CLAUSES  FINANCIERES.25

Article  248.

Sous  réserve  des  dérogations  qui  pourraient
Gtre  accordées  par  la  Commission  des  réparations,
un  privilsge  de  premier  rang  est  établi  sur  tous
les  biens  et  resscurces  de  I’Empire  et  des  Etats
allemands,  pour  le  reglement  des  réparations  et
autres  charges  résultant  du  présent  Traité,  ou  de
tous  autres  traités  et  Cconventions  Ccomplémentaires,
ou  des  arrangements  conclus  entre  I’Allemagne
et  les  Puissances  alliées  et  associées  pendant
IArmistice  et  ses  prolongations.

Jusqu'’au  ler  mai  1921,  le  Gouvernement  allemand
  ne  pourra  ni  exporter  de  T’or  ou  en  disposer,
ni  autoriser  due  de  Tor  scit  exporté  ou  qu'il
en  soit  disposé  sans  autorisation  préalable  des
Puissances  alliées  et  associées  représentées  par
la  Commission  des  Réparations.

Article  249.

Le  coüt  total  d’entretien  de  toutes  les  armées
allices  et  associées  dans  les  territoires  allemands
occupés  sera  à  la  charge  de  I'/Allemagne  à  partir
de  la  siguaturc  de  I’Armistice  du  11  novembre  1918,
—  compris  la  subsistance  des  hommes  et  animaux,
e  logement  et  le  cantonnement,  les  soldes  et
accessoires,  les  traitements  et  salaires,  le  couchage,
  le  chauffage,  l'éclairage,  D’habillement,
I’Cquipement,  le  harnachement,  l’armement  et  le
matériel  roulant,  les  services  de  I’aéronautique,
le  traitement  des  malades  et  blessés,  les  services
vétérinaires  et  de  la  remonte,  les  services  des
transports  de  toute  nature  (tels  que  par  voie  ferrée,
maritime  ou  fluviale,  camions  automobiles),  les
communications  et  correspondances,  et  en  général
  tous  les  services  administratifs  et  techniques,
dont  le  fonctionnement  est  nécessaire  à  T’entramement
  des  troupes,  au  maintien  de  leurs
effectifs  et  de  leur  puissance  militaire.  .

Le  remboursement  de  toutes  dépenses  rentran
dans  les  catégories  ci-dessus,  en  tant  qu'elles  correspondent
  à  des  achats  ou  réquisitions  effectuss
par  les  Gouvernements  alliés  et  associés  dans  les
territoires  occupés,  sera  payé  en  marks  au  taux
de  change  courant  ou  accepté  par  le  Gouvernement
  allemand  aux  Gouvernements  alliés  et  associés.
  Toutes  les  autres  dépenses  ci-dessus  Chuumérées
seront  remboursées  en  marks  or.

PART  IX.

FlNANCIAL  CLAUSES.

Article  248.

Subject  to  such  exceptions  as  the  Reparation
Commission  may  approve,  a  first  charge  upon
all  the  assets  and  revenues  of  the  German  Em-Pire
  and  its  constituent  States  shall  be  the  cost
of  reparation  and  all  other  costs  arising  under
the  present  Treaty  or  any  treaties  or  agreements
supplementary  thereto  or  under  arrangements
concluded  between  Germany  and  the  Allied  and
Associated  Powers  during  the  Armistice  or  its
extensions.

Up  to  May  1,  1921,  the  German  Government
shall  not  export  or  dispose  of,  and  shall  forbid
the  export  or  disposal  of,  gold  without  the  previous
  approval  of  the  Allied  and  Asscciated
Powers  acting  through  the  Reparation  Commission.


Article  249.

There  shall  be  paid  by  the  German  Government
  the  total  cost  of  all  armies  of  the  Allied
and  Associated  Governments  in  occupied  German
  territory  from  the  date  of  the  signature  of
the  Armistice  of  November  11,  1918,  including
the  keep  of  men  and  beasts,  lodging  and  billeting,
Pay  and  allowances,  salaries  and  wages,  bedding,
heating,  lighting,  clothing,  equipment,  harness
and  saddlery,  armament  and  rolling-stock,  air
services,  treatment  of  sick  and  wounded,  veterinar
and  remount  services,  transport  service  of  all
sorts  (such  as  by  rail,  sea  or  river,  motor  lorries),
communications  and  correspondence,  and  in  general
the  cost  of  all  administrative  or  technical  services
the  working  of  which  is  necessary  for  the  training
#of  troops  and  for  keeping  their  numbers  up  to
strength  and  preserving  their  military  efficiency.

The  cost  of  such  liabilities  under  the  above
heads  so  far  as  they  relate  to  purchases  or  requisitions
  by  the  Allied  and  Associated  Governments
in  the  occupied  territoeries  shall  be  paid  by  the
German  Government  to  the  Allied  and  Associated.
Governments  in  marks  at  the  current  or  agreed
rate  of  exchange.  All  other  of  the  above  costs
shall  be  paid  in  gold  marks.
