Article  311.

Tes  habitants  des  territoires  séparés  de  I  Allemagne
  en  vertu  du  présent  Traité,  conserveront,
nonobstant  cette  séparation  et  le  changement  de
nationalité  qui  en  résultera,  la  pleine  et  entiere
Jouissance  en  Allemagne  de  tous  les  droits  de  pro-Priété
  industrielle  et  de  propriété  littéraire  et  artistique,
  dont  ils  Staient  titulaires  suivant  la  lEgislation
  allemande,  au  moment  de  cette  séparation.

Les  droits  de  propriété  industrielle,  litteraire  et
artistique  en  vigueur  sur  les  territoires  séparés  de
IAllemagne  conformément  au  présent  Traité,  au
moment  de  la  séparation  de  ces  territoires  d’avec
I’  Allemagne  ou  qui  seront  rétablis  ou  restaurés  par
application  de  l’'article  306  du  présent  Traité,  seront
reconnus  par  I'Etat  auquel  sera  transféré  ledit  territoire
  et  demeureront  en  vigueur  sur  ce  territoire,
Feur  la  durée  qui  leur  sera  accordée  suivant  la
Ggislation  allemande.

SECTITLON  VIII.

ASSURANCES  SOCIALES  ET  ASSURANCES
D’ETA-T  DANS  LES  TERRTTOIRES  CEDES

Article  312.

Sans  préjudice  des  stipulations  contenues  dans
d’autres  clauses  du  présent  Traité,  le  Gouverne--ment
  allemand  s'’engage  à  transférer  à  la  Puissance
àalaquelle  des  territoires  allemands  sont  cédés  en
Europe,  ou  à  la  Puissance  administrant  d’'anciens
territoires  allemands  en  tant  due  mandataire,  en
vertu  de  l’article  22  de  la  Partie  I  (Société  des

Nations),  telle  fraction  des  réserves  accumulées  par

les  Gouvernements  de  1'Empire  ou  des  Etats  allemands,
  ou  par  des  organismes  publics  ou  privés
opérant  sous  leur  contröle,  destinées  à  faire  face

au  fonctionnement,  dans  ces  territoires,  de  toutes

assurances  sociales  et  assurances  d'Etat.

Les  Puissances  auxquelles  ces  fonds  seront  transférés

  devront  nécessalrement  les  affecter  à  I’exé

cution  des  obligations  résultant  de  ces  assurances.

Les  conditions  de  ce  tränsfert  seront  réglées  par
des  conventions  spéciales  conclues  entre  le  Gouvernement
  allemand  et  les  Gouvernements  intéressés.

du  présent  Traité,  les  conditions  du  transfert  seront,
dans  chaque  cas,  soumises  à  une  Commission  de
cind  membres,  dont  un  sera  nommé  par  le  Gouver
nement  allemand  et  un  par  D’autre  Gouvernement

Article  311.

The  inhabitants  of  territories  separated  from
Germany  by  virtue  of  the  present  Treaty  shall,
notwithstanding  this  separation  and  the  change
of  nationality  consequent  thereon,  continue  to
enjoy  in  Germany  all  the  rights  in  industrial,
literary,  and  artistic  property  to  which  they  were
entitled  under  German  5  ation  at  the  time  of
the  separation.

Rights  of  industrial,  literary  and  artistic  property
  which  are  in  force  in  the  territories  separated
  from  Germany  under  the  present  Treaty  at
the  moment  ef  the  separation  a#  these  territories
from  Germany,  or  which  will  be  re-established  or
restored  in  accordance  with  the  provisions  of  Article
  306  of  the  present  Treaty,  shall  be  recognized.
by  the  State  to  which  the  said  territory  is  transferred
  and  shall  remain  in  force  in  that  territory
for  the  same  period  of  time  given  them  under  the
German  law.

SECTITON  VIII.

SOCIAL  AND  STrATE  INSUBRANCE  IN
CEDED  TERRITORT.

Article  312.

Without  prejudice  to  the  provisions  conteined.
in  other  Articles  of  the  present  Treaty,  the  German
  Government  undertakes  to  transfer  to  any
Power  to  which  German  territory  in  Europe  is
ceded,  and  to  any  Fower  administering  former
German  kersitory  as  a  mandatory  under  Article
  22  of  Part  I  (League  of  Nations),  such  portion
  of  the  reserves  accumulated  by  the  Government
  of  the  German  Empire  or  of  German  States,
or  by  public  or  private  organisations  under  their
control,  as  is  attributable  to  the  carrying  on  of
Social  or  State  Insurance  in  such  territory.

The  Fowers  to  which  these  funds  are  transferred
  must  apply  them  to  the  performance  of
the  obligations  arising  from  such  insurances.

The  conditions  of  the  transfer  will  be  determined

  by  special  conventions  to  be  concluded

between  the  German  Government  and  the  Governments

  concerned.

In  case  these  special  Conventions  are  not  concluded
  in  accordance  with  the  above  paragraph
within  three  months  after  the  coming  into  force
of  tbe  present  Treaty,  the  conditions  of  transfer
shall  in  each  case  be  referred  to  a  Commission  of
five  members,  one  of  whom  shall  be  appointed  by
the  German  Government,  one  by  the  other  inter-
