsque  la  Commission
  sera  convaincdue  due  I’Allemagne  peut
assurer  le  service  des  intérsts  et  du  fonds  d'amortissement
  desdits  bons,  40  milliards  (duarante
milliards)  de  marks  or  en  bons  au  porteur,  portant
  intérsts  à  5%  (cinqd  pour  cent),  les  Spodues
et  le  mode  de  payement  du  principal  et  des  intéröts
  devant  tre  déterminés  par  la  Commission.

Les  dates  auxquelles  les  intéréts  sont  dus,  le
mode  d'emploi  du  fonds  d’amortissement  et  toutes
qduestions  analogues  relatives  à  I’émission.  à  la

the  German  system  of  tagxation,  first,  to  the  end
that  the  sums  for  reparation  which  Germany  is
required  to  pay  shall  become  a  charge  upon  all
her  revenues  prior  to  that  for  the  service  or  discharge
  of  any  domestic  loan,  and  secondly,  so
as  to  Satisfy  itself  that,  in  general,  the  German
scheme  of  taxation  is  fully  as  heavy  proportionately
  as  that  of  any  of  the  Powers  represented  on
the  Commission.

(c)  In  order  to  facilitate  and  continue  the
immediate  restoration  of  the  economic  life  of
the  Allied  and  Asscciated  countries,  the  Commission
  will  as  provided  in  Article  235  take  from
Germany  "l.  way  of  security  for  and  acknowledgment
  of  her  debt  a  first  instalment  of  gold
bearer  bonds  free  of  all  tagxes  and  charges  of  every
description  established  or  to  be  established  by
the  Government  of  the  German  Empire  or  of  tbe
German  States,  or  by  any  authority  subject  to
them;  these  bonds  will  be  delivered  on  account
and  in  three  portions,  the  marks  gold  bein
payable  in  conformity  with  Article  262  of  Part  1
(binaneial  Clauses)  of  the  present  Treaty  as  folows:


1.  To  be  issued  forthwith,  20,000,000,000  Marks
gold  bearer  bonds,  payable  not  later  than  May
I.  1921,  without  interest.  There  shall  be  specially
applied  towards  the  amortisation  of  these  bonds
the  payments  which  Germany  is  pledged  to  make
in  conformity  with  Article  235,  after  deduction
of  the  sums  used  for  the  reimbursement  of  expenses
of  the  armies  of  occupation  and  for  payment  of
foodstuffs  and  raw  materials.  Such  bonds  as  have
not  been  redeemed  by  May  1,  1921,  shall  then  be
exchanged  for  new  bonds  of  the  same  type  as  those
Provided  for  below  (paragraph  12,  c,  2).

2.  To  be  issued  forthwith,  further  40,000,000,000
Marks  gold  bearer  bonds,  bearing  interest  at  2½
por  cent.  per  annum  between  1921  and  1926,  and
thereafter  at  5  per  cent.  per  annum  with  an  additional
  1  per  cent.  for  amortisation  beginning  in
1926  on  the  whole  amount  of  the  issue.

3.  To  be  delivered  forthwith  a  covering  undertaking
  in  writing  to  issue  when,  but  not  until,
the  Commission  is  satisfied  that  Germany  can
meet  such  interest  and  sinking  fund  obligations,
a  further  instalment  of  40,000,000,000  Marks  gold
5  per  cent.  bearer  bonds,  the  time  and  mode
of  payment  of  principal  and  interest  to  be  determined
  by  the  Commission.

The  dates  for  Payment  of  interest,  the  manner
#of  applying  the  amortisation  fund,  and  all  other
questions  relating  to  the  issue,  management  and
