Esstion  et  à  la  réglementation  de  I’émission  des
ns  seront  déterminés  de  temps  à  autre  par  la
Commission.

De  nouvelles  Cmissions,  à  titre  de  reconnaissance
  et  de  garantie,  peuvent  stre  exigées  dans
les  conditions  que  la  Commission  déterminera  ultérieurement,
  de  temps  à  autre.

d)  Au  cas  ou  des  bons,  obligations  ou  autres
reconnaissances  de  dettes  éCmis  par  I’Allemagne,
comme  garantie  ou  reconnaissance  de  sa  dette  de
réparation,  seraient  attribués,  à  titre  définitif  et
non  à  titre  de  garantie,  à  des  personnes  autres
due  les  divers  Gouvernements  au  profit  desquels
a  été  fixzé  à  PTorigine  le  montant  de  la  dette  de
réparation  de  I'Allemagne,  ladite  dette  sera  à
Tégard  de  ces  derniers  considérée  comme  éteinte,
Pour  un  montant  correspondant  à  la  valeur  nominale
  des  bons  qui  ont  été  ainsi  attribués  définitivement
  et  Tobligation  de  I’Allemagne  afférente
  auxdits  bons  sera  limitée  à  ’obligation  qui
Jest  exprimée.

e)  Les  frais  nécessités  par  les  réparations  et
reconstructions  des  propriétés  situéces  dans  les
régions  envahies  et  dévastées,  y  compris  la  réinstallation
  des  mobiliers,  des  machines  et  de  tout
matériel,  seront  évalués  au  coüt  de  réparation  et
de  reconstruction  &amp;  I’époque  où  les  travaux  seront
  exécutés.

f)  Les  décisions  de  la  Commission  relatives  à
une  remise  totale  ou  partielle,  en  capital  ou  en
intérets,  de  toute  dette  vérifiéce  de  I’Allemagne
devront  etre  motivées.

§l13.

En  ce  qui  concerne  les  votes,  la  Commission  se
conformera  aux  regles  suivantes:

Quand  la  Commission  prend  une  décision,  les
votes  de  tous  les  Délégués  ayant  le  droit  de  voter,
ou,  en  Pabsence  de  certains  d’entre  eux,  de  leurs
Délégués  adjoints,  seront  enregistres.  Labstention
  est  considerée  comme  un  vote  Gmis  contre  la
Proposition  en  discussion.  Les  assesseurs  n'ont
Pas  le  droit  de  vote.

Sur  les  questions  suivantes  P’unanimité  est  nécessaire:


a)  Questions  intéressant  la  souveraineté  des
Puissances  allices  et  associées  ou  concernant  la
remise  de  tout  ou  partie  de  la  dette  ou  des  obligations
  de  I’Allemagne;

b)  Questions  relatives  au  montant  et  aux  conditions
  des  bons  et  autres  titres  d’obligations  à
remettre  par  lo  Gouvernement  allemand  et  à  la
fixation  de  l'époque  et  du  mode  de  leur  vente,
négociation  ou  réepartition;

o)  Tout  report  total  ou  partiel,  au  dels  de
année  1930,  des  payements  venant  à  6chéance
entre  le  ler  mai  1921  et  la  fin  de  1926  incluse;

regulation  of  the  bond  issue  shall  be  determined
by  the  Commission  from  time  to  tune.

Further  issues  by  way  of  acknowledgment  and
security  may  be  required  as  the  Commussion  subsequently
  determines  from  time  to  time.

(d)  In  the  event  of  bonds,  obligations  or  other
evidence  of  indebtedness  issued  by  Germany  by
Way  of  security  or  for  acknowledgment  of  her  reparation
  debt  being  disposed  of  outright,  not  by  way
of  pledge,  to  persons  other  than  tbe  several  Gevernments
  in  whose  favour  Germanyss  eriginal  reparation
  indebtedness  was  created,  an  amount  of
such  reparation  indebtedness  shall  be  deemed  to
be  extinguished  corresponding  to  the  nominal  value
of  the  bonds,  etc.,  so  disposed  of  outright,  and  the
obligation  of  Germany  in  respect  of  such  bonds,
shall  be  confined  to  her  liabilities  to  the  holders  of
the  bonds  as  expressed  upon  their  face.

(e)  The  damage  for  repairing,  reconstructing
and  rebuilding  property  in  the  jnvaded  and  devastated
  districts,  including  reinstallation  of  furniture,
  machinery  and  other  equipment,  will  be
calculated  according  to  the  cost  at  the  dates  when
the  work  is  done.

(f)  Decisions  of  the  Commission  relating  to  the
total  or  partial  cancellation  of  the  capital  or  interest
  of  any  verified  debt  of  Germany  must  be
accompanied  by  a  statement  of  its  reasons.

13.

As  to  voting,  the  Commission  will  observe  the
following  rules:

When  a  decision  of  the  Commission  is  taken,
the  votes  of  all  the  Delegates  entitled  to  vote,  or
in  the  absence  of  any  of  them,  of  their  Assistant
Delegates,  shall  be  recorded.  Abstention  from
voting  is  to  be  treated  as  a  vote  against  the  pro-Posal
  under  discussion.  Assessors  have  no  vote.

On  the  following  questions  unanimity  is  necessary:


(a)  Cuestions  involving  the  sovereignty  of
any  of  the  Allied  and  Associated  Powers,  or  the
cancellation  of  the  whole  or  any  part  of  the  debt
or  obligations  of  Germany;

(b)  Questions  of  determining  the  amount  and
conditions  of  bonds  or  other  obligations  to  be
issued  by  the  German  Government  and  of  fixing
the  time  and  manner  for  selling,  negotiating  or
distributing  such  bonds;

(c)  Any  postponement,  total  or  partial,  beyond
the  end  of  1930,  of  the  payment  of  instalments
falling  due  between  May  1,  1921,  and  the  end  of
1926  inclusive;
