a)  Les  mesures  exceptionnelles  de  guerre  et  les
mesures  de  disposition,  telles  qu'elles  sont  définies
dans  I°Annexe  ci-jointe,  paragraphe  3,  prises  par
I  Allemagne,  concernant  les  biens,  droits  et  intéröts
  des  ressortissants  des  Puissances  alliées  ou
associées,  y  compris  les  sociétés  et  associations
dans  lesquelles  ces  ressortissants  étaient  intéressés,
seront  immédiatement  levées  ou  arrétées  lorsque
la  liquidation  n'’en  aura  pas  été  terminée,  et  les
biens,  droits,  et  intérôts  dont  il  s'agit  seront  restituss
  aux  ayants  droit,  qui  en  auront  la  pleins
anissance  ans  les  conditions  fixées  par  l'article

8.

b)  Sous  réserve  des  dispositions  contraires  qui

allices  ou  associées  se  réservent  le  droit  de  retenir
et  de  liquider  tous  les  biens,  droits  et  intérste
appartenant,  à  la  date  de  la  mise  en  vigueur  du

I###e##  Traité,  à  des  ressortissants  allemands  ou

es  scciétés  contrölées  par  eux  sur  leur  territoire,
dans  leurs  colonies,  possessions  et  pays  de  protectorat,
  y  compris  les  territoires  qui  leur  ont  été
eédés  en  vertu  du  présent  Traité.

La  liquidation  aura  lieu  conformément  aux
lois  de  I'Etat  allié  ou  assccié  intéressé  et  le  pro-Priétaire
  allemand  ne  pourra  disposer  de  ces  biens,
droits  et  intérsts,  ni  les  grever  d’aucune  charge,
sans  le  consentement  de  cet  Etat.

Ne  seront  pas  considérés,  au  sens  du  présent
paragraphe,  comme  ressortissants  allemands,  les
ressortissants  allemands  qdui  acquièerent  de  plein.
droit  la  nationalité  d’'une  Puissance  allice  ou
asscciée,  par  application  du  présent  Traité.

c)  Les  prix  ou  indemnités  résultant  de  exercice
  du  droit  visé  au  paragraphe  b)  seront  fixé,s
d’après  les  modes  d’évaluation  et  de  liquidation
déterminés  par  la  IGgislation  du  pays,  dans  lequel
les  biens  ont  été  retenus  ou  liquidées.

d)  Dans  les  rapports  entre  les  PuissanCes  allices
ou  associées  ou  leurs  ressortissants  d’une  part,  et
Allemagne  ou  ses  ressortissants  d’autre  part,
seront  considérées  comme  définitives  et  opposables
à  toute  personne,  scus  les  réserves  prévues  au
présent  Traité,  toutes  mesures  exceptionnelles  de
guerre  ou  de  disposition,  ou  actes  accomplis  ou
accomplir  en  vertu  de  ces  mesures,  telles  qu’elles
sont  définies  dans  les  paragraphes  1  et  3de  l'  Annexe
ci-jjointe.

e)  Les  ressortissants  des  Puissances  allices  ou
asscciées  auront  droit  à  une  indemnité  pour  les
dommages  ou  préjudices  causés  à  leurs  biens,  droits
ou  intérsts,  y  compris  les  sociétés  ou  associations
dans  lesquelles  ils  éstaient  intéressés  sur  le  territoire
  allemand,  tel  qu’il  existait  au  ler  acüt  1914,

(a)  The  exceptional  war  measures  and  measures
  of  transfer  (defined  in  Pparagraph  3  of  the
Annex  hereto)  taken  by  Germany  with  respect
to  the  property,  rights  and  interests  of  nationals
of  Allied  or  sociated  Powers,  including  com-Panies
  and  associations  in  which  they  are  interested,
  when  liquidation  has  not  been  completec,
shall  be  immediately  discontinued  or  stayed  and.
the  property,  rights  and  interests  concerned.
restored  to  their  owners,  who  shall  enjoy  full
rights  therein  in  accordance  with  the  provisions
of  Article  298.

(b)  Subject  to  any  contrary  stipulations  which
may  be  provided  for  in  the  present  Treaty,  the
Allied  and  Associated  Powers  reserve  the  right
to  retain  and  liquidate  all  property,  rights  and
interests  belonging  at  the  date  of  the  coming  into
force  of  the  present  Treaty  to  German  nationals,
or  companies  controlled  by  them,  within  their
territories,  colonies,  possessions  and  protectorates,
  including  territories  ceded  to  them  by
the  present  Treaty.

The  liquidation  shall  be  carried  out  in  accordance
with  the  laws  of  the  Allied  or  Associated  State  concerned,
  and  the  German  owner  shall  not  be  able  to  disposeofsuch
  propert)y,  rights  orinterests  nortosubject
them  to  anycharge  without  theconsent  of  that  State.

German  nationals  who  acquire  ipso  facto  the
nationality  of  an  Allied  or  Associated  Power  in
accordance  with  the  provisions  of  the  present
Treaty  will  not  be  considered  as  German  nationals
within  the  meaning  of  this  paragraph.

(c)  The  price  or  the  amount  of  compensation
in  respect  of  the  exercise  of  the  right  referred  to
in  the  preceding  paragraph  (b)  will  be  fixed  in
accordance  with  the  methods  of  sale  or  valuation
adopted  by  the  laws  of  the  country  in  which  the
Property  has  been  retained  or  liquidated.

(d)  As  between  the  Allied  and  Asscciated
Powers  or  their  nationals  on  the  one  hand  and
Germany  or  her  nationals  on  the  other  hand,
all  the  exceptional  war  measures,  or  measures
of  transfer,  or  acts  done  or  to  be  done  in  execution
  of  such  measures  as  defined  in  paragraphs  1
and  3  of  the  Annex  hereto  shall  be  considered
as  final  and  binding  upon  all  persons  except  as
regards  the  reservations  laid  down  in  the  present
Treaty.

(e)  The  nationals  of  Allied  and  Associated
Powers  shall  be  entitled  to  compensation  in
respect  of  damage  or  injury  inflicted  upon  their
property,  rights  or  interests,  including  any  com-Pany
  or  assecciation  in  which  they  are  interested,
in  German  territory  as  it  existed  on  August  1,
1914,  by  the  application  either  of  the  exceptional
war  measures  or  measures  of  transfer  mentioned.

claims  made  in  this  respect  by  such  nationals  shall
