b)  Pendant  une  période  de  trois  années  à
dater  de  la  mise  en  vigueur  du  présent  Traité,  les
produits  naturels  ou  fabriqués,  originaires  et  en
Provenance  des  territoires  polonais  ayant  fait
avant  la  guerre  partie  de  I’Allemagne,  seront
reçus  à  leur  entrée  sur  le  territoire  douanier  allemand
  en  franchise  de  tous  droits  de  douane.

Le  Gouvernement  polonais  fixera  chaque  année,

ar  décret  notific  au  Gouvernement  allemand,
a  nature  et  la  qducotité  des  produits  qui  bénéficieront
  de  cette  ranchise.

Les  duantités  de  chaque  produit,  qui  pourront
ötre  ainsi  envoydes  annuellement  en  Allemagne,
ne  pourront  dépasser  la  moyenne  annuelle  des
auantités  envoyées  au  cours  des  années  1911  à

c)  Les  Puissances  alliées  et  associées  se  réservent
  la  facultée  d’imposer  à  PAllemagne  F’obligation
  de  recevoir  en  franchise  de  tous  droits  de
douane,  à  leur  entrée  sur  le  territoire  douanier
allemand,  les  produits  naturels  ou  fabriqués,
roriginaires  et  en  provenance  du  Grand-Duché  de
Luxembourg,  pendant  une  période  de  cind  années
à  dater  de  la  mise  en  vigueur  du  présent  Traité.

La  nature  et  la  duotité  des  produits  qui  bénéficieront
  de  ce  régime  seront  notifiées  chaque
année  au  Gouvernement  allemand.

Les  quantités  de  chaque  produit  qui  pourront
Stre  ainsi  envoyées  annuellement  en  Abemnene
ne.  pourront  dépasser  la  moyenne  annuelle  des
duantités  envoyées  au  cours  des  annédes  1911  à
1913.

Article  269.

Pendant  un  dlai  de  six  mois  à  dater  de  la
mise  en  vigueur  du  présent  Traité,  les  taxes  impe
  par  DAllemagne  aux  importations  des

uissances  alliées  et  associées  ne  pourront  ötre
supérieures  aux  taxes  les  plus  favorables,  dui
éGtaient  en  application  pour  les  importations  en
Allemagne  à  la  date  du  31  juillet  1914.

Cette  disposition  continuera  à  étre  appliquée
Pendant  une  seconde  période  de  trente  mois  apres
Texpiration  des  six  premiers  mois,  exclusivement
à  Pégard  des  produits  qdui,  étant  compris  dans  la
premieèere  catégorie,  section  A,  du  tarif  douanier
allemand  du  25  décembre  1902,  jouissaient  à  la
date  du  31  juillet  1914  de  droits  conventionnels
par  des  traités  avec  les  Puissances  allices  ou
Associées,  avec  addition  de  toute  espéce  de  vins  et
d’huiles  végétales,  de  la  scoie  artificielle  et  de  la
laine  lavée  ou  dégraissée,  ayant  ou  non  fait  objet
de  conventions  spéciales  avant  le  31  juillet  1914.

Article  270.

Les  Puissances  allices  et  associces,  dans  le  cas
où  ces  mesures  leur  paraitraient  nécessaires  pour
sauvegarder  les  intéréts  Conomiques  de  la  population
  des  territoires  allemands  occupés  par  leurs
troupes,  se  réservent  d’'appliquer  à  ces  territoires
un  régime  douanier  spécial,  tant  en  ce  qui  touche
les  importations  que  les  exportations.

(b)  During  a  period  of  three  Fears  from  the
Ccoming  into  force  of  the  present  Treaty  natural
or  manufactured  products  which  originate  in
and  come  from  Polish  territories  which  before
the  war  were  part  of  Germany  shall,  on  importation
  into  German  customs  territory,  be  exempt
from  all  customs  dutpy.

The  Polish  Government  shall  fix  each  year,
by  decree  communicated  to  the  German  Government,
  the  nature  and  amount  of  the  products
which  shall  enjoy  this  exemption.

The  amount  of  each  product  which  may  be
thus  sent  annually  into  German  shall  not  exceed
the  average  of  the  amounts  sent  annually  in  the
Fears  1911-1913.

(c)  The  Allied  and  Associated  Powers  reserve
the  right  to  require  Germany  to  acocord  freedom
from  customs  duty,  on  importation  into  German
customs  territory,  to  natural  products  and  manufactured
  articles  which.  botn.  originate  in  and
come  from  the  Grand  Duchy  of  Luxemburg,  for
a  period  of  five  years  from  the  coming  into  force
of  the  present  Treaty.

The  nature  and  amount  of  the  products  which
shall  enjoy  the  benefits  of  this  regime  shall  be
communicated  each  year  to  the  German  Govern--ment.


The  amount  of  each  product  which  may  be
thus  sent  annually  into  Germany  shall  not  exceed

the  average  of  the  amounts  sent  annually  in  the
Fears  1911.-1913.

Article  269.

During  the  first  six  months  after  the  coming
into  force  of  the  present  Treaty,  the  duties  imposed
  by  Germany  on  imports  from  Allied  and
Asscciated  States  shall  not  be  higher  than  the
most  favourable  duties  which  were  applied  to
imports  into  Germany  on  July  31,  1914.

During  a  further  period  of  thirty  months  after
the  expiration  of  the  first  six  months,  this  provision
  shall  continue  to  be  applied  exclusively
with  regard  to  products  which,  being  comprised
in  Section  A  of  the  First  Category  of  the  German
Customs  Tariff  of  December  25,  1902,  enjoyed
at  the  above-mentioned  date  ([July  31,  1914)
rates  conventionalised  by  treaties  with  the  Allied.
and  Associated  Powers,  with  the  addition  of  all
kinds  of  wine  and  vegetable  oils,  of  artificial
silk  and  of  washed  or  scoured  wool,  whether  or
not  they  were  the  subject  of  special  conventions
before  July  31,  1914.

Article  270.

The  Allied  and  Associated  Powers  reserve  the
right  to  apply  to  German  territory  occupied  by
their  troops  à  special  customs  régime  as  regardr
imports  and  exports,  in  the  event  of  such  a  measure
  being  necessary  in  their  opinion  in  order  to
safeguard  the  economic  interests  of  the  population
of  these  territories.
